Urgent Report: Yi Gwi's Grain Levy, and Keeping Him On as Aide馳。啓宣諭官李貴募粟辭緣及姑留李貴爲從事官狀
宣諭官李貴牒呈內卑職去年十二月承宣諭之。命及道關據持空名帖往黃海江原等道曉諭民間收合升斗以助軍需納粟人等成册上使事牒呈當初李貴以國事方急隨力扶助之意出入民間周遍曉諭零𤨏收合所得雜糓三百六十六石除已輸到開城府爲。天兵糧餉外其餘則添補於我國軍餉俾免數日飢餓之患矣向前李貴於。天兵來駐開城之後各處糧草未及之際臣馳送于安峽伊川平康遂安等處運米豆三百餘石細折草三百餘石長草五千六百束來到以補其不足此後別無宣諭之事而臣所率從事官只一人凡千分遣檢督之際常患無人李貴姑留臣處稱爲從事官使之往來各處看檢糧草等事矣
The report of Yi Gwi (李貴), the royal proclaimer, had this in it: 「In the twelfth month of last year, following the command to proclaim and the province's official letter, I took warrants of appointment with the name left blank and went to Hwanghae, Gangwon and other provinces, and made it known among the people and gathered in doe and mal to help the military stores, and had those who offered grain made into a register and sent up.」
At the first Yi Gwi, holding that since the state's business was urgent men ought to help as their strength allowed, went in and out among the people and made it known everywhere, and gathering it in bit by bit got three hundred and sixty-six seok of miscellaneous grain. Apart from what had already been carried to Gaeseong Prefecture and made into provisions for the Ming troops, the rest was added to our own country's military grain, so that some days' trouble of starving was escaped.
Earlier, after the Ming troops had come and halted at Gaeseong, at a time when the provisions and fodder of the several places did not reach them, your servant sent Yi Gwi riding to Anhyeop (安峽), Icheon (伊川), Pyeonggang (平康), Suan (遂安) and such places, and he brought over three hundred seok and more of rice and beans, three hundred seok and more of short fodder, and five thousand six hundred bundles of long fodder, and so made up what was lacking.
After this there is no separate business of proclaiming, and the aide your servant has with him is only one man, so that when he must be divided and sent out to look into and oversee all manner of things there is always the trouble of having no men. Your servant has kept Yi Gwi for the present at the place where he himself is, calling him an aide, and has him go to and fro among the several places and look into the business of provisions and fodder and the like.
