Jingbirok (A Record of Rebuke and Admonition) Book 8 — The Record of Jinsa A record left by Ryu Seong-ryong, Chief State Councillor, of what he saw with his own eyes after the Imjin War ended. Its title comes from the line, "I rebuke what is past, and take heed against troubles to come." He set down without excuse how the war began and what the court failed to do. His recommendation of Yi Sun-sin, the wrangling with the Ming army, and the suffering the people endured are all recorded as they were.

天兵糧餉支待之事本道則時方措辦平壤以南黃海京畿則各官無處完保民力亦皆蕩竭萬一此道賊退之後諸軍鱗次過大同江而南則許多軍糧更無辦出之勢必誤大事極爲憫慮事須預立可無臨時之患臣已曾通關於黃海道觀察使巡邊使處令各官所收軍糧分置於道內山城與瑞興文化堅固之處且儲且守以擬軍興之用但聞江華軍糧自忠淸道載來者六千餘石而朴忠侃罷去後掌令鄭姬藩留彼句當今則姬藩又爲入來已向。行在許多軍糧無人管領恐有虛疎漂失之弊。朝廷別爲急急處置或令江華留在朝臣之有心計者一人專掌次知措置轉輸之事使無調度窘竭之憂尤爲便當

The supplying of army grain for the Ming troops is now being provided for in this province. South of Pyongyang, in Hwanghae and Gyeonggi, there is no district preserved whole and the people's strength too is wholly spent. If, after the enemy of this province have withdrawn, the several armies cross the Daedong River one after another and go down southward, there is no way to provide so much army grain again, and the great business will surely be spoiled; which is cause for the utmost concern. A thing must be set up beforehand if there is to be no trouble at the moment of need.

Your servant has already sent dispatches to the Governor of Hwanghae Province and to the Border Patrol Commissioner, that the army grain gathered in each district be divided and kept at the province's mountain fortresses and at the firm places of Seoheung (瑞興) and Munhwa (文化), stored and guarded there in readiness for the needs of raising troops.

Only, it is heard that the army grain at Ganghwa (江華), carried from Chungcheong Province, is more than six thousand seom, and that after Pak Chunggan (朴忠侃) was dismissed and went away, Jeong Huibeon (鄭姬藩), Inspector (掌令), stayed there and took charge of it. Now Huibeon too has come in and has already set out for the travelling court, so that there is no one to take charge of so much army grain, and your servant fears the ill of its being left loose and drifting away and lost. Let the court deal with it with particular haste; and if one man of judgement among the court officials staying at Ganghwa were made to take sole charge, to order it and to see to the moving and shipping of it, so that there be no worry of the provisioning growing straitened and spent, it would be the more fitting.
