Report That Provisions Administrator Seong An-ui Did Not Shirk His Post調度使成安義非緣厭避職事狀
當日到付摠督使尹承勳牒呈內分兵曹正郞成安義經理提督南下時非但境上不爲來迎稱以慶州軍糧收拾處置事落後則事完之後大兵駐在處所當進來而安東府中乘夜過去有若隱避者然如此避事之人不可不重治以警他人向前成安義。朝廷處置按法重究事狀。啓云臣前在慶州時蔚山運糧方急成安義其時在大丘遍尋山谷避役之民大丘軍糧一千石一時輸送慶州安義因隨到慶州而適值大軍退來上項大丘軍糧負戴在途者將至散失臣令安義及李詠道等分道收拾輸入於慶州松溪縣收儲又令安義查點慶州遺在軍糧分給各陣軍人數日後安義回報於安東臣前此已。啓請令李詠道成安義分管左右道軍糧故安義省其病親於榮川地後時方往在右道措置糧餉等事今見尹承勳狀。啓則安義過安東不見摠督使誠不爲無失然必以大軍已回而又緣臣狀。啓以致如此與無故厭避者有異近日國綱解弛任事之臣率多占便自安不肯奔走職事臣常痛憤此習而今此成安義事情則臣所詳知而尹承勳各在他處臣狀。啓辭緣或未及知而有此狀。啓故不敢不達
In the report of the Director-General Yun Seunghun (尹承勳) that arrived today, it was said: "Seong Anui (成安義), Section Chief of the Branch Ministry of War, not only failed to come out to the border to receive the Superintendent and the Commander-in-Chief when they came down south, but stayed behind, calling it the business of gathering and disposing of the grain at Gyeongju; and when the business was done, though he ought properly to have come forward to where the great army was halted, he passed through the town of Andong by night, just like one hiding and shirking. Such a man as shirks the work cannot but be dealt with heavily, as a warning to others; let the court dispose of the said Seong Anui and deal with him heavily according to law."
When your servant was earlier at Gyeongju, the carrying of grain to Ulsan was just then urgent; and Seong Anui was at Daegu at that time, and went through the mountain valleys gathering the people who had fled corvée, and sent the thousand seok of Daegu grain to Gyeongju all at once, and Anui too followed and reached Gyeongju. It happened that the great army was coming back, so that the said Daegu grain, borne on backs and heads along the road, was on the point of being scattered and lost; and so your servant had Anui and Yi Yeongdo (李詠道) and the others gather it by divided roads and carry it into Songgyehyeon in Gyeongju and store it there, and had Anui besides examine the grain remaining at Gyeongju and distribute it to the troops of each camp.
A few days later Anui came back to Andong and reported. Before this your servant had already reported and requested that Yi Yeongdo and Seong Anui be put in divided charge of the grain of the Left and Right Provinces; and so Anui, after visiting his sick parent in the country of Yeongcheon (榮川), is now gone to the Right Province and is seeing to the disposing of the grain.
Now, looking at Yun Seunghun's report, that Anui passed Andong without paying his respects to the Director-General is indeed not without fault. But it must be that the great army had already gone back, and that it came about by your servant's own report besides; so it is a different thing from one who without cause disliked the work and shirked it.
In these days the discipline of the state has come loose, and the ministers who hold charges often take easy posts and seek their own comfort and will not go diligently about their duties; and your servant always holds this habit in bitter indignation. Yet the circumstances of Seong Anui in this case are what your servant knows in detail, and Yun Seunghun, being in a different place, would seem not to have known the substance of your servant's report in time and so to have sent up this report; and therefore I cannot but venture to lay it before you.

The Jodosa (調度使) of the title refers to Seong Anui (成安義), Director in the Branch Ministry of War, who appears in the text. Yun Seunghun’s report and the memorial are the same document; in the preceding piece Yun Seunghun was called Chonggwansa.
