Report on the Fitness of the Local Magistrates查。啓守令能否狀
臣今行所經各官守令考其政續有能有否所當查竅。啓聞以爲勸懲南陽府使李慶涵政尙寬簡一境吏民皆出便之利川府使成泳自奉淸簡愛民以誠雖政專惠愛事或不擧而撫字心勞亦自攤得此二人似當量加褒錄振威縣令俞大衡鍊兵等事無意擧行擅自數易哨官以紊軍政且侵暴軍士水軍一人有結項致死者所當罷黜竹山一邑居畿甸前面接連忠州淸州之路今雖殘破若能保葺完實則實一道控扼之地縣監姜翼文雖無顯然過尤而疲軟不能勝任所當遞差大抵振威竹山兩邑乃是直路劇地守令非尋常苟充之人所可堪任勿論文武門蔭以勤幹慈詳曾有聲績者十分擇差下送
On this journey your servant has examined the record of government of the magistrates of each district he passed through. Some are capable and some are not, and it is proper that I investigate and report upon them, to make this a ground for encouragement and for reprimand.
Yi Gyeongham (李慶涵), Prefect of Namyang, prizes generosity and plainness in his government, and the clerks and people of the whole district all find him easy to live under. Seong Yeong (成泳), Prefect of Icheon, keeps his own upkeep clean and sparing and loves the people in earnest; and though his government leans toward kindness and affection, so that matters are sometimes left undone, the pains he takes in soothing and nurturing them are also something he has won for himself. It would seem right that these two men be weighed for commendation in the record.
Yu Daehyeong (俞大衡), Magistrate of Jinwi, has no will to carry out the drilling of the troops and the like; he has changed his company officers (초관, 哨官) often at his own whim and thereby disordered the military administration; and he has further encroached upon his soldiers and used them harshly, until one of the naval troops hanged himself. He ought properly to be stripped of office and cast out.
The single district of Juksan lies at the front face of the capital region (기전, 畿甸) and connects with the roads to Chungju and Cheongju. Though it is now broken and laid waste, if it were held and patched and made solid it would truly be the ground by which a whole province is kept in hand. Magistrate Gang Ikmun (姜翼文) has no manifest fault, but he is soft and weak and not equal to the charge, and ought properly to be replaced.
In general the two districts of Jinwi and Juksan are the vital points of the great highway, and their magistracies are not what a man put in merely to fill the place can bear. Let no distinction be made between civil officials, military officials or those holding office by their fathers' merit (문음, 門蔭): pick out with the utmost care one who is diligent, capable and attentive and has already had a name and a record of good government, and send him down.
