Requesting That the Chungcheong and Jeolla Commanders Be Charged with Defense請諭忠淸全羅道兵使申勅守禦。啓
李鎰在全羅道市忠淸道則只有兵使邊良俊凡道內要害控扼之處及留兵待變定將約束之事必須閒暇之時預爲區畫有成算然後可無倉卒之患不知邊良俊措置方略果無疎漏否也近者專閫之將多以自己所爲事推調於他人拱手無爲以爲。朝廷當別遣將非我所自處置雖賊犯地方而不爲以身捍禦之計極爲寒心請下書于邊良俊問其道內措置幾何及要害控扼便否使之逐一陳。啓又申勅守令整齊約束抄鍊軍兵繕治器械俾無疎虞何如
Yi Il (李鎰) is in Jeolla Province, and in Chungcheong there is only the Army Commander Byeon Yang-jun (邊良俊). In all that concerns the strategic points and the passes to be held and blocked within the province, the stationing of troops against emergencies, and the appointing of commanders to keep them in order, these must be planned and divided out beforehand in a time of leisure, and only when there is a settled reckoning will there be no anxiety in a sudden crisis. I do not know whether Byeon Yang-jun's measures and plans are in fact without a leak.
Of late, commanders entrusted with a region often push off their own duties onto others and sit idle with nothing done, saying that the court ought to send a separate commander and that it is not theirs to settle; so that even when the enemy invades their region they lay no plan to block him with their own bodies. This is utterly disheartening.
I beg that a letter be sent down to Byeon Yang-jun, asking how much he has arranged within the province and whether the blocking of the strategic points is convenient or not, and having him report on each point; and further that the magistrates be charged again to make their control uniform, to select and drill the soldiers, and to put the weapons in order, so that there is no negligence. Would that not be well?
