At Dokseong (禿城) in Suwon the battlements have already been repaired and the weapons roughly provided, so that the people of the whole county have all settled their minds, and those who would now build houses by their own strength and go in to live there are very many. By this it may be known that where the people's hearts have something to trust in, there is of itself no worry of their breaking up and scattering. Jo Bal (趙撥), the garrison commander, is diligent in what is laid upon him, idle neither by night nor day, and gains the fruit of it by degrees, which is quite commendable. Should there be an upheaval, the Suwon prefect and this man should be set to hold it. Only, Jo Bal, being a former deputy commander, has no title of office at present and would seem to find it hard to lead soldiers, so may real office be granted him that he may have a mind to put forth his strength.
At the neck of the road between Yongin (龍仁) and Yangji (陽智) there is an old wall called Seokseong (石城). Its ground is steep and vital and better than Dokseong's, and it lies besides at the neck of the straight road. If this place too were rebuilt and grain stored and troops raised there, drawing Dokseong to the right and joining Namhansanseong to the left, so that they stand ranged like the three legs of a cauldron, then the gateway of the capital would become firm.
Your servant has already had Yun Su-yeon (尹粹然), the Yongin magistrate, gather in monks and build houses, and has had Choe Heul (崔屹), the postal inspector of Yangjae, hold the post of former garrison commander besides and manage it together with him. Only, the work is great and the strength small, so that it is hard to accomplish easily. If the farming oxen and the grain of the Resettlement Directorate's garrison farms nearby were turned to it and added, then strength could be gathered and it accomplished. The setting up of the garrison farms in the first place was itself a plan for leaning on steep ground and gathering the people, and the providing of the straight road into the capital is the more pressing. May the Resettlement Directorate be made to make its goods and means available, and the accomplishment of it be looked for?
