Gyewon Pilgyeongjip (A Plowing of the Brush in the Cassia Garden) Book 13 — Notices A collection Choe Chiwon made by choosing out of the writings of his four years in the headquarters of Gao Pian, military commissioner of Huainan under the Tang, binding them into twenty volumes and presenting them to King Heongang of Silla in 886. It holds 366 pieces — memorials and reports sent up to the emperor, the proclamation denouncing Huang Chao, letters to the several military commissioners, orders and dispatches issued to those under him, Daoist and Buddhist texts for services, funeral offerings, records written for the outer wall of Chengdu and for a painting of Annam, and the reports and poems he sent up to Gao Pian. Here is the first report, which begins "I am a man of Silla," and the proclamation against Huang Chao with its line, "Not only do all the men of the world think to kill you openly; the ghosts under the earth have already discussed cutting you down in secret." The last volume holds the poems he made on the voyage home to the country he had left at twelve. It is the oldest collection by a Korean that survives, and when Hong Seokju and Seo Yugu printed it with movable type in 1834 they called it "the root and the beginning of the writing of our Eastern Country." Their two prefaces are translated with it.

1Urge farming on ten thousand acres of field

牒奉處分。撫俗所先。勸農爲最。是以。鄭渾則奪其獵具。溫嶠則請置田曹。仰順天時。俯徵日力。俾督耕夫之業。須憑幹吏之才。前件官。歷試已多。忠勤可奬。令尹之功成製錦。督郵之政克提綱。但承闕乏之時。皆有緝綏之譽。今以山陽沃壤。淮畔奧區。地占三巡。田逾萬頃。非乏決渠爲雨。尙虧多稼如雲。蓋爲編甿。不勤功於藨蔉。縱當稔歲。皆失利於稻粱。知爾奉公。勸民務本。若使耰而不輟。必期敏則有功。委以農時。假之使職。永言從政。實可與權。無取潤於膏腴。苟徇私於毫髮。勉施乃力廣諭衆心。事須差攝觀察衙推充洪澤巡官兼都巡勘指揮奉國謝陽等巡務者。

And so Zheng Hun took away their hunting gear, and Wen Qiao asked that a farm office be set up. Look up and follow the seasons of heaven. Look down and call out the strength of the day. To have the plowman's work overseen, one must lean on the ability of a capable officer. The officer named above has already been tried in many tasks, and his loyal diligence deserves praise. His merit as a county magistrate cut fine brocade, and his government as a supervising clerk could hold the main cords. Whenever he filled a vacancy, he always won praise for calming and settling the people. Now the rich soil of Shanyang, the deep region by the Huai, covers three circuits of land, and its fields pass ten thousand acres. Channels opened to serve as rain are not lacking, yet a harvest like cloud still falls short. This is because the registered people are not diligent in the work of weeding and banking the roots, so even in a year of ripeness they all lose the profit of rice and millet. Knowing that you serve the public and urge the people to work at the root, if you keep the harrow from resting, you may surely look for merit in being quick. The season of farming is entrusted to you, and an envoy's post is lent to you. To speak long on the conduct of government, you are truly a man to weigh matters with. Take no gain from the rich soil, and follow no private end by so much as a hair. Strive to put out your strength, and instruct the hearts of the many. This matter must be a dispatch making him acting judicial officer of the surveillance staff and inspector of Hongze, with concurrent charge as commissioner of general circuit inspection over Fengguo, Xieyang and the other inspection offices.
