Requesting That Magistrates Who Did Not Return Be Sent to the Frontier請不爲還任守令徙邊。啓
臣與調度使洪世恭相議某處穀移丁某邑某處船進泊于某江事一一分付而世恭極慮處處下人離散無可使令事未易辦爲言且雖有粟無人轉輸如嘉山安州肅川順安皆爲空官不得已別樣處置然後朝令可施近日不爲還任守令一切全家徙邊事洪世恭處亦爲分付行移此意敢。啓
Your servant consulted with Hong Segong (洪世恭), the supply commissioner (調度使), and gave instructions one by one as to which place's grain was to be moved to which district and which place's boats were to be berthed at which river. But Hong Segong spoke with much worry, saying that the subordinates in place after place have scattered and there is no one to employ, so that the work cannot easily be accomplished. Moreover, though there is grain, there is no one to carry it, and such places as Gasan, Anju, Sukcheon, and Sunan all have empty offices; so only after other measures are unavoidably taken will the court's orders be carried out.
As for the magistrates who of late did not return to their own districts, your servant has instructed Hong Segong as well, and sent a dispatch, that their whole households be moved to the frontier. This intent your servant ventures to report.
