1Matters of the field are settled in the field
大王忙該、官人阿勒赤歹等奏說:「成吉思曾有聖旨:『野外的事,只野外斷;家裏的事,只家裏斷。』如今古余克的事,系野外的事,只可委付巴禿自處治。」斡歌歹怒息,召古余克拜見,就責怪教訓說:「你征進去,去時將軍人都打遍,挫了威氣。你敢想斡魯思百姓,為怕你一人投降了?敢把哥哥來做敵人般欺侮!我成吉思皇帝曾說:『人多則人懼,水深則人死。』如今速別額臺前頭遮護著,你與眾人得了這幾個斡魯思種。你自己羖歷的蹄子,不曾直得逞,好男子,初出門便惹是非。因忙該等勸諫,且罷。這事是野外的事,你同合兒合孫去,只教巴禿斷者!不裏行,教對兄察阿歹知者!」
Prince Mungge and the officer Alchidai and the rest reported, "Chinggis once gave a decree: 'Matters of the field are settled only in the field; matters of the household are settled only in the household.' Now the affair of Guyuk belongs to the matters of the field. It is best to hand it over to Batu and let him deal with it himself." Ogodei's anger died down. He summoned Guyuk to come and bow before him, and he reproached him and taught him, saying, "When you went out to fight, on the way you beat the soldiers all around and broke their spirit. Do you dare to think that the Russian people surrendered because they feared you alone? Do you dare to insult your elder brother as if he were an enemy? Our Emperor Chinggis once said, 'When men are many, men are afraid; when the water is deep, men die.' Now Subeetei sheltered you from the front, and it was together with the others that you won these few Russian tribes. By yourself you have not accomplished anything as straight as the hoof of a ram. A fine fellow, who first steps out the door and at once stirs up trouble." Because Mungge and the others urged him, he let the matter rest. "This affair is a matter of the field. Go with Kharkhasun, and let Batu settle it. As for Buri, let his elder brother Chagadai be told of it."
2The old rules of the night guard are proclaimed again
斡歌歹皇帝將成吉思時守衛的,並眾散班每,各各職掌,照依舊制,從新再宣諭了一遍。
Emperor Ogodei proclaimed once more, from the beginning and according to the old rules, the duties that each man held among the night guards of Chinggis's time and among all the day guards.
3Five things to give the people peace
斡歌歹皇帝說:「我成吉思皇帝,艱難創立國家。如今教百姓每安寧快活,休教他辛苦。遂將合行之事,與兄察阿歹處商議:一、百姓羊群裏,可每年只出一個二歲羯羊做湯羊;每一百羊內,可只出一個羊接濟本部落之窮乏者。一、諸王、駙馬等聚會時,每每於百姓處科斂,不便當;可教千戶內每年出騍馬,並牧、擠的人,其人馬以時常川交替。一、賞賜的金帛、器械、倉庫等,常守的人,可教各處起人來看守。一、百姓行分與他地方做營盤住;其分派之人,可於各千戶內選人教做。一、川勒地面,先因無水止有野獸,無人住;如今要散開百姓住,可教察乃、畏吾兒臺兩個去,踏驗中做營盤的地方,教穿井者。一、使臣往來,沿百姓處經過,事也遲了,百姓也生受;如今可教各千戶每出人馬,立定跕赤,不是緊急事務,須要乘坐站馬,不許沿百姓處經過。這幾件事,因察乃、孛勒合答兒對我提說,我想也可行。察阿歹兄知者。察阿歹聽了這話,都道:『是,只依著這般行。』『再說站赤一節,我自這裏立起,迎著你立的站,教巴禿自那裏立起,接著我立的站。』說將來了。」
Emperor Ogodei said, "My Emperor Chinggis founded the state through hardship. Now I will let the people live in peace and gladness, and not let them wear themselves out." So he took up the things that ought to be done and talked them over with his elder brother Chagadai. "One thing. From the people's flocks of sheep, let only one gelded two-year-old sheep be sent out each year for the broth, and out of every hundred sheep let only one be sent out to help the poor of that tribe. One thing. Whenever the princes and the sons-in-law and the rest gather, it is not right to levy upon the people. Let each company of a thousand send out mares every year, along with the men who herd them and the men who milk them, and let those men and horses always be relieved in their turn at the proper time. One thing. As for the gold and silk and weapons and storehouses that are given in reward, and the men who guard them at all times, let men be raised in each place to keep watch over them. One thing. Let the people be given lands of their own, each to set up camp and dwell there; and as for the men who make that division, let them be chosen from within each company of a thousand. One thing. The land of Chille had no water before, so there were only wild beasts and no people living there. Now, if the people are to be spread out and settled there, let Chanai and Uighurtai, the two of them, go and walk the ground to find places fit for camps, and let them dig wells. One thing. When envoys come and go and pass through the places where the people live, the business is slowed and the people too are worn out. Now let each company of a thousand send out men and horses and set up post stations. Unless the business is urgent, they must ride the post horses, and they shall not pass through the places where the people live. These several things Chanai and Bolkhadar spoke of to me, and I too think they may be done. Let my elder brother Chagadai know of them." Chagadai heard these words and said of them all, "It is right. Only do it in this way." He said further, "As for the post stations, I will set mine up from this side to meet the stations you set up, and I will have Batu set his up from that side to join the stations I set up." So the word came back.
4The post stations are set up and the rules fixed
斡歌歹皇帝於是將這事,又宣布於諸王、駙馬等知道。其諸王、駙馬等,皆道:「便當,好生是。」然後差人於各處起取上項羊、馬,並守倉庫、跕赤等戶。所擺站赤,命阿剌淺、脫忽察兒兩個整治。每一站設馬夫二十人,內鋪馬並使臣的廩給、羊馬及車輛、牛只,定將則例去,如有短少者,家財一半沒官。
Emperor Ogodei then made this matter known also to the princes and the sons-in-law and the rest. The princes and the sons-in-law and the rest all said, "It is fitting. It is very good." After that he sent men to gather from every place the sheep and horses named above, and the households that were to guard the storehouses and man the post stations. The stations that were laid out he ordered Arachan and Tokhuchar, the two of them, to put in order. At each station twenty horse-keepers were set. Within it, fixed rules were made for the post horses and for the provisions given to envoys, and for the sheep and horses and the carts and oxen. If anything fell short, half the goods of that household were to be taken by the government.
5Four things added and four things done wrong
斡歌歹皇帝說:「自坐我父親大位之後,添了四件勾當:一件平了金國,一件立了跕赤,一件無水處教穿井,一件各城池內立探馬赤鎮守了;差了四件:一件既嗣大位,沈湎於酒;一件聽信婦人言語,取斡赤斤叔叔百姓的女子;一件將有忠義的朵豁勒忽因私恨陰害了;一件將天生的野獸,恐走入兄弟之國,築墻寨圍攔住,致有怨言。」
Emperor Ogodei said, "Since I sat upon my father's great seat, I have added four things. One was that I brought the state of Jin to peace. One was that I set up the post stations. One was that I had wells dug in the places without water. One was that I placed tammachi troops inside each of the walled cities to hold them. And I did four things wrong. One was that, having succeeded to the great seat, I sank into wine. One was that I listened to a woman's words and took a daughter of the people of my uncle Otchigin. One was that I secretly did harm to Dokholkhu, who was loyal and righteous, out of a private grudge. One was that, fearing the wild beasts Heaven had made would run off into my brothers' lands, I built walls and stockades to shut them in, so that there were words of resentment."
6The writing is finished in the seventh month of the year of the rat
此書大聚會著,鼠兒年七月,於客魯漣河闊叠額阿剌勒地面處下時,寫畢了。
This book was finished in the writing at the time of the great gathering, in the seventh month of the year of the rat, when the camp came down at the place of Kodee Aral on the Kerulen River.
