1Granting the post of Acting Cavalier Attendant of the Right in accordance with the decree
勑淮南節度鹽鐵轉運等使。東面都統兼指揮京西京北神策諸道節度兵馬制置等使牒。某官乞右可檢校右散騎常侍餘如故。如將軍須言員外置同正員牒。准今年二月九日詔。應諸州有功刺史及大將軍等如要勸奬者。從監察御史至常侍。便可墨勑授訖。分析聞奏者。大君降命。元帥從權。但云能立勤勞。特許先申奬勸。漢祖則手無刓印。不阻論功。武侯則心若懸衡。必能擧職。用示軍中之賞。式資闕下之恩。前件官夙蘊壯圖。久從戎事。將救焚沈之患。固憑擒縱之能。桓榮祖之馳名。不唯馬矟。周盤龍之受爵。允稱貂冠。事須准詔。授檢校右散騎常侍。仍具申奏。竝牒知者。故牒云云。
By rescript. The Military Commissioner of Huainan and Salt and Iron Transport Commissioner, Supreme Commander of the Eastern Front and concurrently Commissioner for the Direction and Disposition of the Shence troops and of the military governors of the circuits of Jingxi and Jingbei, issues this dispatch. Such-and-such an officer asks for the post of Acting Cavalier Attendant of the Right, the rest to stand as before. If he is a general, it must say that the post is supernumerary with the standing of a regular member. So this dispatch. In accordance with the decree of the ninth day of the second month of this year: "Wherever there are prefects of merit in the several prefectures, or grand generals and the like who ought to be encouraged and rewarded, from Investigating Censor up to Cavalier Attendant they may be granted the post at once by ink rescript, and the matter then set out and reported." The great ruler has sent down his command, and the commander in chief follows the expedient course. Only let a man be able to set up diligent toil, and leave is given to unfold encouragement and reward for him first. Zhou Panlong received his rank, and truly he was worthy of the sable cap. The matter must follow the decree. He is granted the post of Acting Cavalier Attendant of the Right, and it is to be set out in full and reported. This is dispatched to make it known. Therefore this dispatch, and so on.
