Three Strategies — The Lower Strategy三略 下略
1He who upholds what is in danger under Heaven takes hold of its peace
夫能扶天下之危者,則據天下之安;能除天下之憂者,則享天下之樂;能救天下之禍者,則獲天下之福。故澤及於民,則賢人歸之;澤及昆蟲,則聖人歸之。賢人所歸,則其國強;聖人所歸,則六合同。求賢以德,致聖以道。賢去,則國微;聖去,則國乖。微者危之階,乖者亡之征。
He who can uphold what is in danger under Heaven takes hold of the peace of all under Heaven. He who can take away the sorrow of all under Heaven enjoys the joy of all under Heaven. He who can save all under Heaven from disaster gains the good fortune of all under Heaven. Therefore, when his bounty reaches the people, worthy men come over to him; when his bounty reaches the insects, sages come over to him. Where worthy men come over, the state is strong; where sages come over, Heaven and Earth and the four quarters become one. The worthy are sought with virtue, and the sage is drawn in with the Way. When the worthy leave, the state grows faint; when the sage leaves, the state falls out of joint. Faintness is the stair to danger; falling out of joint is the sign of ruin.
2The worthy make men bow with the body, the sage makes them bow with the heart
賢人之政,降人以體;聖人之政,降人以心。體降可以圖始,心降可以保終。降體以禮,降心以樂。所謂樂者,非金、石、絲、竹也:謂人樂其家,謂人樂其族,謂人樂其業,謂人樂其都邑,謂人樂其政令,謂人樂其道德。如此,君人者乃作樂以節之,使不失其和。故有德之君,以樂樂人;無德之君,以樂樂身。樂人者,久而長;樂身者,不久而亡。
The government of the worthy makes men bow with the body; the government of the sage makes men bow with the heart. When the body bows, one can plan the beginning; when the heart bows, one can keep the end whole. The body is made to bow by ritual, the heart is made to bow by joy. What is called joy is not the music of metal and stone and silk and bamboo. It means that men take joy in their households, take joy in their kin, take joy in their work, take joy in their towns, take joy in the orders of government, take joy in the Way and in virtue. When it is so, he who rules over men then makes music to give it measure, so that its harmony is not lost. Therefore a ruler with virtue uses joy to give joy to others, and a ruler without virtue uses joy to give joy to himself. He who gives joy to others lasts long; he who gives joy to himself perishes before long.
3Work to widen your land and it is laid waste; work to widen your virtue and you grow strong
釋近謀遠者,勞而無功;釋遠謀近者,佚而有終。佚政多忠臣,勞政多怨民。故曰,務廣地者荒,務廣德者強。能有其有者安,貪人之有者殘。殘滅之政,累世受患;造作過制,雖成必敗。
He who lets go what is near and plans for what is far toils and gains nothing; he who lets go what is far and plans for what is near is at ease and comes to a good end. An easeful government has many loyal ministers; a toilsome government has many resentful people. Therefore it is said, "He who works to widen his land lays it waste; he who works to widen his virtue grows strong." He who can hold what is his own is at ease; he who covets what belongs to another destroys and is destroyed. A government of destruction takes trouble upon itself for generations, and what is built beyond due measure is sure to fail even when it is finished.
4To let go of oneself and teach others is to go against the grain
舍己而教人者逆,正己而化人者順。逆者,亂之招;順者,治之要。
To let go of oneself and teach others is to go against the grain; to set oneself straight and so transform others is to go with it. Going against is the calling in of disorder; going with is the essential of good government.
5The Way, virtue, kindness, right and ritual are one body
道、德、仁、義、禮,五者壹體也。道者,人之所蹈;德者,人之所得;仁者,人之所親;義者,人之所宜;禮者,人之所體,不可無壹焉。故夙興夜寐,禮之制也;討賊報仇,義之決也;惻隱之心,仁之發也;得己得人,德之路也;使人均平,不失其所,道之化也。
The Way, virtue, kindness, right and ritual, these five are one body. The Way is what men tread. Virtue is what men gain. Kindness is what men hold dear. Right is what men find fitting. Ritual is what men take into themselves. Not one of them may be lacking. Therefore rising early and going late to bed is the ordering of ritual. Striking bandits and avenging wrongs is the decision of right. The heart moved to pity is the springing up of kindness. Gaining oneself and gaining others is the road of virtue. Making men even and level so that they do not lose their places is the transforming work of the Way.
6Charge, order and government — when the charge goes wrong, the order is not carried out
出君下臣,名曰命;施於竹帛,名曰令;奉而行之,名曰政。夫命失,則令不行;令不行,則政不正;政不正,則道不通;道不通,則邪臣勝;邪臣勝,則主威傷。
What comes out from the ruler and goes down to the ministers is called a charge (命). What is set down on bamboo and silk is called an order (令). What is upheld and carried out is called government (政). When the charge goes wrong, the order is not carried out. When the order is not carried out, government is not upright. When government is not upright, the Way does not get through. When the Way does not get through, crooked ministers win. When crooked ministers win, the awe of the ruler is wounded.
7The road is long that meets a worthy man a thousand li away
千里迎賢,其路遠;致不肖,其路近。是以明王舍近而取遠,故能全功尚人,而下盡力。
To meet a worthy man a thousand li away, the road is long; to bring in an unworthy one, the road is short. Therefore the enlightened king lets go what is near and takes what is far. So he keeps his merit whole and holds men high, and those below give all their strength.
8Cast out one good man, and every good thing declines
廢壹善,則眾善衰。賞壹惡,則眾惡歸。善者得其祐,惡者受其誅,則國安而眾善至。眾疑,無定國;眾惑,無治民。疑定惑還,國乃可安。壹令逆,則百令失;壹惡施,則百惡結。故善施於順民,惡加於兇民,則令行而無怨。
Cast out one good man, and every good thing declines. Reward one bad man, and every bad thing comes home. When the good gain their help and the bad take their punishment, the state is at peace and every good thing arrives. When the multitude is in doubt, no state is settled; when the multitude is led astray, no people is governed. Only when doubt is settled and those led astray have come back can the state be at peace. When one order goes against the grain, a hundred orders go wrong. When one evil is done, a hundred evils are knotted together. Therefore, when good is bestowed on the people who go along with you and evil is laid upon the people who are fierce, orders are carried out and there is no resentment.
9To govern resentment with resentment is to go against Heaven
使怨治怨,是謂逆天;使仇治仇,其禍不救。治民使平,致平以清,則民得其所,而天下寧。
To set resentment to govern resentment is called going against Heaven; to set enemies to govern enemies brings a disaster past saving. Govern the people so as to make them level, and reach that level through clearness. Then the people gain their places, and all under Heaven is at rest.
10When those who offend against their superiors are honored
犯上者尊,貪鄙者富,雖有聖王,不能致其治。犯上者誅,貪鄙者拘,則化行而眾惡消。
When those who offend against their superiors are honored and the greedy and base grow rich, even a sage king could not bring about good government. When those who offend against their superiors are put to death and the greedy and base are shut up, transformation goes forward and every evil melts away.
11Officers clean and white cannot be gained with rank and stipend
清白之士,不可以爵祿得;節義之士,不可以威刑脅。故明君求賢,必觀其所以而致焉。致清白之士,修其禮;致節義之士,修其道。而後士可致,而名可保。
Officers who are clean and white cannot be gained with rank and stipend; officers of principle and right cannot be threatened with awe and punishment. Therefore, when an enlightened ruler seeks the worthy, he must look at what moves each man and draw him in by that. To draw in officers who are clean and white, he cultivates his ritual; to draw in officers of principle and right, he cultivates his Way. Only then can such officers be drawn in and his name be kept whole.
12In want, he does not hold a place in a state that is perishing
夫聖人君子,明盛衰之源,通成敗之端,審治亂之機,知去就之節。雖窮,不處亡國之位;雖貧,不食亂邦之祿。潛名抱道者,時至而動,則極人臣之位;德合於己,則建殊絕之功。故其道高,而名揚於後世。
The sage and the gentleman make clear the source of rise and decay, get through to the beginnings of success and failure, look into the turning point of order and disorder, and know the measure of leaving office and taking it. Though in want, they do not hold a place in a state that is perishing; though poor, they do not eat the stipend of a country in disorder. He who hides his name and holds the Way in his breast moves when the time comes, and then he fills the highest place a minister can hold. When virtue accords with him, he sets up merit beyond all others. Therefore his Way is high, and his name is spread abroad in later ages.
13The sage king uses troops not for pleasure, but to cut down cruelty and punish disorder
聖王之用兵,非樂之也,將以誅暴討亂也。夫以義誅不義,若決江河而溉爝火,臨不測而擠欲墮,其克必矣。所以優遊恬淡而不進者,重傷人物也。夫兵者,不祥之器,天道惡之,不得已而用之,是天道也。
When a sage king uses troops, it is not that he takes pleasure in it; he is about to cut down cruelty and punish disorder. To cut down what is not right with what is right is like bursting a great river over a torch, or standing above a fathomless place and pushing a man who is already about to fall. His victory is certain. Yet he is unhurried and calm and does not advance, because he holds it a heavy thing to harm men and things. Weapons are an unlucky instrument, and the Way of Heaven hates them. To use them only when there is no help for it, this is the Way of Heaven.
14A man is in the Way as a fish is in water
夫人之在道,若魚之在水;得水而生,失水而死。故君子者常畏懼而不敢失道。
A man is in the Way as a fish is in water. It gains water and lives; it loses water and dies. Therefore the gentleman is always in fear and dread, and does not dare to lose the Way.
15When the powerful take the offices in hand, the awe of the state grows weak
豪傑秉職,國威乃弱;殺生在豪傑,國勢乃竭;豪傑低首,國乃可久;殺生在君,國乃可安;四民用靈,國乃無儲;四民用足,國乃安樂。
When the powerful take the offices in hand, the awe of the state grows weak. When killing and sparing lie with the powerful, the momentum of the state runs dry. When the powerful bow their heads, the state can last long. When killing and sparing lie with the ruler, the state can be at peace. When what the four classes of people (四民) use is spent in vain, the state has nothing stored. When what the four classes of people use is enough, the state is at peace and glad.

16When worthy ministers are within, crooked ministers are without
賢臣內,則邪臣外;邪臣內,則賢臣斃。內外失宜,禍亂傳世。
When worthy ministers are within, crooked ministers are without; when crooked ministers are within, worthy ministers are struck down. When inside and outside lose what is fitting, disaster and disorder are handed down for generations.
17When a great minister doubts his ruler, every crookedness gathers
大臣疑主,眾奸集聚。臣當君尊,上下乃昏;君當臣處,上下失序。
When a great minister doubts his ruler, every kind of crookedness gathers about him. When a minister takes the honor that belongs to the ruler, high and low fall into darkness. When the ruler takes the place that belongs to a minister, high and low lose their order.
18Harm the worthy, and calamity reaches three generations
傷賢者,殃及三世;蔽賢者,身受其害;嫉賢者,其名不全;進賢者,福流子孫。故君子急於進賢,而美名彰焉。
He who harms the worthy brings calamity upon three generations. He who screens the worthy takes the harm in his own person. He who envies the worthy will not keep his name whole. He who brings the worthy forward sends good fortune flowing down to his children and grandchildren. Therefore the gentleman is urgent in bringing the worthy forward, and a fair name shines out for him.
19Benefit one and harm a hundred, and the people leave the walled town
利壹害百,民去城郭;利壹害萬,國乃思散。去壹利百,人乃慕澤;去壹利萬,政乃不亂。
Benefit one and harm a hundred, and the people leave the walled town. Benefit one and harm ten thousand, and the state thinks of scattering. Put away one and benefit a hundred, and men long for your bounty. Put away one and benefit ten thousand, and government does not fall into disorder.
