都體察使意從事官。啓曰今日戰守之計不過粮餉軍兵城池器械數事而已然必須光備粮餉然後他事次第可擧京畿軍粮則與本道監司相議呼方爲先措置矣今年田稅依常時例以米豆收捧分置于水原廣州山城及驪州婆娑城等處以爲兵粮而災傷收贖亦依民情所願從該曹所定作米豆捧納其餘皀隷番米各司奴婢身貢作米亦於糓賤之際趁時收納分置各處以備軍餉如何
Your servant the aide reports, in the mind of the Supreme Commander. The plan for fighting and holding today comes to no more than a few things: army grain, soldiers, walls and moats, weapons and gear. Yet only after the army grain has first been provided can the other matters be raised in their order.
For the army grain of Gyeonggi, we shall take it in hand for the present in consultation with that province's governor. Let this year's land tax be gathered in rice and beans by the practice of peacetime and set apart at the mountain fortresses of Suwon and Gwangju, at Pasa fortress in Yeoju and those parts, to serve as army grain. Let the commutation paid in grain for harm done by calamity (收贖) also be paid in rice and beans, as the ministry concerned has settled and as the people's feeling would have it. And as for the rest — the service rice of the yamen runners (皀隷) and what is made into rice from the redemption money paid by the slaves of the several offices — may these too be gathered in good season while grain is plentiful, and set apart in the several places in readiness for army grain?
