Requesting That Kim Su-nam Be Made Fortress Commander of Pasa
Pasa fortress has already been finished in the building, and now army grain, weapons and gear are being provided so as to make of it the ground that holds the upper river. Only, the magistrate of Yeoju, though he must go in and hold it when the time comes, is in ordinary times at his own district, and so cannot give his whole mind to the repairing and raising of the fortress's works. There will be no fear of its being left slack only if one military officer be named fortress commander and kept there night and day, as Jo Bal (趙撥) is at Dokseong (禿城) in Suwon, to see every matter arranged with haste.
Moreover the people within Yeoju's bounds are not yet firm in their mind toward holding the fortress. It is fitting that a military officer of that place, one whom the gentry and commons know, be made fortress commander and go in first with his own household; and only after he has persuaded the others to go into the fortress and hold it will there be no fear of their scattering and being hard to gather again. The guard officer (護軍) Kim Sunam (金壽男) lives in Yeoju, and it is said that he was once at Pyeongyang, has been through battle, and does not take fright. How would it be to appoint Kim Sunam fortress commander of Pasa and send him down, that under the command of the defense commander Byeon Eungseong he may hold it together with that district's magistrate?
To this Your Majesty answered and gave command: 「It has already been entrusted to Uieom (義嚴) to hold, and now Kim Sunam too is to hold it; I do not understand the particulars of the matter.」
Among the grave grounds of the upper river, Pasa alone has a fortress, and so the holding of it cannot be left slack. Though Uieom stay and hold it, the business cannot be entrusted to him alone. Besides, the soldiers he leads are all of them a rootless crowd out of far-off mountain valleys, who when called out at the hour may come or may not come. For use in building the fortress they will do well enough, but if in a pressing and hard hour the fortress be held with this crowd alone, your servant fears it will be hard to find strength in them.
The titled men and the gentlemen of Yeoju and all below them must empty the fields and go into the fortress, and half of that district's Sogo troops must be divided off and go into the fortress too; and this likewise is not a thing Uieom can command and order. Your servant at first meant to have Byeon Eungseong go in and hold it, but the ground of the river fords is wide and far and the defense commander must go to and fro to keep order, so that he cannot stay within one fortress alone. Therefore Yun Gukhyeong (尹國馨), magistrate of Yeoju, has already been charged with holding the fortress when the time comes. Yet if a military officer be not there beforehand to make ready the holding of it, your servant fears it will not suffice for blocking and defending. Therefore he took counsel with the Border Defense Council and asked that Kim Sunam, a military officer of that place, be sent: it is not a plan made by chance. He ventures thus to submit it again.
