For the above: Xu Lingcong and the other junior officers of this circuit who went to offer New Year's greetings came back on a day of this month with a statement, which says: "On the fifth day of the third month the Chen and Xu army broke up and scattered. The sub-officer Lu Yanhong led more than twenty thousand horse and foot, smashed Jinzhou and Yangzhou and the rest, and burst into the seat of Xingyuan prefecture and took his place there. The Military Commissioner Niu Xu, on the night of the fourth day, led his attendants and their families, some two thousand people, and fled to the mountain valleys west of Longzhou." Your servant humbly considers that Heaven has not yet repented of its calamity and that the earth suffers much disaster. This is a time easy to stir and hard to calm, not a time when punishing one man can urge on a hundred. Lu Yanhong early drove together scattered troops and gathered rebellious men far and wide. First came word that he had burned and plundered the Eastern Capital, and soon he was seen rushing upon the western road. Zhou Ji, the Military Commissioner of his own circuit, summoned and admonished him again and again, yet in the end he did not come over. How should he raise a wind that breaks the waves? He only makes fiercer the fire that burns the plain. Now the rebel party swallows a flourishing prefecture as a whale swallows, while the commander has crept away like a rat on a perilous road. The claws are already grown, and the root is hard to cut out. If the fault of throwing the constant order into disorder is not forgiven, and a separate army is raised to strike the rebels, then it is to be feared that in the end another Qin will be made, and that would truly not be to the good of Sanshu. Moreover the tribute of the many frontier commands and the memorials of the several circuits reach Daozhou all by way of the Sword Road. How much more so now, when the Phoenix City has been recovered and the imperial carriage is about to return. Even if the eagle and the osprey are in the sky and can break the cunning den, should the jackal and the wolf block the road again they will surely hinder the travelling palace. The Gorge road is open, but the water route gives much cause for worry. It is not only steep and hard but truly far, and once the upper river is reached it is all rebel country. The one fear is that what is presented as tribute may find no way through. Your servant has long stolen the light of your favor and holds deep alarm and indignation. Having looked closely from afar into the meaning of the matter, he sets it out and states it. I humbly beg that your sagely kindness clear away the force of the thunder and turn back the bounty of rain and dew, that you swiftly send down a generous edict and commit to him, by special order, the power to soothe and settle. Then Lu Yanhong will be spared the fright of a startled roe deer, and he will change at once as the leopard changes. He will surely master himself and work for ever at giving the people peace. Since a sagely ruler is broad and forbearing and has already pardoned his going to excess in extremity, a treacherous subject will be startled into understanding and will also be spared from taking a fault as his model. I respectfully set this down and report it. I humbly await the imperial command.
