1Empress Suiko
豊御食炊屋姫天皇,天國排開廣庭天皇(之)中女也,橘豊日天皇同母妹也。幼曰額田部皇女,姿色端麗,進止軌制。年十八歳,立爲渟中倉太玉敷天皇之皇后。卅四歳,渟中倉太珠敷天皇崩。卅九歳,當于泊瀬部天皇五年十一月,天皇爲大臣馬子宿禰見殺,嗣位既空。羣臣請渟中倉太珠敷天皇之皇后額田部皇女,以將令踐祚。皇后辭譲之。百寮上表勸進至于三,乃從之,因以奉天皇(之)璽印。
Empress Toyomikekashikiyahime (豊御食炊屋姫天皇) was the middle daughter of Emperor Amekuni Oshiharaki Hironiwa, and the younger sister by the same mother of Emperor Tachibana no Toyohi. In her childhood she was called Princess Nukatabe. Her form and color were upright and beautiful, and her going and staying kept to rule.
At the age of eighteen she was set up as the empress of Emperor Nunakura no Futotamashiki. At thirty-four Emperor Nunakura no Futotamashiki died.
At thirty-nine, in the eleventh month of the fifth year of Emperor Hatsusebe, the emperor was killed by the great minister Umako no Sukune, and the succession was already empty. The many ministers asked Princess Nukatabe, the empress of Emperor Nunakura no Futotamashiki, and would have her ascend the throne. The empress declined. When all the officers sent up a memorial urging her to come forward, and did so three times, she followed it. Thereupon she received the seal of the emperor.
2She ascends the throne
冬十二月壬申朔己卯,皇后即天皇位於豐浦宫。
In winter, the twelfth month, the first day being an imsin day, on the gimyo day, the empress ascended the throne of emperor at the palace of Toyura.
3The central pillar of Hōkōji
春正月壬寅朔丙辰,以佛舍利置于法興寺刹柱礎中。丁巳,建刹柱。
In spring, the first month, the first day being an imin day, on the byeongjin day, relics of the Buddha were placed within the foundation stone of the central pillar of Hōkōji. On the jeongsa day the central pillar was raised.
4Prince Umayado is made crown prince
夏四月庚午朔己卯,立廐户豐聰耳皇子爲皇太子,仍録攝政,以萬機悉委焉。橘豐日天皇第二子也,母皇后曰穴穗部間人皇女。皇后懷姙開胎之日,巡行禁中,監察諸司。至于馬官,乃當廐户,而不勞忽産之。生而能言,有聖智。及壯,一聞十人訴,以勿失能辨,兼知未然。且習内教於高麗僧慧慈,學外典於博士覺哿,並悉達矣。父天皇愛之,令居宫南上殿,故稱其名謂上宫廐户豐聰耳太子。
In summer, the fourth month, the first day being a gyeongo day, on the gimyo day, Prince Umayado no Toyotomimi was set up as crown prince, and his regency was entered in the record, and all the affairs of government were committed to him.
He was the second son of Emperor Tachibana no Toyohi, and his mother the empress was called Princess Anahobe no Hashihito. On the day the empress was with child and her time came, she went about within the palace and looked into the various offices. When she came to the office of horses, she reached the door of the stable, and without labor she bore him of a sudden.
From his birth he could speak, and he had holy wisdom. When he was grown he heard the pleas of ten men at once, and he could tell them apart and lose nothing, and he knew besides what had not yet come to pass.
He learned the inner teaching from the Goryeo monk Hyeja (慧慈) and studied the outer writings under the scholar Gakga (覺哿), and he mastered them both.
His father the emperor loved him and had him live in the upper hall south of the palace. Therefore his name is called Prince Kamitsumiya no Umayado no Toyotomimi.
5The former emperor is moved and buried
秋九月,改葬橘豐日天皇於河内磯長陵。
In autumn, the ninth month, Emperor Tachibana no Toyohi was moved and buried in the tomb of Shinaga in Kawachi.
6Shitennōji is built
是歳,始造四天王寺於難波荒陵。是年也,太歳癸丑。
In this year Shitennōji was first built at Arahaka in Naniwa. In this year the year sign was gyechuk.
7Let the three treasures be raised up
春二月丙寅朔,詔皇太子及大臣,令興隆三寶。是時,諸臣、連等各爲君親之恩,競造佛舍,即是謂寺焉。
In spring, the second month, the first day being a byeongin day, a decree was given to the crown prince and the great minister to raise up the three treasures and make them flourish. At this time the various Omi and Muraji, each for the sake of the favor of lord and parent, vied with one another in building halls of the Buddha, and these are what are called temples.
8Aloeswood
夏四月,沈水漂著於淡路嶋,其大一圍。嶋人不知沈水,以交薪燒於竃,其烟氣遠薫,則異以獻之。
In summer, the fourth month, a piece of aloeswood drifted ashore on the island of Awaji. It was one armspan around. The people of the island did not know it was aloeswood, and they mixed it with firewood and burned it in the hearth. Its smoke was fragrant far off, and they thought it strange and presented it.
9Hyeja comes over
五月戊午朔丁卯,高麗僧慧慈歸化,則皇太子師之。
In the fifth month, the first day being a muo day, on the jeongmyo day, the Goryeo monk Hyeja came over and submitted, and the crown prince made him his teacher.
10Hyechong comes
是歳,百濟僧慧聰來之。此兩僧弘演佛教,並爲三寶之棟梁。
In this year the Baekje monk Hyechong (慧聰) came. These two monks spread abroad the teaching of the Buddha, and together they became the ridgepole and the beam of the three treasures.
11The generals return
秋七月,將軍等至自筑紫。
In autumn, the seventh month, the generals arrived from Tsukushi.
12Hōkōji is finished
冬十一月,法興寺造竟,則以大臣男善德臣拜寺司。是日,慧慈、慧聰二僧始住於法興寺。
In winter, the eleventh month, the building of Hōkōji was ended, and Zentoku no Omi, the son of the great minister, was made the officer of the temple. On this day the two monks Hyeja and Hyechong first dwelt in Hōkōji.
13Prince Ajwa comes
夏四月丁丑朔,百濟王遣王子阿佐朝貢。
In summer, the fourth month, the first day being a jeongchuk day, the king of Baekje sent Prince Ajwa (阿佐) to bring tribute.
14Iwakane is sent to Silla
冬十一月癸酉朔甲子,遣吉士磐金於新羅。
In winter, the eleventh month, the first day being a gyeyu day, on the gapja day, Kishi no Iwakane was sent to Silla.
15Magpies are presented
夏四月,難波吉士磐金至自新羅,而獻鵲二隻,乃俾養於難波社,因以巢枝而産之。
In summer, the fourth month, Naniwa no Kishi Iwakane arrived from Silla and presented two magpies. They were given to be reared at the shrine of Naniwa, and there they made a nest in a branch and bred.
16Silla presents a peacock
秋八月己亥朔,新羅貢孔雀一隻。
In autumn, the eighth month, the first day being a gihae day, Silla presented one peacock.
17A white deer
冬十月戊戌朔丁未,越國獻白鹿一頭。
In winter, the tenth month, the first day being a musul day, on the jeongmi day, the land of Koshi presented one white deer.
18The earth shakes
夏四月乙未朔辛酉,地動,舍屋悉破,則令四方俾祭地震神。
In summer, the fourth month, the first day being an eulmi day, on the sinyu day, the earth shook and the houses were all broken. A command was then given to the four quarters to sacrifice to the god of earthquakes.
19Baekje presents a camel
秋九月癸亥朔,百濟貢駱駝一匹、驢一匹、羊二頭、白雉一隻。
In autumn, the ninth month, the first day being a gyehae day, Baekje presented one camel, one donkey, two sheep and one white pheasant.
20Silla and Imna fight
春二月,新羅與任那相攻,天皇欲救任那。
In spring, the second month, Silla and Imna attacked each other. The empress wished to save Imna.
21Silla gives up six castles
是歳,命境部臣爲大將軍,以穗積臣爲副將軍,則將萬餘衆,爲任那撃新羅。於是,直指新羅,以泛海往之,乃到于新羅,攻五城而拔。於是,新羅王惶之,擧白旗到于將軍之麾下,而立割多多羅、素奈羅、弗知鬼、委陀、南加羅、阿羅々六城以請服。時,將軍共議曰:「新羅知罪服之,強撃不可。」則奏上。爰天皇更遣難波吉師神於新羅,復遣難波吉士木蓮子於任那,並檢校事状。爰新羅、任那(王)二國遣使貢調,仍奏表之曰:「天上有神,地有天皇。除是二神,何亦有畏乎?自今以後,不有相攻,且不乾舩柂,毎歳必朝。」則遣使以召還將軍。(將軍)等至自新羅,即新羅亦侵任那。
In this year Sakaibe no Omi was commanded and made great general, and Hozumi no Omi was made second general, and they led a host of more than ten thousand to attack Silla for the sake of Imna.
They went straight toward Silla and set sail upon the sea. They came to Silla and attacked five castles and took them.
At this the king of Silla was afraid. He raised a white flag and came before the standard of the general, and he gave up six castles, Dadara (多多羅), Sonara (素奈羅), Buljigwi (弗知鬼), Wita (委陀), Namgara (南加羅) and Arara (阿羅々), and asked to submit.
Then the generals took counsel together. "Silla knows its guilt and submits. It would not be right to press the attack." They reported it to the throne.
Thereupon the empress sent Naniwa no Kishi Kami to Silla again, and sent Naniwa no Kishi Itabi again to Imna, to look into the state of things in both.
Then the two lands, Silla and Imna, sent envoys to offer tribute, and they sent up a memorial. "Above in heaven there is a god, and on earth there is the emperor. Apart from these two gods, what else is there to fear? From this time on we shall not attack each other, and we shall not let the rudders of our ships grow dry, but every year we shall come to court without fail."
Messengers were then sent to call the generals back. When the generals arrived from Silla, Silla at once fell upon Imna again.

In spring, the second month, the crown prince first raised a palace at Ikaruga.
23Save Imna quickly

In the third month, the first day being a gapsin day, on the muja day, Ōtomo no Muraji Kui was sent to Goryeo and Sakamoto no Omi Nukate to Baekje, and a decree was given. "Save Imna quickly."
24The temporary palace of Miminashi
夏五月,天皇居于耳梨行宫。是時大雨,河水漂蕩,滿于宫庭。
In summer, the fifth month, the empress stayed at the temporary palace of Miminashi. At this time a great rain fell, and the streams overflowed and filled the courtyard of the palace.
25A spy of Silla
秋九月辛巳朔戊子,新羅之間諜者迦摩多到對馬,則捕以貢之,流于上野。
In autumn, the ninth month, the first day being a sinsa day, on the muja day, a spy of Silla named Kamata came to Tsushima. He was seized and presented, and he was banished to Kōzuke.
26They take counsel on attacking Silla
冬十一月庚辰朔甲申,議政新羅。
In winter, the eleventh month, the first day being a gyeongjin day, on the gapsin day, they took counsel on the matter of attacking Silla.
27Prince Kume is made general
春二月己酉朔,來目皇子爲撃新羅將軍,授諸神部及國造、伴造等,并軍衆二萬五千人。
In spring, the second month, the first day being a giyu day, Prince Kume was made general for the attack on Silla, and there were given to him the various Kanbe and the Kuni no Miyatsuko and the Tomo no Miyatsuko, with an army of twenty-five thousand men.
28He reaches Tsukushi
夏四月戊申朔,將軍來目皇子到于筑紫,乃進屯嶋郡,而聚舩舶,運軍粮。
In summer, the fourth month, the first day being a musin day, the general Prince Kume reached Tsukushi. He went forward and camped in the district of Shima, and he gathered ships and carried the grain of the army.
29Prince Kume falls ill
六月丁未朔己酉,大伴連囓、坂本臣糠手共至自百濟。是時,來目皇子臥病,以不果征討。
In the sixth month, the first day being a jeongmi day, on the giyu day, Ōtomo no Muraji Kui and Sakamoto no Omi Nukate arrived together from Baekje. At this time Prince Kume fell ill and lay down, and the attack was not carried through.
30Gwalleuk presents books of the calendar and of the stars
冬十月,百濟僧觀勒來之,仍貢暦本及天文地理書,并遁甲方術之書也。是時,選書生三四人,以俾學習於觀勒矣。陽胡史祖玉陳習暦法,大友村主高聰學天文遁甲,山背臣日並立學方術,皆學以成業。
In winter, the tenth month, the Baekje monk Gwalleuk (觀勒) came. He presented books of the calendar and books of the stars and of the earth, and books of the hidden arts as well.
At this time three or four men who would learn letters were chosen and set to study under Gwalleuk. Tamafuru, the ancestor of the Yako no Fubito, learned the method of the calendar; Ōtomo no Suguri Takasato learned the stars and the hidden arts; and Yamashiro no Omi Hitate learned the arts of the magician. They all learned and finished their study.
31Goryeo monks come
閏十月乙亥朔己丑,高麗僧僧隆、雲聰共來歸。
In the intercalary tenth month, the first day being an eulhae day, on the gichuk day, the Goryeo monks Seungnyung (僧隆) and Unchong (雲聰) came together.
32Prince Kume dies
春二月癸酉朔丙子,來目皇子薨於筑紫,仍驛使以奏上。爰天皇聞之大驚,則召皇太子、蘇我大臣,謂之曰:「征新羅大將軍來目皇子薨之,其臨大事而不遂矣,甚悲乎!」仍殯于周芳娑婆,乃遣土師連猪手令掌殯事。故猪手連之孫曰娑婆連,其是之縁也。後葬於河内埴生山崗上。
In spring, the second month, the first day being a gyeyu day, on the byeongja day, Prince Kume died in Tsukushi. It was reported by a post messenger.
When the empress heard it she was greatly startled, and she called the crown prince and Soga no Ōomi and said, "Prince Kume, the great general for the attack on Silla, has died. He has not carried through the great work laid upon him. This is a bitter grief."
The body was laid in a temporary house at Saba in Suō, and Haji no Muraji Inote was sent to have charge of the mourning. It is for this reason that the grandsons of Inote no Muraji are called Saba no Muraji. Afterward he was buried on the hill of Haniu in Kawachi.
33Prince Tagima is made general
夏四月壬申朔,更以來目皇子之兄當麻皇子爲征新羅將軍。
In summer, the fourth month, the first day being an imsin day, Prince Tagima, the elder brother of Prince Kume, was made general in his stead for the attack on Silla.
34Prince Tagima turns back
秋七月辛丑朔癸卯,當麻皇子自難波發舩。丙午,當麻皇子到播磨。時,從妻舍人姫王薨於赤石,仍葬于赤石檜笠岡上,乃當麻皇子返之,遂不征討。
In autumn, the seventh month, the first day being a sinchuk day, on the gyemyo day, Prince Tagima set sail from Naniwa. On the byeongo day Prince Tagima reached Harima. At that time his wife Princess Toneri, who had gone with him, died at Akashi. She was buried on the hill of Hikasa at Akashi. Then Prince Tagima turned back, and in the end there was no attack.
35The move to Oharida no Miya
冬十月己巳朔壬申,遷于小墾田宫。
In winter, the tenth month, the first day being a gisa day, on the imsin day, the court was moved to Oharida no Miya.
36Hachiokadera
十一月己亥朔,皇太子謂諸大夫曰:「我有尊佛像,誰得是像,以恭拜?」時,秦造河勝進曰:「臣拜之。」便受佛像,因以造蜂岡寺。
In the eleventh month, the first day being a gihae day, the crown prince said to the great officers, "I have an honored image of the Buddha. Who will take this image and worship it with reverence?"
Then Hata no Miyatsuko Kawakatsu came forward and said, "Your servant will worship it." He received the image, and for its sake he built Hachiokadera.
37Great shields and quivers are made
是月,皇太子請于天皇,以作大楯及靫,又繪于旗幟。
In this month the crown prince asked the empress, and great shields and yuki were made, and pictures were painted on the banners as well.

38The twelve cap ranks

In the twelfth month, the first day being a mujin day, on the imsin day, cap ranks were put into use for the first time. They were daitoku (大德), shōtoku, daijin (大仁), shōjin, dairei (大禮), shōrei, daishin (大信), shōshin, daigi (大義), shōgi, daichi (大智) and shōchi, twelve grades in all.
Each was made of silk of its own color, gathered at the crown like a bag, with a border sewn on. Only on the first day of the year was the uzu worn.

In spring, the first month, the first day being a musul day, cap ranks were granted for the first time to the various ministers, to each according to his degree.
40The constitution in seventeen articles is made
夏四月丙寅朔戊辰,皇太子親肇作憲法十七條。
In summer, the fourth month, the first day being a byeongin day, on the mujin day, the crown prince himself made the constitution in seventeen articles for the first time.
41Article one — Harmony
一曰:以和爲貴,無忤爲宗。人皆有黨,亦少達者。是以或不順君父,乍違于隣里。然上和下睦,諧於論事,則事理自通,何事不成?
First, hold harmony dear, and make it the chief thing that there be no opposing.
All men have their partisans, and few of them are men of understanding. For this reason some do not follow lord and father, and they fall out with the neighboring villages. But when those above are in harmony and those below are friendly, and there is accord in the weighing of affairs, then the reason of things goes through of itself, and what is there that cannot be done?
42Article two — The three treasures
二曰:篤敬三寶。三寶者,佛法僧也,則四生之終歸,萬國之極宗。何世何人,非貴是法?人鮮尤惡,能教從之。其不歸三寶,何以直枉?
Second, revere the three treasures with your whole heart.
The three treasures are the Buddha, the law and the monks. They are the last refuge of the four kinds of birth, and the highest ridgepole of all lands. What age, what man, would not hold this law dear?
Men who are utterly evil are few, and if they are well taught they follow. If they do not turn to the three treasures, with what will the crooked be made straight?
43Article three — Receive decrees with care
三曰:承詔必謹。君則天之,臣則地之。天覆地載,四時順行,万氣得通。地欲覆天,則致壞耳。是以君言臣承,上行下靡。故承詔必慎,不謹自敗。
Third, when you receive a decree, be careful without fail.
The lord is heaven and the subject is earth. Heaven covers and earth bears, and the four seasons go in their order and the breath of all things passes through. When earth would cover heaven, it comes only to ruin.
For this reason, when the lord speaks the subject receives it, and when those above act those below bend toward them. Therefore, when you receive a decree, be careful without fail. If you are not careful, ruin comes of itself.
44Article four — Make ritual the root
四曰:羣卿百寮,以禮爲本。其治民之本,要在乎禮。上不禮而下非齊,下無禮以必有罪。是以羣臣有禮,位次不亂,百姓有禮,國家自治。
Fourth, let the many ministers and all the officials make ritual the root.
The root of governing the people lies, in sum, in ritual. If those above have no ritual, those below are not in order. If those below have no ritual, there is guilt without fail.
For this reason, when the ministers have ritual, the order of ranks is not confused, and when the people have ritual, the land is governed of itself.
45Article five — Judge suits clearly
五曰:絶餮棄欲,明辨訴訟。其百姓之訟,一日千事。一日尚爾,况乎累歳?須治訟者,得利爲常,見賄聽讞。便有財之訟,如石投水,乏者之訴,似水投石。是以貧民則不知所由,臣道亦於焉闕。
Fifth, cut off gluttony and cast away greed, and judge suits clearly.
The suits of the people are a thousand in one day. If one day is already so, how much more the years that follow?
Those who deal with suits commonly make their own gain their business, and they hear the plea after they have seen the bribe. Then the suit of a man of wealth is like throwing a stone into water, and the plea of a poor man is like throwing water at a stone.
For this reason the poor people do not know what to follow, and the way of the subject is wanting here too.
46Article six — Chastise evil and urge good
六曰:懲惡勸善,古之良典。是以無匿人善,見惡必匡。其諂詐者,則爲覆國家之利器,爲絶人民之鋒釰。亦佞媚者,對上則好説下過,逢下則誹謗上失。其如此人,皆無忠於君,無仁於民,是大亂之本也。
Sixth, to chastise evil and urge good is the good rule of old.
For this reason do not hide the goodness of others, and when you see evil, set it right without fail.
Those who flatter and deceive are a weapon that overturns the good of the land, and a blade that cuts off men and people.
Those who fawn, again, are glad when they meet those above to speak of the faults of those below, and when they meet those below to slander the errors of those above. Men such as these have no loyalty to their lord and no kindness toward the people. This is the root of great disorder.
47Article seven — Every man has his charge
七曰:人各有任,掌宜不濫。其賢哲任官,頌音則起,姦者有官,禍亂則繁。世少生知,尅念作聖。事無大少,得人必治,時無急緩,遇賢自寛。因此國家永久,社稷勿危。故古聖王,爲官以求人,爲人不求官。
Seventh, every man has his charge; let the ordering of it not overflow.
When the wise and the clear-sighted hold office, the sound of praise arises. When the crafty hold office, calamity and disorder are many.
In this world those who know from birth are few; it is by being able to think that a man becomes a sage. In affairs there is no great or small, and if the right man is found they are governed without fail. In times there is no urgent or slow, and if a worthy man is met they become easy of themselves. By this the land endures long, and the altars of the land are not in danger.
Therefore the holy kings of old sought men for office, and did not seek office for men.
48Article eight — Come early and withdraw late
八曰:羣卿百寮,早朝晏退。公事靡監,終日難盡。是以遲朝不逯于急,早退必事不盡。
Eighth, let the many ministers and all the officials come early in the morning and withdraw late.
The business of the land leaves no leisure for looking to it, and a whole day is hardly enough to finish it. For this reason, if you come late you do not reach the urgent matter, and if you withdraw early the work is not finished.
49Article nine — Good faith
九曰:信是義本,毎事有信。其善惡成敗,要在于信。羣臣共信,何事不成?羣臣無信,萬事悉敗。
Ninth, good faith is the root of right; let there be good faith in every matter.
Good and evil, success and failure, lie in sum in good faith. If the ministers keep faith together, what is there that cannot be done? If the ministers have no faith, all things fail.
50Article ten — Cut off anger
十曰:絶忿棄瞋,不怒人違。人皆有心,心各有執。彼是則我非,我是則彼非。我必非聖,彼必非愚,共是凡夫耳。是非之理,詎能可定?相共賢愚,如鐶无端。是以彼人雖瞋,還恐我失,我獨雖得,從衆同舉。
Tenth, cut off wrath and cast away anger, and do not be angry when another differs from you.
All men have hearts, and every heart holds to something. What he holds right, I hold wrong. What I hold right, he holds wrong. I am not surely a sage, nor is he surely a fool. We are both of us only common men.
Who can settle the reason of right and wrong? We are wise and foolish by turns, like a ring that has no end.
For this reason, though that man be angry, rather fear your own fault, and though you alone have found the way, follow the many and act together with them.
51Article eleven — Merit and fault
十一曰:明察功過,賞罸必當。日者賞不在功,罸不在罪。執事羣卿,宜明賞罸。
Eleventh, look clearly at merit and fault, and let reward and punishment be fitting without fail.
In these days reward does not fall upon merit, and punishment does not fall upon guilt. Let the many ministers who hold affairs make reward and punishment clear.
52Article twelve — Do not levy upon the people
十二曰:國司、國造,勿斂百姓。國非二君,民無兩主。率土兆民,以王爲主。所任官司,皆是王臣。何敢與公,賦斂百姓?
Twelfth, let the Kuni no Tsukasa and the Kuni no Miyatsuko not levy upon the people.
A land has not two lords, and the people have not two masters. The people of all the land, in their myriads, have the king for master. The officials in charge are all the king's subjects. How should they dare to levy upon the people along with the land?
53Article thirteen — Know together what is in your charge
十三曰:諸任官者,同知職掌。或病或使,有闕於事。然得知之日,和如曾識。其以非與聞,勿防公務。
Thirteenth, let those who hold office know together what is in their charge.
Some fall ill and some go as envoys, and there are gaps in the work. But on the day you come to know of it, be in accord as if you had known it long before. Do not block the affairs of the land on the ground that you did not know.
54Article fourteen — Do not envy
十四曰:羣臣百寮,無有嫉妬。我既嫉人,人亦嫉我。嫉妬之患,不知其極。所以智勝於己則不悦,才優於己則嫉妬。是以五百之(後)乃令遇賢,千載以難待一聖。其不得賢聖,何以治國?
Fourteenth, let the ministers and all the officials be without envy.
If I envy another, then another envies me also. The trouble that comes of envy has no end that can be known.
So when another is greater in wisdom we are not glad, and when another is beyond us in talent we envy him. For this reason it is only after five hundred years that we meet a wise man, and in a thousand years it is hard to wait for one sage. If the wise and the holy are not found, with what will the land be governed?
55Article fifteen — Turn from the private toward the public
十五曰:背私向公,是臣之道矣。凡(夫)人有私必有恨,有憾必非同。非同則以私妨公,憾起則違制、害法。故初章云「上下和諧」,其亦是情歟?
Fifteenth, to turn your back on what is private and face what is public is the way of the subject.
When a man has private ends there is resentment without fail, and when there is resentment there is no working together. When there is no working together, the private blocks the public, and when resentment rises it breaks the rule and harms the law.
Therefore the first article said, "Let those above and those below be in harmony and accord." Is this not the same meaning?
56Article sixteen — Employ the people in season
十六曰:使民以時,古之良典(也)。故冬月有間,以可使民。從春至秋,農桑之節,不可使民。其不農何食?不桑何服?
Sixteenth, to employ the people in season is the good rule of old.
Therefore in the months of winter there is leisure, and the people may be employed. From spring to autumn is the season of farming and of silkworms, and the people cannot be employed. If they do not farm, what will they eat? If they do not tend silkworms, what will they wear?
57Article seventeen — Do not decide alone
十七曰:夫事不可獨断,必與衆宜論。少事是輕,不可必衆。唯逯論大事,若疑有失,故與衆相辨,辭則得理。
Seventeenth, matters cannot be decided alone; they must be weighed together with many.
Small matters are light, and there is no need that many be there. But when great matters are weighed, if there is doubt that there may be error, then judge them together with many. Then the words come to reason.
58The ceremony of the court is changed
秋九月,改朝禮。因以詔之曰:「凡出入宫門,以兩手押地,兩脚跪之。越梱則立行。」
In autumn, the ninth month, the ceremony of the court was changed. Thereupon a decree was given. "Whenever you go in and out of the palace gate, put both hands to the ground and kneel on both knees. When you have passed the threshold, rise and walk."
59Painters are appointed
是月,始定黄書畫師、山背畫師。
In this month the Kibumi no Eshi and the Yamashiro no Eshi were appointed for the first time.
60The making of the sixteen-foot images is begun
夏四月辛酉朔,天皇詔皇太子、大臣及諸王、諸臣,共同發誓願,以始造銅繍丈六佛像各一軀,乃命鞍作鳥爲造佛之工。是時,高麗國大興王聞日本國天皇造佛像,貢上黄金三百兩。
In summer, the fourth month, the first day being a sinyu day, the empress gave a decree to the crown prince and the great minister and the various princes and ministers to make a vow together, and the making was begun of two sixteen-foot images of the Buddha, one of copper and one of embroidery. Kuratsukuri no Tori was then commanded and made the master of the images.
At this time King Daeheung (大興王) of the land of Goryeo heard that the emperor of the land of Japan was making images of the Buddha, and he presented three hundred taels of gold.
61They are made to wear pleated garments
閏七月己未朔,皇太子命諸王、諸臣,俾著褶。
In the intercalary seventh month, the first day being a gimi day, the crown prince commanded the various princes and ministers to wear pleated garments.
62Ikaruga no Miya
冬十月,皇太子居斑鳩宫。
In winter, the tenth month, the crown prince dwelt in Ikaruga no Miya.
63The sixteen-foot images are finished
夏四月乙酉朔壬辰,銅繍丈六佛像並造竟。是日也,丈六銅像坐於元興寺金堂。時,佛像高於金堂户,以不得納堂。於是,諸工人等議曰:「破堂户而納之。」然鞍作鳥之秀工,以不壞户得入堂。即日設齋。於是,會集人衆不可勝數。自是年初,毎寺四月八日、七月十五日設齊。
In summer, the fourth month, the first day being an eulyu day, on the imjin day, the sixteen-foot images of copper and of embroidery were both finished. On this day the sixteen-foot copper image was seated in the golden hall of Gangōji (元興寺).
At that time the image was higher than the door of the golden hall, and it could not be brought into the hall. Then the workmen took counsel. "Let us break down the door of the hall and bring it in."
But by the rare skill of Kuratsukuri no Tori it could be brought into the hall without breaking down the door.
On that very day a fast was held. Those who gathered for it could not be counted. From this year on, a fast was held at every temple on the eighth day of the fourth month and the fifteenth day of the seventh month.
64Kuratsukuri no Tori is rewarded
五月甲寅朔戊午,勅鞍作鳥曰:「朕欲興隆内典,方將建佛刹,肇求舍利。時,汝祖父司馬達等便獻舍利。又於國無僧尼,於是,汝父多須那爲橘豐日天皇出家,恭敬佛法。又汝姨嶋女,初出家爲諸尼導者,以修行釋教。今朕爲造丈六佛,以求好佛像,汝之所獻佛本,則合朕心。又造佛像既訖,不得入堂,諸工人不能計,以將破堂户,然汝不破户而得入,此皆汝之功也。」即賜大仁位,因以給近江國坂田郡水田廿町焉。鳥以此田爲天皇作金剛寺,是今謂南淵坂田尼寺。
In the fifth month, the first day being a gabin day, on the muo day, a command was given to Kuratsukuri no Tori.
"I wished to raise up the inner teaching and make it flourish, and I was about to set up a temple, and I first sought relics. At that time your grandfather Shiba Datto presented relics.
There were no monks and nuns in the land, and then your father Tasuna took orders for the sake of Emperor Tachibana no Toyohi and revered the law of the Buddha. Your aunt Shimame also took orders first of all, and she became the leader of the nuns and practiced the teaching of the Buddha.
Now I would make a sixteen-foot image, and I sought a good image, and the model of the image you presented was just what was in my heart. When the image was finished, moreover, it could not be brought into the hall, and the workmen were at a loss and would have broken down the door of the hall, and you were able to bring it in without breaking the door. All this is your merit."
The rank of daijin (大仁) was then given to him, and with it twenty chō of rice land in the district of Sakata in the land of Ōmi. With this land Tori built Kongōji (金剛寺) for the empress, and this is what is now called the Sakatanidera of Minabuchi.
65The Shōman sutra is expounded
秋七月,天皇請皇太子令講勝鬘經,三日,説竟之。
In autumn, the seventh month, the empress asked the crown prince to expound the Shōman sutra (勝鬘經), and he finished the exposition in three days.
66The Lotus sutra is expounded
是歳,皇太子亦講法華經於岡本宫。天皇大喜之,播磨國水田百町施于皇太子,因以納于斑鳩寺。
In this year the crown prince expounded the Lotus sutra at Okamoto no Miya as well. The empress was greatly pleased and bestowed on the crown prince a hundred chō of rice land in the land of Harima. This was given to Ikarugadera.
67Sacrifice to the gods
春二月庚辰朔,定壬生部。戊子,詔曰:「朕聞之,曩者我皇祖天皇等宰世也,跼天蹐地,敦禮神祗,周祠山川,幽通乾坤,是以陰陽開和,造化共調。今當朕世,祭祀祇神,豈有怠乎?故羣臣共爲竭心,宜拜神祗。」甲午,皇太子及大臣率百寮,以祭拜神祗。
In spring, the second month, the first day being a gyeongjin day, the Mibube were appointed.
On the muja day a decree was given. "I have heard that in days gone by, when the emperors our ancestors ruled the world, they bowed their bodies to heaven and walked on tiptoe upon the earth, and they were full in their reverence toward the gods and sacrificed everywhere on mountain and stream, and so they reached through in secret to heaven and earth. For this reason the light and the dark opened and were in accord, and the work of creation was evenly balanced. Now in my own day, how should there be sloth in sacrificing to the gods? Therefore let the ministers with one mind bow down to the gods, as is fitting."
On the gabo day the crown prince and the great minister led all the officials and sacrificed to the gods and bowed down to them.
68Ono no Imoko is sent to Sui
秋七月戊申朔庚戌,大禮小野臣妹子遣於大唐,以鞍作福利爲通事。
In autumn, the seventh month, the first day being a musin day, on the gyeongsul day, Ono no Omi Imoko of the rank dairei was sent to the great Tang (大唐), and Kuratsukuri no Fukuri was made interpreter.
69Ponds are made
是歳冬,於倭國作高市池、藤原池、肩岡池、菅原池。山背國掘大溝於栗隈。且河内國作户苅池、依網池。亦毎國置屯倉。
In the winter of this year the ponds of Takechi and Fujiwara and Kataoka and Sugawara were made in the land of Yamato. In the land of Yamashiro a great ditch was dug at Kurikuma. In the land of Kawachi the ponds of Hekari and Yosami were made. Granaries were also set up in every land.
70Pei Shiqing comes
夏四月,小野臣妹子至自大唐。唐圀號妹子臣曰蘇因高。即大唐使人裴世清、下客十二人,從妹子臣至於筑紫。遣難波吉士雄成,召大唐客裴世清等,爲唐客更造新舘於難波高麗舘之上。
In summer, the fourth month, Ono no Omi Imoko arrived from the great Tang. The men of Tang called Imoko no Omi Su Yingao (蘇因高).
Then the envoy of the great Tang, Pei Shiqing (裴世清), and twelve men of his following came with Imoko no Omi to Tsukushi. Naniwa no Kishi Onari was sent to call the guests of Tang, Pei Shiqing and the rest. For the guests of Tang a new guest house was built above the guest house of Goryeo at Naniwa.
71Imoko loses the letter
六月壬寅朔丙辰,客等泊于難波津。是日,以餝舩卅艘迎客等于江口,安置新舘。於是,以中臣宫地連摩呂、大河内直糠手、舩史王平爲掌客。爰妹子臣奏之曰:「臣參還之時,唐帝以書授臣。然經過百濟國之日,百濟人探以掠取,是以不得上。」於是,羣臣議之曰:「夫使人雖死之,不失旨,是使矣。何(矣何)怠之,失大國之書哉?」則坐流刑。時,天皇勅之曰:「妹子雖有失書之罪,輙不可罪。其大國客等聞之,亦不良。」乃赦之不坐也。
In the sixth month, the first day being an imin day, on the byeongjin day, the guests reached the harbor of Naniwa. On this day thirty decked ships met the guests at the mouth of the river, and they were lodged in the new guest house. Nakatomi no Miyadokoro no Muraji Maro and Oshikōchi no Atai Nukate and Fune no Fubito Ōhira were made the officers in charge of the guests.
Then Imoko no Omi reported. "When your servant came back, the ruler of Tang gave a letter to your servant. But on the day I passed through the land of Baekje, the men of Baekje searched me and took it away. For this reason I cannot present it."
Then the ministers took counsel. "An envoy is one who, though he die, does not lose his charge. How came he to be so slack as to lose the letter of a great land?" He was set down for the punishment of banishment.
Then the empress gave a command. "Though Imoko has the guilt of losing the letter, he cannot be punished out of hand. If the guests of that great land hear of it, that too would not be well." So he was let go and not set down for punishment.
72The letter from Sui
秋八月辛丑朔癸卯,唐客入京。是日,遺餝騎七十五疋而迎唐客於海石榴市衢。額田部連比羅夫以告禮辭焉。壬子,召唐客於朝庭,令奏使旨。時,阿倍鳥臣、物部依網連抱二人爲客之導者也。於是,大唐之國信物置於庭中。時,使主裴世清親持書,兩度再拜,言上使旨而立。其書曰:「皇帝問倭皇。使人長吏大禮蘇因高等至,具懷。朕欽承寶命,臨仰區宇,思弘德化,覃被含靈,愛育之情,無隔遐迩。知皇介居海表,撫寧民庶,境内安樂,風俗融和,深氣至誠,達脩朝貢。丹款之美,朕有嘉焉。稍暄,比如常也。故遣鴻臚寺掌客裴世清等,稍宣往意,并送物如別。」時,阿倍臣出進,以受其書而進行。大伴囓連迎出,承書置於大門前机上而奏之。事畢而退焉。是時,皇子、諸王、諸臣悉以金髻華著頭,亦衣服皆用錦、紫、繍、織及五色綾羅。丙辰,饗唐客等於朝。
In autumn, the eighth month, the first day being a sinchuk day, on the gyemyo day, the guests of Tang entered the capital. On this day seventy-five decked horses were sent to meet the guests of Tang in the street of Tsubakichi. Nukatabe no Muraji Hirabu gave them the words of greeting.
On the imja day the guests of Tang were called to the court to report the errand of their envoy. At that time two men, Abe no Tori no Omi and Mononobe no Yosami no Muraji Aku, were the leaders of the guests.
The gifts of the land of the great Tang were set out in the middle of the courtyard. Then the chief envoy Pei Shiqing himself took up the letter, bowed twice and twice again, spoke the errand of the envoy and presented it, and stood. The letter said.
"The emperor asks after the sovereign of Wa (倭皇). The envoy, the chief officer (長吏) Su Yingao of the rank dairei, and his company have come and told your mind in full. I have reverently received the precious command and look out over all within the seas, and it is my thought to spread virtue and teaching so that it may reach to all that have breath. In my heart of love and nurture there is no barrier of far or near.
I know that the sovereign dwells apart beyond the sea, soothes and settles the people, that within the borders there is peace and gladness, and that the manners of the land are melted into harmony. With a deep spirit and the utmost sincerity you have come from afar and brought tribute, and I take pleasure in the beauty of your crimson faith.
It grows warm by degrees. Here things are as they always are. Therefore I send Pei Shiqing, the officer in charge of guests of the Honglu court, and his company, to set forth by degrees the thought that goes with them, and I send things as they are written down separately."
Then Abe no Omi came forward and took the letter and went on with it. Ōtomo no Kui no Muraji came out to meet him and took the letter and set it on a table before the great gate, and reported it. When the business was over they withdrew.
At this time the princes and the various princes and ministers all wore uzu of gold on their heads, and their garments were all of brocade and purple and embroidery and woven stuff and silk of five colors.
On the byeongjin day the guests of Tang and their company were entertained at the court.

73The emperor of the East to the emperor of the West
九月辛末朔乙亥,饗客等於難波大郡。辛巳,唐客裴世清罷歸,則復以小野妹子臣爲大使,吉士雄成爲小使,福利爲通事,副于唐客而遺之。爰天皇聘唐帝,其辭曰:「東天皇敬白西皇帝。使人鴻臚寺掌客裴世清等至,久憶方解。季秋薄冷,尊何如?想清悆,此即如常。今遣大禮蘇因高、大禮乎那利等往。謹白不具。」是時,遣於唐國學生倭漢直福因、奈羅譯語惠明、高向漢人玄理、新漢人大圀、學問僧新漢人日文、南淵漢人請安、志賀漢人慧隱、新漢人廣濟等,并八人也。
In the ninth month, the first day being a sinmi day, on the eulhae day, the guests were entertained at Ōkori in Naniwa.
On the sinsa day the guest of Tang, Pei Shiqing, went home. Ono no Imoko no Omi was again made chief envoy and Kishi no Onari second envoy, and Fukuri was made interpreter, and they were sent with the guests of Tang.
The empress then sent greeting to the ruler of Tang, and the words said.
"The emperor of the East respectfully addresses the emperor of the West (東天皇敬白西皇帝). Pei Shiqing, the officer in charge of guests of the Honglu court, and his company have come as envoys, and a long longing has now been eased. It is late autumn and a little cool. How is your exalted person? I think you are clear and at ease. Here too things are as they always are. Now I send Su Yingao of the rank dairei and Onari of the rank dairei and their company. I address you with reverence, and do not say all."
The students sent to Tang at this time were Yamato no Aya no Atai Fukuin, Nara no Osa Emyō, Takamuko no Ayahito Genri and Imaki no Ayahito Ōkuni; and the student monks were Imaki no Ayahito Nichimon, Minabuchi no Ayahito Shōan, Shiga no Ayahito Eon and Imaki no Ayahito Kōsai, eight men in all.
74Many men of Silla come over
是歳,新羅人多化來。
In this year many men of Silla came over and submitted.
75Men of Baekje drift ashore
夏四月丁酉朔庚子,筑紫大宰奏上言:「百濟僧道欣、惠彌爲首一十人、俗人七十五人,泊于肥後國葦北津。」是時,遣難波吉士德摩呂、舩史龍以問之曰:「何來也?」對曰:「百濟王命以遣於呉國,其國有亂,不(得)入,更返於本郷。忽逢暴風,漂蕩海中,然有大幸而泊于聖帝之邊境,以歡喜。」
In summer, the fourth month, the first day being a jeongyu day, on the gyeongja day, the Mikotomochi of Tsukushi reported. "Ten men of Baekje headed by the monks Doheun (道欣) and Hyemi (惠彌), and seventy-five men not of religion, have come ashore at the port of Ashikita in the land of Higo."
Naniwa no Kishi Tokumaro and Fune no Fubito Tatsu were then sent to ask them. "How is it that you have come?"
They answered. "The king of Baekje commanded us and sent us to the land of Wu. There was disorder in that land and we could not enter it, and we turned back toward our own home. Of a sudden we met a fierce wind and drifted about in the midst of the sea. But by great good fortune we have come to the borders of a holy ruler, and we are glad."
76Eleven men remain
五月丁卯朔壬午,德摩呂等復奏之,則返德摩呂、龍二人,而副百濟人等送本國。至于對馬,以道人等十一皆請之欲留,乃上表而留之,因令住元興寺。
In the fifth month, the first day being a jeongmyo day, on the imo day, Tokumaro and his company reported again. Tokumaro and Tatsu, the two of them, were then sent back to see the men of Baekje as far as their own land.
When they came to Tsushima, eleven of the men of religion all asked to stay. A memorial was sent up and they were allowed to stay, and they were given a dwelling at Gangōji.
77Imoko returns
秋九月,小野臣妹子等至自大唐,唯通事福利不來。
In autumn, the ninth month, Ono no Omi Imoko and his company arrived from the great Tang. Only the interpreter Fukuri did not come.
78Damjing comes
春三月,高麗王貢上僧曇徴、法定。曇徴知五經,且能作彩色及紙墨,并造碾磑。盖造碾磑,始于是時歟。
In spring, the third month, the king of Goryeo presented the monks Damjing (曇徴) and Beopjeong (法定). Damjing knew the five classics, and he could make colors and paper and ink, and he made a millstone mill. Perhaps the making of such mills began at this time.
79Envoys of Silla and Imna
秋七月,新羅使人沙喙部奈末竹世士,與任那使人喙部大舍首智買,到于筑紫。
In autumn, the seventh month, the envoy of Silla, Juksesa (竹世士) of the rank namal of the Satak district, and the envoy of Imna, Sujimae (首智買) of the rank daesa of the Tak district, came to Tsukushi.
80The envoys are called up
九月,遣使召新羅、任那使人。
In the ninth month, messengers were sent to call up the envoys of Silla and Imna.
81The envoys of the two lands come to court
冬十月己丑朔丙申,新羅、任那使人臻於京。是日,命額田部連比羅夫爲迎新羅客莊馬之長,以膳臣大伴爲迎任那客莊馬之長,即安置阿斗河邊舘。丁酉,客等拜朝庭。於是,命秦造河勝、土部連菟爲新羅導者,以間人連鹽蓋、阿閇臣大籠爲任那導者,共引以自南門入之,立于庭中。時,大伴咋連、蘇我豐浦蝦夷臣、坂本糠手臣、阿倍鳥子臣,共自位起之,進伏于庭。於是,兩國客等各再拜以奏使旨。乃四大夫起進,啓於大臣。時,大臣自位起,立廳前而聽焉。既而賜禄諸客,各有差。乙巳,饗使人等於朝。以河内漢直贄爲新羅共食者,錦織首久僧爲任那共食者。辛亥,客等禮畢以歸焉。
In winter, the tenth month, the first day being a gichuk day, on the byeongsin day, the envoys of Silla and Imna reached the capital. On this day Nukatabe no Muraji Hirabu was commanded to be master of the horse trappings for receiving the guests of Silla, and Kashiwade no Omi Otomo master of the horse trappings for receiving the guests of Imna. They were lodged in the guest house by the river of Ato.
On the jeongyu day the guests bowed at the court. Then Hata no Miyatsuko Kawakatsu and Haji no Muraji U were made the leaders of the men of Silla, and Hashihito no Muraji Shiobuta and Ahe no Omi Oko the leaders of the men of Imna. They led them in together through the south gate and set them in the middle of the courtyard.
Then Ōtomo no Kui no Muraji and Soga no Toyura no Emishi no Omi and Sakamoto no Nukate no Omi and Abe no Toriko no Omi rose together from their seats, went forward and knelt in the courtyard.
The guests of the two lands each bowed twice and reported the errand of their envoy. The four great officers then rose and went forward and reported it to the great minister. At that time the great minister rose from his seat, stood before the hall and heard it. Presently gifts were given to the guests, to each according to his degree.
On the eulsa day the envoys were entertained at the court. Kawachi no Aya no Atai Nie was made the one to eat with the men of Silla, and Nishigori no Obito Kuso the one to eat with the men of Imna.
On the sinhae day the guests finished the ceremony and went home.
82The medicine hunt
夏五月五日,藥獦於兎田野。取鷄鳴時集于藤原池上,以會明乃往之。粟田細目臣爲前部領,額田部比羅夫連爲後部領。是日,諸臣服色皆隨冠色,各著髻華。則大德、小德並用金;大仁、小仁用豹尾;大禮以下用鳥尾。
In summer, the fifth month, on the fifth day, there was a medicine hunt on the moor of Uda. They gathered above the pond of Fujiwara at cockcrow, and went out when the day grew light.
Awata no Hosome no Omi was master of the leading company, and Nukatabe no Hirabu no Muraji master of the following company.
On this day the colors of the garments of the ministers were all made to follow the colors of their caps, and each wore an uzu. Those of daitoku and shōtoku used gold, those of daijin and shōjin used the tail of a leopard, and those below dairei used the tail of a bird.
83Silla and Imna bring tribute
秋八月,新羅遣沙喙部奈末北叱智,任那遣習部大舍親智周智,共朝貢。
In autumn, the eighth month, Silla sent Bukjilji (北叱智) of the rank namal of the Satak district, and Imna sent Chinjijuji (親智周智) of the rank daesa of the Seup district, and they brought tribute together.
84A feast is held
春正月辛巳朔丁亥,置酒宴羣卿。是日,大臣上壽。
In spring, the first month, the first day being a sinsa day, on the jeonghae day, a feast of wine was held and the many ministers were entertained. On this day the great minister offered a wish for long life.

89Kitashihime is moved and buried
二月辛亥朔庚午,改葬皇太夫人堅鹽媛於檜隈大陵。是日,誄於輕街。第一,阿倍内臣鳥誄天皇之命,則奠靈明器明衣之類萬五千種也。第二,諸皇子等以次第各誄之。第三,中臣宫地連烏摩侶誄大臣之辭。第四,大臣引率八腹臣等,便以境部臣摩理勢令誄氏姓之本矣。時人云:「摩理勢、烏摩侶二人能誄,唯鳥臣不能誄也。」
In the second month, the first day being a sinhae day, on the gyeongo day, the imperial great lady Kitashihime was moved and buried in the Ōno tomb at Hinokuma.
On this day eulogies were read in the street of Karu. First Abe no Uchi no Omi Tori read a eulogy by command of the empress, and fifteen thousand kinds of sacred bright vessels and bright garments were offered. Second the various princes read eulogies, each in his turn. Third Nakatomi no Miyadokoro no Muraji Omaro read a eulogy in the words of the great minister. Fourth the great minister led the Omi of the eight clans, and had Sakaibe no Omi Marise read out as a eulogy the roots of the clan and the surname.
The men of that time said, "Marise and Omaro, the two of them, read the eulogies well. Only Tori no Omi could not read a eulogy."
90The medicine hunt again
夏五月五日,藥獦之,集于羽田,以相連參趣於朝。其裝束如莬田之獵。
In summer, the fifth month, on the fifth day, there was a medicine hunt. They gathered at Hata and went on to the court one after another. Their array was as at the hunt of Uda.
91Nonoko no Takumi and Mimaji
是歳,自百濟國有化來者,其面身皆斑白,若有白癩者乎。惡其異於人,欲棄海中嶋。然其人曰:「若惡臣之斑皮者,白斑牛馬不可畜於國中。亦臣有小才,能構山岳之形。其留臣而用,則爲國有利,何空之棄海嶋耶?」於是,聽其辭以不弃,仍令構須彌山形及呉橋於南庭。時人號其人曰路子工,亦名芝耆摩呂。又百濟人味摩之歸化,曰:「學于呉,得伎樂儛。」則安置櫻井,而集少年令習伎樂儛。於是,眞野首弟子、新漢齊文二人,習之傅其儛。此今大市首、辟田首等祖也。
In this year there was one who came over and submitted from the land of Baekje. His face and his body were all blotched and white, as if he had the white leprosy. They hated him for being unlike other men and would have cast him away on an island in the sea.
But the man said. "If you hate your servant's blotched skin, then you must not rear cattle and horses with white blotches within the land either. Your servant has besides a small skill, and he can build the shapes of hills and mountains. If you keep your servant and use him, there will be profit to the land. Why cast him away for nothing on an island in the sea?"
Then they listened to his words and did not cast him away, and they had him build the shape of Mount Sumeru (須彌山) and a bridge of Wu in the south courtyard. The men of that time named him Nonoko no Takumi (路子工), and his other name was Shikimaro.
A man of Baekje, Mimaji (味摩之), also came over and submitted and said, "I learned in Wu and have the gigaku dance (伎樂儛)."
He was given a dwelling at Sakurai, and young men were gathered and set to learn the gigaku dance. Then two men, Mano no Obito Deshi and Imaki no Aya no Saimon, learned it and handed the dance down. These are the ancestors of the Ōichi no Obito and the Sakita no Obito of today.
92Ponds and a great road
冬十一月,作掖上池、畝傍池、和珥池。又自難波至京置大道。
In winter, the eleventh month, the ponds of Wakinokami and Unebi and Wani were made. A great road was also laid from Naniwa to the capital.
93The starving man at Kataoka
十二月庚午朔,皇太子遊行於片岡。時,飢者臥道垂,仍問姓名,而不言。皇太子視之,與飲食,即脱衣裳覆飢者而言:「安臥也。」則歌之曰:
In the twelfth month, the first day being a gyeongo day, the crown prince went out to Kataoka. At that time a starving man lay by the roadside. He asked his surname and his name, but the man did not speak.
The crown prince saw him and gave him drink and food, and he took off his own garment and covered the starving man with it, and said, "Lie at ease." Then he sang.
94Song — the crown prince
斯那提流。箇多烏箇夜摩爾。伊比爾惠弖。許夜勢屡。諸能多比等。阿波禮。於夜那斯爾。那禮奈理鷄迷夜。佐須陀氣能。枳彌波夜(那)祗伊比爾惠弖。許夜勢留。諸能多比等阿波禮。

95The starving man was a sage
辛未,皇太子遣使令視飢者。使者還來之曰:「飢者既死。」爰皇太子大悲之,則因以葬埋於當處,墓固封也。數日之後,皇太子召近習(先)者謂之曰:「先日臥于道飢者,其非凡人,(爲)必眞人也。」遣使令視。於是,使者還來之曰:「到於墓所而視之,封埋勿動。乃開以見,屍骨既空,唯衣服疊置棺上。」於是,皇太子復返使者令取其衣,如常且服矣。時人大異之曰:「聖之知聖,其實哉!」逾惶。
On the sinmi day the crown prince sent a messenger to look at the starving man. The messenger came back and said, "The starving man is already dead."
Then the crown prince grieved greatly, and the man was buried in that place and the tomb was firmly closed.
Some days later the crown prince called one who waited near him and said, "The starving man who lay by the road the other day was no common man. He was surely a true man." He sent a messenger to look.
The messenger came back and said, "I came to the tomb and looked, and what was closed and buried had not been moved. I opened it and looked, and the body and the bones were gone, and only the garment lay folded upon the coffin."
Then the crown prince sent the messenger back again to bring the garment, and he wore it again as he had been used to do. The men of that time marveled greatly and said, "It is true that a sage knows a sage." And they feared him the more.
96The medicine hunt
夏五月五日,藥獦也。
In summer, the fifth month, on the fifth day, there was a medicine hunt.
97Inukami no Kimi is sent to Sui
六月丁卯朔己卯,遣犬上君御田鍬、矢田部造於大唐。

100Hyeja goes home
十一月己丑朔庚寅,饗百濟客矣。癸卯,高麗僧慧慈歸于國。
In the eleventh month, the first day being a gichuk day, on the gyeongin day, the guests of Baekje were entertained. On the gyemyo day the Goryeo monk Hyeja returned to his own land.

102Men of Yaku come
三月,掖玖人三口歸化。夏五月,夜勾人七口來之。秋七月,亦掖玖人廿口來之。先後并卅人,皆安置於朴井,未及還皆死焉。
In the third month three men of Yaku came over and submitted. In summer, the fifth month, seven men of Yaku came. In autumn, the seventh month, twenty more men of Yaku came. First and last they were thirty in all. They were all given a dwelling at Enoi, and they all died before they could go home.
103Silla presents an image of the Buddha
秋七月,新羅遣奈末竹世士貢佛像。
In autumn, the seventh month, Silla sent Juksesa of the rank namal and presented an image of the Buddha.
104A great melon
夏六月,出雲國言,於神户郡有苽,大如缶。
In summer, the sixth month, the land of Izumo reported. "In the district of Kanbe there is a melon as large as a water bucket."
105The five grains ripen well
是歳,五穀登之。
In this year the five grains ripened well.
106Goryeo breaks Sui
秋八月癸酉朔,高麗遣使貢方物,因以言:「隋煬帝興卅萬衆攻我,返之爲我所破。故貢獻俘虜貞公、普通二人,及鼓吹、弩、抛石之類十物,并土物駱駝一疋。」
In autumn, the eighth month, the first day being a gyeyu day, Goryeo sent an envoy and presented the produce of the land. Thereupon they said.
"Emperor Yang (煬帝) of Sui (隋) raised a host of three hundred thousand and attacked us, and he was turned back and broken by us. Therefore we present two prisoners we took, Jeonggong (貞公) and Botong (普通), and ten things such as drums and flutes and crossbows and engines for throwing stones, and with them one camel of the produce of our land."
107A boat made from a tree of the thunder
是年,遣河邊臣於安藝國令造舶。至山覓舶材,便得好材,以名將伐。時有人曰:「霹靂木也,不可伐。」河邊臣曰:「其雖雷神,豈逆皇命耶?」多祭弊帛,遣人夫令伐,則大雨雷電之。爰河邊臣案劔曰:「雷神無犯人夫,當傷我身。」而仰待之。雖十餘霹靂,不得犯河邊臣,即化少魚以挾樹枝。即取魚焚之,遂修理其舶。
In this year Kawabe no Omi was sent to the land of Aki to have a ship built. He came to the mountain and looked for timber for the ship, and he found good timber and was about to cut it.
Then a man said. "It is a tree of the thunder, and it cannot be cut."
Kawabe no Omi said, "Though it be the god of thunder, how should it go against the command of the ruler?"
He offered many gifts of cloth and sent the workmen to cut it. Then a great rain fell and thunder and lightning struck.
Then Kawabe no Omi laid his hand on his sword and said, "God of thunder, do not touch the workmen. Harm my own body, as is fitting." And he looked up and waited.
Though the lightning struck more than ten times, it could not touch Kawabe no Omi. Then it turned into a small fish and was caught in the branches of the tree. The fish was taken and burned, and the ship was built in the end.

In autumn, the seventh month, there was a fisherman in the land of Settsu who let his net down in Horie, and a thing came into the net. Its shape was like a child. It was not a fish and it was not a man, and they did not know what to call it.
110Men of Yaku drift ashore
秋八月,掖玖人二口流來於伊豆嶋。
In autumn, the eighth month, two men of Yaku drifted ashore on the island of Izu.
111The tomb at Hinokuma
冬十月,以砂礫葺檜隈陵上,則域外積土成山,仍每氏科之,建大柱於土山上。時,倭漢坂上直樹柱,勝之太高,故時人號之曰大柱直也。
In winter, the tenth month, the top of the tomb at Hinokuma was covered with gravel, and earth was piled outside the bounds to make a hill. Then each clan was set its measure and made to raise a great pillar upon the hill of earth.
At that time the pillar raised by Yamato no Aya no Sakanoue no Atai was far higher than the rest. Therefore the men of that time named him Ōhashira no Atai.
112A red vapor
十二月庚寅朔,天有赤氣,長一丈餘,形似雉尾。
In the twelfth month, the first day being a gyeongin day, there was a red vapor in the sky, more than ten feet in length, and its shape was like the tail of a pheasant.
113The record of the emperors and the record of the land are written
是歳,皇太子、嶋大臣共議之,録天皇記及國記、臣連伴造國造百八十部并公民等本記。
In this year the crown prince and Shima no Ōomi took counsel together, and they wrote the record of the emperors (天皇記) and the record of the land (國記), and the fundamental records (本記) of the Omi and the Muraji and the Tomo no Miyatsuko and the Kuni no Miyatsuko and the hundred and eighty be and the free people.
114The crown prince dies
春二月己丑朔癸巳,半夜,廐户豐聰耳皇子命薨于斑鳩宫。是時,諸王、諸臣及天下百姓,悉長老如失愛兒,而鹽酢之味在口不嘗;少幼者如亡慈父母,以哭泣之聲滿於行路。乃耕夫止耜,舂女不杵,皆曰:「日月失輝,天地既崩。自今以後,誰恃哉?」
In spring, the second month, the first day being a gichuk day, on the gyesa day, in the middle of the night, Prince Umayado no Toyotomimi no Mikoto died in Ikaruga no Miya.
At this time the various princes and the ministers and the people of all the land, the old as though they had lost a beloved child, could not taste the taste of salt and vinegar in their mouths, and the young as though they had lost a loving parent filled the roads with the sound of their weeping and wailing.
The plowman stopped his plow and the woman pounding grain laid down her pestle, and they all said. "The sun and the moon have lost their light. Heaven and earth are already broken down. From now on, in whom shall we trust?"
115Hyeja follows him in death
是月,葬上宫太子於磯長陵。當是時,高麗僧慧慈聞上宫皇太子薨,以大悲之,爲皇太子請僧而設齋。仍親説經之日,誓願曰:「於日本國有聖人,曰上宫豐聰耳皇子。固天攸縱,以玄聖之德生日本之國,苞貫三統,纂先聖之宕猷,恭敬三寶,救黎元之厄。是實大聖也。今太子既薨之,我雖異國,心在断金。某獨生之,(有)何益矣?我以來年二月五日必死,因以遇上宫太子於淨土,以共化衆生。」於是,慧慈當于期日而死之。是以時人之彼此共言:「其獨非上宫太子之聖,慧慈亦聖也。」
In this month the crown prince Kamitsumiya was buried in the tomb of Shinaga.
At that time the Goryeo monk Hyeja heard that the crown prince Kamitsumiya had died, and he grieved greatly, and for the sake of the crown prince he called monks together and held a fast.
On the day he himself expounded the sutra, he made a vow.
"In the land of Japan there was a sage, and he was called Prince Kamitsumiya no Toyotomimi. Truly he was one whom heaven had sent forth, and with the secret virtue of a sage he was born in the land of Japan. He wrapped and threaded together the three lines of rule, he carried on the great designs of the sages before him, he revered the three treasures and he saved the people from their suffering. This was truly a great sage.
Now the prince has died. Though I am a man of another land, my heart was one with his, strong enough to cut through iron. What profit is there if I live on alone? On the fifth day of the second month of the coming year I shall surely die, and so I shall meet the crown prince Kamitsumiya in the pure land, and together we shall teach and convert living beings."
And Hyeja died on that very day.
For this reason the men of that time said with one voice, on this side and on that. "Not the crown prince Kamitsumiya alone was a sage. Hyeja also was a sage."
116Silla sends up a memorial
是歳,新羅遣奈末伊彌買朝貢,仍以表書奏使旨。凡新羅上表,盖始起于此時歟。
In this year Silla sent Imimae (伊彌買) of the rank namal to bring tribute, and he set down a memorial in writing and reported the errand of the envoy. Perhaps the sending up of memorials by Silla began at this time.
117Let there be constant going and coming with Tang
秋七月,新羅遣大使奈末智洗爾、任那遣達率奈末智,並來朝,仍貢佛像一具,及金塔并舍利,且大觀頂幡一具、小幡十二條。即佛像居於葛野秦寺,以餘舍利、金塔、觀頂幡等皆納于四天王寺。是時,大唐學問者僧惠齊、惠光,及醫惠日、福因等,並從智洗爾等來之。於是,惠日等共奏聞曰:「留于唐國學者,皆學以成業,應喚。且其大唐國者,法式備定之珎國也,常須達。」
In autumn, the seventh month, Silla sent as chief envoy Jisei (智洗爾) of the rank namal, and Imna sent Namalji (奈末智) of the rank dalsol, and they came together to the court. They presented one image of the Buddha and a golden pagoda, and relics with them, and also one great kanjō banner (觀頂幡) and twelve small banners.
The image of the Buddha was placed in Hatadera at Kadono, and the rest, the relics and the golden pagoda and the kanjō banners, were all given to Shitennōji.
At this time the monks Hyeje (惠齊) and Hyegwang (惠光), who had been studying in the great Tang, and the physicians Hyeil (惠日) and Bogin (福因) and their company came with Jisei and the others.
Then Hyeil and his company reported together. "Those who stay in Tang to study have all learned and finished their study, and they should be called home. That land of the great Tang, moreover, is a land of rare worth, where rule and form are complete and settled, and there should be constant going and coming with it."
118Imna submits to Silla
是歳,新羅伐任那,任那附新羅。於是,天皇將討新羅,謀及大臣,詢于羣卿。田中臣對曰:「不可急討。先察状以知逆,後撃之不晩也。請試遣使,覩其消息。」中臣連國曰:「任那是元我内官家,今新羅人伐而有之。請戒戎旅,征伐新羅,以取任那附百濟。寧非益有于新羅乎?」田中臣曰:「不然。百濟是多反覆之國,道路之間尚詐之。凡彼所請皆非之,故不可附百濟。」則不果征焉。爰遣吉士磐金於新羅,遣吉士倉下於任那,令問任那之事。時,新羅國主遣八大夫,啓新羅國事於磐金,且啓任那國於倉下,因以約曰:「任那小國,天皇附庸,何新羅輙有之?随常定内官家,願無煩矣。」則遣奈末智洗遲,副於吉士磐金;復以任那人達率奈末遲,副於吉士倉下,仍貢兩國之調。然磐金等末及于還,即年以大德境部臣雄摩侶、小德中臣連國爲大將軍,以小德河邊臣禰受、小德物部依網連乙等、小德波多臣廣庭、小德近江脚身臣飯葢、小德平羣臣宇志、小德大伴連、小德大宅臣軍爲副將軍,率數萬衆以征討新羅。
In this year Silla attacked Imna, and Imna submitted to Silla.
Then the empress would attack Silla, and she planned it with the great minister and asked the many ministers.
Tanaka no Omi answered. "There must be no hasty attack. It will not be too late to attack after we have first looked into the state of things and know how they have turned against us. I ask that messengers be sent for a trial, to see how matters stand."
Nakatomi no Muraji Kuni said. "Imna was from the first a land of our inner domain. Now the men of Silla have attacked it and taken it. I ask that the army be made ready to attack Silla, and that Imna be taken and given to Baekje. Would that not be better than leaving it to Silla?"
Tanaka no Omi said. "Not so. Baekje is a land given to turning about, and it deceives even in the space of a road. Whatever they ask for is false, and Imna cannot be given to Baekje."
So in the end there was no attack.
Then Kishi no Iwakane was sent to Silla and Kishi no Kurashita to Imna, to ask about the affairs of Imna.
At that time the ruler of Silla sent eight great officers to report the affairs of the land of Silla to Iwakane, and the affairs of the land of Imna to Kurashita. Thereupon they promised. "Imna is a small land and a land that belongs to the emperor. How should Silla take it out of hand? It shall be set down as an inner domain as before, and we ask that you be not troubled."
Then Jiseji (智洗遲) of the rank namal was sent with Kishi no Iwakane, and a man of Imna, Namalji of the rank dalsol, was sent again with Kishi no Kurashita, and they offered the tribute of the two lands.
But before Iwakane and his company had come back, in that same year Sakaibe no Omi Omaro of the rank daitoku and Nakatomi no Muraji Kuni of the rank shōtoku were made great generals, and Kawabe no Omi Nezu of the rank shōtoku and Mononobe no Yosami no Muraji Oto of the rank shōtoku and Hata no Omi Hironiwa of the rank shōtoku and Ōmi no Asakura no Omi Ihikai of the rank shōtoku and Heguri no Omi Ushi of the rank shōtoku and Ōtomo no Muraji of the rank shōtoku and Ōyake no Omi Ikusa of the rank shōtoku were made second generals, and they led a host of tens of thousands to attack Silla.

At that time Iwakane and his company met together at the harbor and were about to set sail, and they watched the wind and the waves.
Then the ships and the soldiers came on in great numbers and filled the sea. The envoys of the two lands looked out and were startled, and they turned back and stayed. They put Gamji (堪遲) of the rank daesa in their place as the envoy to offer the tribute of Imna, and the tribute was offered.
Then Iwakane and his company said to one another. "This raising of an army goes against what was agreed beforehand. For this reason the business of Imna will now come to nothing after all." And they set sail and crossed over.
But the generals came first to Imna and took counsel to fall upon Silla. Then the king of Silla heard that the army had come in great numbers, and he was afraid beforehand and asked to submit. At that time the generals took counsel together and sent up a memorial, and the empress allowed it.
120He repents
冬十一月,磐金、倉下等至自新羅。時,大臣問其状,對曰:「新羅奉命以驚懼之,則並差專使,因以貢兩國之調。然見舩師至,而朝貢使人更還耳。但調猶貢上。」爰大臣曰:「悔乎,早遣師矣!」時人曰:「是軍事者,境部臣、阿曇連,先多得新羅弊物之故,又勸大臣,是以未待使旨而早征伐耳。」初,磐金等渡新羅之日,比及津,莊舩一艘迎於海浦。磐金問之曰:「是舩者何國迎舩?」對曰:「新羅舩也。」磐金亦曰:「曷無任那之迎舩?」即時更爲任那加一舩。其新羅以迎舩二艘,始于是時歟。自春至秋,霖雨大水,五穀不登焉。
In winter, the eleventh month, Iwakane and Kurashita and their company arrived from Silla. Then the great minister asked how matters stood there, and they answered.
"Silla received the command and was afraid, and they were about to send envoys of their own for each land and offer the tribute of the two lands with them. But when they saw the ships and the soldiers coming, the envoys who were to visit the court turned back again. Only the tribute they still offered."
Then the great minister said. "I repent. The army was sent too soon."
The men of that time said. "This business of the army came about because Sakaibe no Omi and Azumi no Muraji had received many gifts from Silla before, and they urged it on the great minister for that reason. For this the attack was made too soon, without waiting for the word of the envoys."
At the first, on the day Iwakane and his company crossed over to Silla, as they were coming to the harbor, one decked ship met them by the shore. Iwakane asked, "Whose land is this ship that comes to meet us?"
They answered, "It is a ship of Silla."
Iwakane said again, "Why is there no ship of Imna to meet us?"
Then at that time one ship more was added for Imna. Perhaps the coming of Silla to meet with two ships began at this time.
From spring to autumn the long rains made a great flood, and the five grains did not ripen.
121A sōjō and a sōzu are set up
夏四月丙午朔戊申,有一僧,執斧毆祖父。時,天皇聞之,召大臣詔之曰:「夫出家者,頓歸三寶,具懐戒法。何無懺忌,輙犯惡逆?今朕聞,有僧以毆祖父。故悉聚諸寺僧尼以推問之。若事實者,重罪之。」於是,集諸僧尼而推之,則惡逆僧及諸(僧)尼並將罪。於是,百濟觀勒僧表上以言:「夫佛法自西國至于漢,經三百歳,乃傳之至於百濟國,而僅一百年矣。然我王聞日本天皇之賢哲,而貢上佛像及内典,未滿百歳。故當今時,以僧尼未習法律,輙犯惡逆。是以諸僧尼惶懼以不知所如。仰願其除悪逆者以外,僧尼悉赦而勿罪。是大功德也。」天皇乃聽之。戊午,詔曰:「夫道人尚犯法,何以誨俗人?故自今已後,任僧正、僧都,仍應校檢僧尼。」壬戌,以觀勒僧爲僧正,以鞍部德積爲僧都。即日,以阿曇連爲法頭。
In summer, the fourth month, the first day being a byeongo day, on the musin day, there was a monk who took an axe and struck his grandfather.
When the empress heard of it she called the great minister and gave a decree. "One who takes orders turns straightway to the three treasures and holds the rules of the precepts in full. How is it that without repentance or fear he does an evil deed out of hand? Now I hear that a certain monk has struck his grandfather. Therefore gather all the monks and nuns of the temples and question them. If the thing is true, punish him heavily."
Then the monks and nuns were gathered and questioned, and the monk who had done the evil deed and the other monks and nuns with him were all about to be punished.
Then the Baekje monk Gwalleuk sent up a memorial and said.
"The law of the Buddha came from the lands of the west to Han (漢), and after three hundred years it was handed on and came to the land of Baekje, and that was but a hundred years ago. Then our king heard of the goodness and the clear wisdom of the emperor of Japan, and it is not a full hundred years since he presented images of the Buddha and the inner writings.
Therefore the monks and nuns of this time have not yet learned the rules of the law, and they do evil deeds out of hand. For this reason all the monks and nuns are afraid and do not know what to do. I look up and ask that, apart from the one who did the evil deed, the monks and nuns be all let go and not punished. This would be a great merit."
The empress allowed it.
On the muo day a decree was given. "If even those who follow the way break the law, with what shall those who are not of religion be taught? Therefore from this time on let a sōjō (僧正) and a sōzu (僧都) be set up, who shall look to the monks and nuns and examine them, as is fitting."
On the imsul day the monk Gwalleuk was made sōjō and Kurabe no Tokushaku was made sōzu. On that same day Azumi no Muraji was made hōzu (法頭).

In autumn, the ninth month, the first day being a gapsul day, on the byeongja day, the temples and the monks and nuns were examined, and it was written down in full how each temple had been built, and how each monk and nun had entered the way, and the year and the month and the day of their taking orders.
At this time there were forty-six temples and eight hundred and sixteen monks and five hundred and sixty-nine nuns, one thousand three hundred and eighty-five in all.
123He asks for the district of Katsuragi
冬十月癸卯朔,大臣遣阿曇連、阿倍臣摩侶二臣,令奏天皇曰:「葛城縣者,元臣之本居也,故因其縣爲姓名。是以冀之,常得其縣,以欲爲臣之封縣。」於是,天皇詔曰:「今朕則自蘇何出之,大臣亦爲朕舅也。故大臣之言,夜言矣夜不明,日言矣則日不晩,何辭不用?然今當朕之世,頓失是縣,後君曰:『愚癡婦人臨天下,以頓亡其縣。』豈獨朕不賢耶?大臣亦不忠。是後葉之惡名。」則不聽。
In winter, the tenth month, the first day being a gyemyo day, the great minister sent two ministers, Azumi no Muraji and Abe no Omi Maro, to report to the empress.
"The district of Katsuragi was from the first the place where your servant's house dwelt. Therefore the surname and the name were taken from that district. For this reason I ask that I may have that district always, and make it the district granted to your servant."
Then the empress gave a decree.
"I myself came forth from Soga, and the great minister is my mother's brother besides. Therefore, if the great minister speaks by night the night does not pass, and if he speaks by day the day does not darken. What word of his would not be used?
But if in my own day I lose this district out of hand, the rulers after me will say, 'A foolish woman came to rule the world and lost that district out of hand.' Would it be my own want of goodness alone? The great minister too would be wanting in loyalty. This is an evil name for the ages to come."
And she did not allow it.
124Hyegwan is made sōjō
春正月壬申朔戊寅,高麗王貢僧惠潅,仍任僧正。
In spring, the first month, the first day being an imsin day, on the muin day, the king of Goryeo presented the monk Hyegwan (惠潅). He was thereupon charged with the office of sōjō.
125Peach and plum blossom
春正月,桃李華之。三月,寒以霜降。
In spring, the first month, the peach and the plum blossomed. In the third month it was cold and frost fell.
126Shima no Ōomi dies
夏五月戊子朔丁未,大臣薨,仍葬于桃原墓。大臣則稻目宿禰之子也,性有武略,亦有辨才,以恭敬三寶。家於飛鳥河之傍,乃庭中開小池,仍興小嶋於池中,故時人曰嶋大臣。
In summer, the fifth month, the first day being a muja day, on the jeongmi day, the great minister died. He was buried in the tomb of Momohara.
The great minister was the son of Iname no Sukune. He had the spirit of arms and counsel in his nature, and he had skill in speech besides, and he revered the three treasures. He built a house beside the river Asuka, and in the middle of the garden he dug a small pond and raised a small island in the middle of the pond. Therefore the men of that time called him Shima no Ōomi (嶋大臣).
127Snow in the sixth month
六月,雪也。
In the sixth month snow fell.
128A great famine
是歳,自三月至七月霖雨,天下大飢之。老者噉草根而死于道垂,幼者含乳以母子共死。又強盜、竊盜並大起之,不可止。
In this year the long rains fell from the third month to the seventh month, and there was a great famine in the world. The old chewed the roots of plants and died by the roadside. The young took the breast, and mother and child died together. Robbers and thieves also rose up greatly, and they could not be stopped.
129A badger turns into a man
春二月,陸奥國有狢化人以歌之。
In spring, the second month, in the land of Mutsu a badger turned into a man and sang.
130A swarm of flies
夏五月,有蝿聚集,其凝累十丈之浮虚,以越信濃坂,鳴音如雷,則東至上野國而自散。
In summer, the fifth month, flies gathered together, and the mass of them floated in the air more than a hundred feet high and passed over the ridge of Shinano. The sound of their humming was like thunder. They went eastward as far as the land of Kōzuke and there scattered of themselves.
131The empress falls ill
春二月戊寅朔甲辰,天皇臥病。
In spring, the second month, the first day being a muin day, on the gapjin day, the empress fell ill and lay down.
132The empress dies
三月丁未朔戊申,日有蝕盡之。壬子,天皇痛甚之不可諱,則召田村皇子謂之曰:「昇天位而經綸鴻基,馭萬機以亭育黎元,本非輙言,恒之所重。故汝愼以察之,不可輕言。」即日,召山背大兄教之曰:汝肝稚之。若雖心望,而勿諠言,必待羣言以宜從。」癸丑,天皇崩之,即殯於南庭。
In the third month, the first day being a jeongmi day, on the musin day, the sun was wholly eaten.
On the imja day the empress's sickness was heavy and it could no longer be hidden. She called Prince Tamura and said. "To rise to the seat of heaven and rule the great foundation, to drive all the affairs of government and nourish the people, is from the first not a thing to be spoken of lightly, but a thing always to be held weighty. Therefore look to it with care, and do not speak lightly."
On that same day she called Yamashiro no Ōe and taught him. "You are young in heart. Though there be something your heart desires, do not speak of it loudly. You must wait for the words of the many and follow them, as is fitting."
On the gyechuk day the empress died. Her body was laid in a temporary house in the south courtyard.

In summer, the fourth month, the first day being an imo day, on the sinmyo day, hail fell, and it was as large as a peach. On the imjin day hail fell, and it was as large as a peach. From spring to summer there was drought.
134Do not bury me richly
秋九月己巳朔戊子,始起天皇喪禮。是時,羣臣各誄於殯宫。先是,天皇遺詔於羣臣曰:「比年五穀不登,百姓太飢。其爲朕興陵,以勿厚葬,便宜葬于竹田皇子之陵。」壬辰,葬竹田皇子之陵。
In autumn, the ninth month, the first day being a gisa day, on the muja day, the funeral rites of the empress were begun. At this time the ministers each read a eulogy at the temporary palace of mourning.
Before this the empress had given her last command to the ministers. "In these days the five grains have not ripened and the people are in great hunger. Do not raise a tomb for me and bury me richly. Bury me in the tomb of Prince Takeda, as is fitting."
On the imjin day she was buried in the tomb of Prince Takeda.
