Emperor Seimu成務天皇
1Emperor Seimu
稚足彦天皇。大足彦忍代別天皇第四子也。母皇后曰八坂入姫命。八坂入彦皇子之女也。大足彦天皇四十六年。立爲太子。年廿四。六十年冬十一月。大足彦天皇崩。
Emperor Wakatarashihiko (稚足彦天皇) was the fourth son of Emperor Otarashihikooshirowake. His mother the empress was called Yasakairibime no Mikoto. She was the daughter of Prince Yasakairibiko. In the forty-sixth year of Emperor Otarashihiko he was set up as crown prince. He was twenty-four years old. In the sixtieth year, in winter, the eleventh month, Emperor Otarashihiko died.
2He ascends the throne
元年春正月甲申朔戊子。皇太子即位。是年也。太歳辛未。
In the first year, in spring, the first month, the first day being a gapsin day, on the muja day, the crown prince ascended the throne. In this year the year sign was sinmi.
3The former sovereign is buried
二年冬十一月癸酉朔壬午。葬大足彦天皇於倭國之山邊道上陵。尊皇后曰皇太后。
In the second year, in winter, the eleventh month, the first day being a gyeyu day, on the imo day, Emperor Otarashihiko was buried in the tomb of Michinoe at Yamanobe in the land of Yamato. He honored the empress and called her the empress dowager.
4Takeuchi no Sukune is made great minister
三年春正月癸酉朔己卯。以武内宿禰爲大臣也。初天皇與武内宿禰同日生之。故有異寵焉。
In the third year, in spring, the first month, the first day being a gyeyu day, on the gimyo day, Takeuchi no Sukune was made great minister. At the first, the emperor and Takeuchi no Sukune were born on the same day. Therefore he was loved beyond others.
5Chiefs are set up in the lands and districts
四年春二月丙寅朔。詔之曰。我先皇大足彦天皇。聰明神武。膺受■圖。洽天順人。撥賊反正。徳■覆■。道協造化。是以。普天率土莫不王臣。稟氣懷靈。何非得處。今朕嗣踐寶祚。夙夜兢■。然黎元蠢爾。不悛野心。是國郡無君長。縣邑無首渠者焉。自今以後。國郡立長。縣邑置首。即取當國之幹了者任其國郡之首長。是爲中區之蕃屏也。
In the fourth year, in spring, the second month, the first day being a byeongin day, he gave this command.
"Our former sovereign, Emperor Otarashihiko, was wise and divine and mighty. He received the □ chart. He was in accord with heaven and he followed the will of men. He drove back the robbers and turned things back to what was right. His virtue covered □, and his way was matched with the works of creation. For this reason, under the wide heaven and throughout the land there was no one who was not the king's subject, and among all that takes breath and holds a spirit, what was there that did not find its place?
Now I have come after him and tread the precious throne, and from early dawn until night I am careful and □. Yet the common people are foolish and do not mend their wild hearts. This is because the lands and districts have no lords and elders, and the counties and villages have no headmen.
From this time on, set up elders in the lands and districts, and place headmen in the counties and villages. Choose the able men of each land and make them the chiefs of that land and district. This is the way to make a hedge within the realm."
6The borders are divided and names are fixed
五年秋九月。令諸國。以國郡立造長。縣邑置稻置。並賜楯矛以爲表。則隔山河而分國縣。隨阡陌以定邑里。因以東西爲日縱。南北爲日横。山陽曰影面山陰曰背面。是以百姓安居。天下無事焉。
In the fifth year, in autumn, the ninth month, he gave orders to the lands. Miyatsuko and elders were set up in the lands and districts, and inaki were placed in the counties and villages. Shields and spears were given to them as well, to be their token.
Then mountains and rivers were set between them to divide the lands and counties, and the field paths were followed to fix the villages and hamlets. From this the east and west were called Hitate (日縱), and the south and north were called Hinoyoko (日横). The south side of a mountain was called Kagetomo (影面), and the north side of a mountain was called Sotomo (背面). Because of this the people lived at ease, and there was no trouble under heaven.
7His nephew is made crown prince
四十八年春三月庚辰朔。立甥足仲彦尊爲皇太子。
In the forty-eighth year, in spring, the third month, the first day being a gyeongjin day, his nephew Tarashinakatsuhiko no Mikoto was set up as crown prince.
8He dies at a hundred and seven
六十年夏六月己巳朔己卯。天皇崩。時年一百七歳。
In the sixtieth year, in summer, the sixth month, the first day being a gisa day, on the gimyo day, the emperor died. He was then a hundred and seven years old.
