廣州南漢山城乃温王舊都形勢壯固在京師數十里之地若積粟屯兵修葺城子以爲重鎭則京師之勢自固臣等近日與本道監司柳根同議隨便先設倉厫于其中始役有日屢遣軍官等往見基址而傳聞之言終與目見有異始事之初必須得其善地乃可明日臣與副使李德馨單騎馳去指授形勢而來敢。啓
Namhansanseong at Gwangju is none other than the old capital of King Onjo (溫祚王); its lie is grand and firm, and it stands in a place some tens of li from the capital. If grain were stored there and troops stationed, and the walls put in repair to make of it a camp of weight, then the capital's own position would be firm of itself.
Your servants have lately taken counsel with Yu Geun (柳根), the governor of that province, and settled to build a storehouse within it first as was convenient, and the work has been begun some days now. We have sent officers several times to go and look at the ground, but what is heard at second hand is after all not the same as what the eye sees. When a work is first begun, a good site must be had if it is to be right.
Tomorrow your servant, together with Vice Minister Yi Deok-hyeong (李德馨), will ride out alone, instruct them on the lie of the ground, and return; wherefore we venture to report.
