6Let grain be gathered at Nanotsu
In summer, the fifth month, the first day being a sinchuk day, a command was given.
"Food is the root of all under heaven. Ten thousand strings of yellow gold cannot cure hunger, and a thousand boxes of white gems, how should they save a man from cold?
Now the land of Tsukushi is the place where those far and near come to court, and the gate of passage for those who go and come. For this reason the lands beyond the sea watch the sea water and come as guests, and they look to the clouds of heaven and bring their tribute. From the time of the emperor in the womb down to my own person, grain has been gathered and stored and provisions laid up, to make ready against the years of famine far off and to feast good guests richly. For making the land at peace there is nothing better than this.
Therefore I send Aso no Kimi to move the grain of the miyake of the district of Mamuta in the land of Kawachi. — Not known in detail. — Soga no Ōomi Iname no Sukune shall send Owari no Muraji to move the grain of the miyake of the land of Owari. Mononobe no Ōmuraji Arakahi shall send Niinomi no Muraji to move the grain of the miyake of Niinomi. Abe no Omi shall send Iga no Omi to move the grain of the miyake of the land of Iga. Let the government house at the mouth of Nanotsu be repaired and built up.
Further, the miyake of those three lands, Tsukushi and Hi and Toyo, lie scattered district by district and are far apart, and the carrying of the grain is blocked by the distance. If ever there were sudden need, it would be hard to be ready at once. Let it be laid also upon the several districts to move a share, and let it be gathered and set up at the mouth of Nanotsu, to be ready against what is unlooked for and to be the life of the people for ever. Send this down early to the districts and the counties, that they may know my heart."
