Report on Boats for Shipping Army Grain糧餉漕運船隻措置。啓
伏見都元帥金命元等狀。啓祖摠兵言平壤餘賊過江當追擊幷勦中路及在京之賊云在我極爲喜幸但前途粮餉船隻等事措置無路黃海道則三縣軍粮輸轉宣傳官今朝下去時已爲有。旨于黃海監司矣京畿監司則一向不知去處聞江華喬桐兩邑時得完全云又以宣傳官一人給馬發送以兩邑守令差使員定體本邑及他邑軍粮極力措置船運于臨津又以下流船隻多般搜得整齊格軍亦於臨津待候而一邊京城所用軍粮與隣近如金浦通津仁川富平南陽安山等邑通議急運于龍山等處使及於前頭之用何如今此之擧天實啓之人不得繼之極爲憫望敢。啓
Looking respectfully at the dispatch of Kim Myeongwon (金命元), the commander-in-chief, and others, it says that Regional Commander Zu (祖摠兵) declared that if the enemy remaining at Pyeongyang crosses the river he will pursue and strike them, and will destroy together with them the enemy on the middle road and in the capital. For us this is a most glad and fortunate thing. Only, there is no way to provide the army grain and the boats for the road ahead.
As for carrying the army grain of the three districts of Hwanghae Province, a royal order was already given to the Hwanghae governor when the royal messenger (宣傳官) went down this morning. The whereabouts of the Gyeonggi governor have all along been unknown, and the two districts of Ganghwa and Gyodong are said to be intact at present. Let another royal messenger be given a horse and sent down, to appoint the magistrates of those two districts as commissioners, to provide with all their strength the army grain of their own and of other districts and ship it by boat to Imjin, to seek out and gather by every means the boats of the lower waterway, and to have the boatmen wait at Imjin as well. At the same time, would it not be well to confer with the nearby districts of Gimpo, Tongjin, Incheon, Bupyeong, Namyang, and Ansan about the army grain to be used in the capital, and move it in haste to Yongsan and such places, so as to meet the need that is coming?
This turn of affairs is truly an opening given by Heaven, yet men cannot follow it up; it is deeply to be regretted. Your servant ventures to report.
