Jingbirok (A Record of Rebuke and Admonition) Book 5 — The Geunpok Collection A record left by Ryu Seong-ryong, Chief State Councillor, of what he saw with his own eyes after the Imjin War ended. Its title comes from the line, "I rebuke what is past, and take heed against troubles to come." He set down without excuse how the war began and what the court failed to do. His recommendation of Yi Sun-sin, the wrangling with the Ming army, and the suffering the people endured are all recorded as they were.

賊勢日急而在我䇿應防備之事一不措置萬一衝突北上更如前日之變則漢江以南更無遮蔽之處寒心之事不一而足全羅道則已送巡邊使李鎰爲慶尙道諸軍之後援而忠淸道竹嶺鳥嶺秋風嶺黃澗永同一帶防備之事則尙無可倚前者賊兵分道上來時一運由鳥嶺直犯忠州一運由金山出於黃澗永同之路此等各處措置待變等事不可少忽但今處處無粮乏兵雖有可行之策而不得措手然不可任置而不爲之計也往時韓明胤爲永同縣監時得精勇之軍設伏勦擊多有斬獲自明胤死後其軍雖離散而亦有遺存者若能招募收拾猶可得數百人云今淸安縣監全有亨報恩縣監金好恬永同縣監鄭霽黃澗縣監柳大春皆在賊路所經要害地頭此四邑守令凡刷馬支供等事勿令侵責以休民力責令召募軍兵撫輯山尺勇力之人詳探賊路所由措置遮截之事而因令全有亨助防將稱號指揮措置四邑合爲一心預爲操鍊軍卒措備軍器以待不虞之變事忠淸監司及兵使處行移何如

The enemy's movements grow more urgent by the day, while on our side not one thing has been put in order for answering him with a plan and making defense. Should he strike and come up northward, repeating the upheaval of days past, then south of the Han River there is nothing left to screen us; and the things that chill the heart are not one or two.

To Jeolla, Border Commissioner Yi Il (李鎰) has already been sent, to support the rear of the several armies of Gyeongsang. But for the defense of Jungnyeong, Joryeong and Chupungnyeong in Chungcheong, and of the stretch about Hwanggan and Yeongdong, there is as yet nothing to lean on. When the enemy's troops came up before, dividing their roads, one body came by Joryeong and fell straight upon Chungju, and one body came out by Geumsan onto the Hwanggan and Yeongdong road. The putting of such places as these in order, so as to await the upheaval, cannot be neglected in the least. Only, now there is no provision anywhere and troops are short, so that though there be a plan worth carrying out we cannot set a hand to it. Yet we cannot leave it be and lay no plans at all.

In days past, when Han Myeong-yun (韓明胤) was magistrate of Yeongdong, he got choice and nimble troops, set ambushes and struck, and those he cut down and took captive were many. Since Han Myeong-yun died his troops have scattered, yet there are some left over besides, and it is said that if they were called together and gathered up, several hundred men might still be had.

Now Jeon Yu-hyeong (全有亨), magistrate of Cheongan, Kim Ho-nyeom (金好恬), magistrate of Boeun, Jeong Je (鄭霽), magistrate of Yeongdong, and Yu Dae-chun (柳大春), magistrate of Hwanggan, are all at key places along the roads the enemy passes. We pray that the magistrates of these four counties be forbidden to encroach and press upon the people over the requisitioning of horses and the supplying of goods, so that the people's strength may rest; and that they be set to calling together troops and soothing and gathering the men who live by hunting in the mountains and the strong of body, and to looking closely into the roads by which the enemy comes and putting in order the barring and cutting him off. And may the matter be sent by dispatch to the governor and the army commander of Chungcheong: that Jeon Yu-hyeong be given the title of assistant commander, to direct and order things so that the four counties become of one mind, and that he drill the soldiers beforehand and provide the weapons, so as to await an upheaval that comes unlooked for?
