Jingbirok (A Record of Rebuke and Admonition) Book 16 — The Military Headquarters Register A record left by Ryu Seong-ryong, Chief State Councillor, of what he saw with his own eyes after the Imjin War ended. Its title comes from the line, "I rebuke what is past, and take heed against troubles to come." He set down without excuse how the war began and what the court failed to do. His recommendation of Yi Sun-sin, the wrangling with the Ming army, and the suffering the people endured are all recorded as they were.

Of late I have received the dispatch of the accompanying envoy Hwang Sin (黃愼). The enemy has thrown over the terms of peace made with Ming, and the envoys who were to invest their king have come back in disarray; the plan of several years, to bind them and hold them fast, has all come to nothing. The enemy's heart cannot be measured, and the turn of affairs is now pressing.

For us, today's plan lies only in ordering the troops and furbishing the armour and settling the matter in one battle, and the court's root plan too lies in the two western provinces. Now an envoy is being sent to Ming to tell of our straits and to ask once more for a great army, and so the taking of measures and the making of answer are likewise bound to what is urgent.

In all things let the turn of affairs be handled with close care. Plan ahead, neither slackening nor hurrying, and manage it well in full measure. What ought to be done will be made known one after another in what follows; examine it and put it in hand.
