Orders to Set the Capital in Order分付諸人收拾京城狀
京城新復之後事同草創而人心危懼剽掠四行若不登時撫戢誠爲可虞臣卽令全羅巡察使中衛將趙儆率全羅道軍三百名爲都城西道捕盜大將巡邊使李薲別將李思命率軍四百名爲東道大將使之修掃汙穢撫綏居民禁戢侵掠京城內外公私廬舍及各處倉穀遺在者則使戶曹專掌收拾而倉卒典守無人故龍山倉則令月串僉使看守又令臣從事官判官金琢軍官宣傳官李山輝聽戶曹之令分道收拾又令湖城都正倡義使收拾書籍又令安撫使判尹柳根以城中餘榖餘出數百石賑濟飢民且以皮糓分給京城近處居民以爲種子處候趙撥收拾印信及銃筩軍器雜物而各司書吏書員典僕等死亡之餘多屬於秋義倡義故移文兩陣使之各還本役矣臣前有體察三道之。命卽今東南事勢尤爲緊急臣若未蒙斥免則賊兵未盡退去之際當下去料理䇿應而京城之事必須大臣鎭撫兼且接待。天將可無疎虞失誤之患
The capital having been newly recovered, matters stand as at a first opening, while the hearts of men are in peril and dread and plundering goes on in all four quarters. If they are not soothed and gathered in good time, it is truly a cause for care.
Your servant at once had Jo Gyeong (趙儆), middle guard commander under the inspector of Jeolla, lead three hundred troops of Jeolla Province and be made chief of the patrol for the western road of the capital, and had Yi Samyeong (李思命), a detached commander under the frontier commander Yi Bin (李薲), lead four hundred troops and be made chief for the eastern road; and they were to sweep away the filth, to soothe and settle the people who dwell there, and to forbid encroachment and plunder.
What is left of the grain in the public and private houses within and without the capital and in the storehouses of the several places, the Board of Taxation was to take in charge and gather up alone. But in the suddenness of it there was no one to take it in charge and guard it, and so the Yongsan granary was given to the garrison commander of Wolgot (僉使) to guard; and your servant's staff officer, the administrator Kim Tak (金琢), and his military officer, the royal messenger (宣傳官) Yi Sanhwi (李山輝), were to take the Board of Taxation's orders and gather it up by dividing the roads. The Director of Hoseong (湖城都正) and the commissioner for raising righteous troops were to gather up the books; and Yu Geun (柳根), pacification commissioner and governor of the capital, was to take several hundred seok out of the grain left within the walls and relieve the starving people, and to share out the unhulled grain among the people of the places near the capital for seed. Jo Bal (趙撥) was to gather up the seals and the cannon and the various implements of war.
The clerks and scribes and government servants of the several offices who were left after the deaths had for the most part attached themselves to the righteous troops of Chuui and Changui, and so a paper was sent over to the two camps for each to go back to the duty that was his from the first.
Your servant earlier received the command to be circuit commissioner over the three provinces. Now the state of things to the south-east is the more urgent, and if your servant does not obtain leave to withdraw from office he ought to go down, before the enemy soldiers have all withdrawn, and reckon with it and meet it. Yet the business of the capital must be settled and held by a high minister, and there must be the receiving of the Ming commanders besides, if there is to be no care of slackness or error.
