Three Strategies — The Middle Strategy三略 中略
1How the Three Sovereigns, the Emperor, the King and the Hegemon governed
夫三皇無言而化流四海,故天下無所歸功。帝者,體天則地,有言有令,而天下太平;群臣讓功,四海化行,百姓不知其所以然。故使臣不待禮賞;有功,美而無害。王者,制人以道,降心服誌,設矩備衰,四海會同,王職不廢。雖有甲兵之備,而無鬥戰之患。君無疑於臣,臣無疑於主,國定主安,臣以義退,亦能美而無害。霸者,制士以權,結士以信,使士以賞;信衰則士疏,賞虧則士不用命。
The Three Sovereigns said nothing, and their transforming power flowed out to the four seas, so that all under Heaven had nowhere to give the credit. The Emperor (帝) took Heaven for his body and Earth for his model. He had words and he had commands, and all under Heaven was at great peace. His many ministers yielded the credit to one another, his transforming power went out to the four seas, and the hundred families did not know how it came to be so. Therefore he used his ministers without waiting for ritual and reward, and when there was merit, it was admirable and did no harm. The King (王) governed men with the Way. He humbled his heart and brought wills to submit; he set up the measuring square and made ready against decay, and the four seas gathered to him while the king's office was never left undone. He had armor and weapons in readiness, yet had no trouble of battle. The ruler did not doubt his ministers and the ministers did not doubt their ruler, so the state was settled and the ruler at ease, and ministers withdrew in right. This too was admirable and did no harm. The Hegemon (霸) governed his officers with power, bound them with good faith, and used them with reward. When good faith declines, officers grow distant; when reward falls short, officers do not obey command.
2The general must be his own master
《軍勢》曰:「出軍行師,將在自專;進退內禦,則功難成。」
The Military Power says, "When the army goes out and takes the road, the general must be his own master. If his advance and retreat are controlled from within, merit is hard to bring about."
3How to use the wise, the brave, the greedy and the foolish
《軍勢》曰:「使智、使勇、使貪、使愚:智者樂立其功,勇者好行其誌,貪者邀趨其利,愚者不顧其死;因其至情而用之,此軍之微權也。」
The Military Power says, "Use the wise, use the brave, use the greedy, use the foolish. The wise delight in setting up merit, the brave love to carry out their will, the greedy run after gain, and the foolish do not look back at death. To use each man according to his deepest feeling is the subtle power of an army."
4Do not give the charge to a man of ready speech or to a kind man
《軍勢》曰:「無使辯士談說敵美,為其惑眾;無使仁者主財,為其多施而附於下。」
The Military Power says, "Do not let a man of ready speech talk of what is good in the enemy, for he will confuse the multitude. Do not let a kind man take charge of goods, for he gives much away and attaches himself to those below."
5Forbid shamans and prayer masters
《軍勢》曰:「禁巫祝,不得為吏士蔔問軍之吉兇。」
The Military Power says, "Forbid shamans and prayer masters, so that they may not divine the fortune of the army for the officials and the soldiers."
6A righteous officer is not used with goods
《軍勢》曰:「使義士不以財。故義者,不為不仁者死,智者不為暗主謀。」
The Military Power says, "Do not use a righteous officer with goods. For the righteous will not die for a man who is not kind, and the wise will not plan for a benighted ruler."
7Neither ruler nor minister may be without virtue and awe
主,不可以無德,無德則臣叛;不可以無威,無威則失權。臣,不可以無德,無德則無以事君;不可以無威,無威則國弱,威多則身蹶。
A ruler must not be without virtue, for without virtue his ministers turn against him. He must not be without awe, for without awe he loses his power. A minister must not be without virtue, for without virtue he has no way to serve his ruler. He must not be without awe, for without awe the state grows weak. Yet when his awe is too great, he himself is brought down.
8Two armies for a lord, three for an overlord, six for the Son of Heaven
故聖王禦世,觀盛衰,度得失,而為之制;故諸侯二師,方伯三師,天子六師。世亂,則叛逆生;王澤竭,則盟誓相誅伐。
Therefore, when the sage kings ruled the age, they looked at rise and decay, measured gain and loss, and made their institutions by them. So the lords had two armies, the regional overlords three armies, and the Son of Heaven six armies. When the age falls into disorder, rebellion is born; when the king's bounty runs dry, men swear oaths and then attack one another.
9When virtue is equal and momentum matched, add the shifting of power
德同勢敵,無以相傾,乃攬英雄之心,與眾同好惡,然後加之以權變。故非計策,無以決嫌定疑;非譎奇,無以破奸息寇;非陰謀,無以成功。
When virtue is equal and momentum is matched, so that neither side can bring the other down, then win the hearts of heroes and share your likes and dislikes with the multitude, and after that add the shifting of power. Therefore, without plans there is no way to settle a suspicion or put a doubt to rest. Without deceit and surprise there is no way to break the crooked and put an end to bandits. Without hidden schemes there is no way to bring merit to completion.
10The Three Strategies was made for an age in decay
聖人體天,賢者法地,智者師古。是故《三略》為衰世作:《上略》設禮賞,別奸雄,著成敗;《中略》差德行,審權變;《下略》陳道德,察安危,明賊賢之咎。故人主深曉《上略》,則能任賢擒敵;深曉《中略》,則能禦將統眾;深曉《下略》,則能明盛衰之源,審治國之紀。
The sage takes Heaven for his body, the worthy take Earth for their model, and the wise take the old times for their teacher. Therefore the Three Strategies was made for an age in decay. The Upper Strategy sets out ritual and reward, marks off the crooked hero, and makes plain what succeeds and what fails. The Middle Strategy grades the conduct of virtue and looks into the shifting of power. The Lower Strategy sets forth the Way and virtue, examines safety and danger, and makes clear the fault of harming the worthy. Therefore, when a ruler is deeply versed in the Upper Strategy, he can give charge to the worthy and take the enemy captive. When he is deeply versed in the Middle Strategy, he can hold his generals in check and lead the multitude. When he is deeply versed in the Lower Strategy, he can make clear the source of rise and decay and look into the guiding threads of governing a state.
11When the high-flying bird is dead, the good bow is put away
人臣深曉《中略》,則能全功保身。夫高鳥死,良弓藏;敵國滅,謀臣亡。亡者,非喪其身也,謂奪其威,廢其權也。封之於朝,極人臣之位,以顯其功;中州善國,以富其家;美色珍玩,以說其心。
When a minister is deeply versed in the Middle Strategy, he can keep his merit whole and preserve his own person. When the high-flying bird is dead, the good bow is put away; when the enemy state is destroyed, the minister who planned it is undone. To be undone is not to lose his life. It means that his awe is taken from him and his power is done away with. He is enfeoffed at court and set in the highest place a minister can hold, so that his merit is made plain. He is given a good domain in the central land, so that his household is made rich. He is given beautiful women and rare playthings, so that his heart is made glad.
12Turning the army back and disbanding it is the stair of survival or ruin
夫人眾壹合而不可卒離,威權壹與而不可卒移。還師罷軍,存亡之階。故弱之以位,奪之以國,是謂霸者之略。故霸者之作,其論駁也。
A multitude of men once joined cannot be parted all at once, and awe and power once given cannot be moved away all at once. Turning the army back and disbanding it is the stair of survival or ruin. Therefore he is made weak by a position and stripped by the gift of a domain. This is called the strategy of a hegemon. So in what a hegemon does, the reasoning is mixed.
13Preserving the altars of the land and netting the heroes
存社稷羅英雄者,《中略》之勢也;故世主秘焉。
To preserve the altars of the land and to net the heroes is the momentum of the Middle Strategy, and therefore the rulers of the age keep it secret.
