天國排開廣庭天皇。男大迹天皇嫡子也。母曰手白香皇后。天皇愛之。常置左右。天皇幼時夢。有人云。天皇寵愛秦大津父者。及壯大。必有天下。寤驚遣使普求。得自山背國紀伊郡深草里。姓字果如所夢。於是忻喜遍身。歎夫曾夢。乃告之曰。汝有何事。答云。無也。但臣向伊勢。商價來還。山逢二狼相鬪■血。乃下馬洗漱口手。祈請曰。汝是貴神。而樂麁行。儻逢獵士。見禽尤速。乃抑止相鬪。拭洗血毛。遂遣放之。倶令全命。天皇曰。必此報也。乃令近侍。優寵日新。大致饒富。及至踐祚。拜大藏省。四年冬十月。武小廣國押盾天皇崩。皇子天國排開廣庭天皇令群臣曰。余幼年淺識。未閑政事。山田皇后明閑百揆。請就而決。山田皇后怖謝曰。妾蒙恩寵。山海■同。萬機之難。婦女安預。今皇子者。敬老慈少禮下賢者。日中不食。以待士。加以幼而穎脱早擅嘉聲。性是寛和。務存矜宥。請諸臣等。早令臨登位光臨天下。冬十二月庚辰朔甲申。天國排開廣庭皇子。即天皇位。時年若干。尊皇后曰皇太后。大伴金村大連。物部尾與大連爲大連。及蘇我稻目宿禰大臣爲大臣。並如故。
Emperor Amekuni Oshiharaki Hironiwa (天國排開廣庭天皇) was the legitimate son of Emperor Ōdo. His mother was called Empress Tashiraka. The emperor loved him and always kept him at his side.
When the emperor was a child, someone spoke to him in a dream. "If the emperor loves and cherishes Hata no Ōtsuchi, then when he is grown he will surely hold all under heaven."
He woke in wonder and sent messengers to seek far and wide, and found him in Fukakusa village, Kii district, Yamashiro province. The surname and the name were indeed as in the dream. At this joy spread through his whole body, and he marveled at that dream.
Then he said to him, "What has happened to you?"
He answered, "Nothing. Only, I was coming back from trading at Ise, and in the mountains I met two wolves fighting and shedding blood. So I got down from my horse, washed my mouth and my hands, and prayed. 'You are honored gods, yet you take pleasure in rough deeds. If you meet hunters, you will be caught all the sooner.' Then I stopped their fighting, wiped and washed the blood from their fur, and let them go at last, so that both might keep their lives."
The emperor said, "This is surely the repayment of that."
So he had him serve close by, and his love for him was new each day, and the man came to great plenty and wealth. When he ascended the throne, he put him in charge of the Treasury.
In the fourth year, in the tenth month of winter, Emperor Takeo Hirokuni Oshitate died.
The prince Amekuni Oshiharaki Hironiwa gave an order to the many ministers. "I am young in years and shallow in knowledge, and I am not yet practiced in government. Empress Yamada is clear and practiced in all matters. I ask that she take them up and decide them."
Empress Yamada was afraid and declined. "The favor and love I have received are like the mountains and the sea. In the hardness of the ten thousand affairs of state, how should a woman meddle? Now the prince honors the old and is kind to the young, and humbles himself before worthy men. He does not eat at midday, and so waits upon men of learning. Moreover from childhood he stood out, and early won a fair name. His nature is generous and mild, and he works at pity and pardon. I ask that the ministers have him ascend the throne early, and come to shine upon all under heaven."
In the twelfth month of winter, the first day being a gyeongjin day, on the gapsin day, the prince Amekuni Oshiharaki Hironiwa ascended the throne as emperor. How old he was then is not known. He raised the empress in title and called her the empress dowager. He made Ōtomo no Kanamura no Ōmuraji and Mononobe no Okoshi no Ōmuraji ōmuraji, and Soga no Iname no Sukune no Ōomi great minister. All were as before.
2An empress is set up
元年春正月庚戌朔甲子。有司請立皇后。詔曰。立正妃武小廣國押盾天皇女石姫爲皇后。是生二男。一女。長曰箭田珠勝大兄皇子。仲曰譯語田渟中倉太珠敷尊。少曰笠縫皇女。
In the first year, in spring, the first month, the first day being a gyeongsul day, on the gapja day, the officials in charge asked that an empress be set up.
He gave a decree. "Set up the chief consort Ishihime, daughter of Emperor Takeo Hirokuni Oshitate, as empress."
She bore two sons and one daughter. The eldest was called Prince Yata no Tamakatsu no Ōe, the middle one Osada no Nunakura no Futotamashiki no Mikoto, and the youngest Princess Kasanui.

3A man of Baekje comes
二月。百濟人己知部投化。置倭國添上郡山村。今山村己知部之先也。
In the second month a man of Baekje, Gijibu (己知部), came over and submitted. He was placed at Yamamura in Sofunokami district, Yamato province. He is the ancestor of the Gijibu of Yamamura today.
4The Emishi and the Hayato submit
三月。蝦夷。隼人。並率衆歸附。
In the third month the Emishi and the Hayato both led their people and came over and submitted.
5The palace of Kanasashi at Shikishima
秋七月丙子朔己丑。遷都倭國磯城郡磯城嶋。仍號爲磯城嶋金刺宮。
In autumn, the seventh month, the first day being a byeongja day, on the gichuk day, he moved the capital to Shikishima in Shiki district, Yamato province. So it was called the palace of Kanasashi at Shikishima.
6Four countries send envoys
八月。高麗。百濟。新羅。任那。並遣使獻。並修貢職。召集秦人。漢人等諸蕃投化者。安置國郡。編貫戸籍。秦人戸數惣七千五十三戸。以大藏掾爲秦伴造。
In the eighth month Goryeo, Baekje, Silla and Imna all sent envoys and offered gifts, and all fulfilled their duty of tribute.
He called together the Hata people and the Aya people and the others from the many lands who had come over and submitted, and placed them in the provinces and districts and entered them in the household registers. The households of the Hata people were seven thousand and fifty-three in all. He made an officer of the Treasury the Hata no Tomo no Miyatsuko.
7He asks how many men would strike Silla
九月乙亥朔己卯。幸難波祝津宮。大伴大連金村。許勢臣稻持。物部大連尾與等從焉。天皇問諸臣曰。幾許軍卒伐得新羅。物部大連尾與等奏曰。少許軍卒不可易征。襄者男大迹天皇六年。百濟遣使表請任那上■■。下■■。娑陀。牟婁四縣。大伴大連金村輙依表請許賜所求。由是新羅怨曠積年。不可輕爾而伐。於是大伴大連金村居住吉宅。稱疾不朝。天皇遣青海夫勾子。慰問慇懃。大連怖謝曰。臣所疾者非餘事也。今諸臣等謂臣滅任那。故恐怖不朝耳。乃以鞍馬贈使厚相資敬。青海夫人依實顯奏。詔曰。久竭忠誠。莫恤衆口。遂不爲罪。優寵彌深。是年也太歳庚申。
In the ninth month, the first day being an eulhae day, on the gimyo day, he went to the palace of Hafuritsu at Naniwa. Ōtomo no Ōmuraji Kanamura, Kose no Omi Inamochi and Mononobe no Ōmuraji Okoshi and the rest went with him.
The emperor asked the many ministers, "With how many soldiers could Silla be struck and taken?"
Mononobe no Ōmuraji Okoshi and the rest said, "With few soldiers it cannot easily be struck. In the sixth year of Emperor Ōdo, Baekje sent an envoy with a memorial asking for the four districts of Imna — Sangdari, Hadari, Sata and Moru. Ōtomo no Ōmuraji Kanamura at once followed the memorial and gave what was asked. From this the resentment of Silla has piled up for years, and they cannot be struck lightly."
At this Ōtomo no Ōmuraji Kanamura stayed at his house in Suminoe, said he was ill, and did not come to court.
The emperor sent Aomi no Otoji to comfort him with warm care. The ōmuraji was afraid and excused himself. "What ails me is nothing else. The many ministers now say that I destroyed Imna, and so in fear I do not come to court, that is all."
Then he gave a saddle and a horse to the messenger and treated her generously. Aomi no Otoji laid it all out as it was and reported it.
A decree was given. "You have long given your full loyalty. Do not grieve over the mouths of the crowd." In the end he was not punished, and the love shown him grew deeper still.
In this year the year sign was gyeongsin.
8The five consorts
二年春三月。納五妃。元妃。皇后弟曰稚綾姫皇女。是生石上皇子。次有皇后弟。曰日影皇女。是生倉皇子。次蘇我大臣稻目宿禰女曰堅鹽媛。生七男。六女。其一曰大兄皇子。是爲橘豐日尊。其二曰磐隈皇女。初侍祀於伊勢大神。後坐奸皇子茨城解。其三曰臈嘴鳥皇子。其四曰豐御食炊屋姫尊。其五曰椀子皇子。其六曰大宅皇女。其七曰石上部皇子。其八曰山背皇子。其九曰大伴皇女。其十曰櫻井皇子。其十一曰肩野皇女。其十二曰橘本稚皇子。其十三曰舎人皇女。次堅鹽媛同母弟曰小姉君。生四男。一女。其一曰茨城皇子。其二曰葛城皇子。其三曰渥部穴穗部皇女。其四曰泥部穴穗部皇子。其五曰泊瀬部皇子。
In the second year, in spring, the third month, he took five consorts.
The chief consort was the empress's younger sister, called Princess Wakaayahime. She bore Prince Isonokami.
Next there was another younger sister of the empress, called Princess Hikage. She bore Prince Kura.
Next, the daughter of the great minister Soga no Iname no Sukune was called Kitashihime, and she bore seven sons and six daughters. The first was Prince Ōe, who is Tachibana no Toyohi no Mikoto. The second was Princess Iwakuma, who at first served the great god of Ise in the rites, and afterward was caught in an affair with Prince Ibaraki and gave it up. The third was Prince Atori. The fourth was Toyomikekashikiyahime no Mikoto. The fifth was Prince Maroko. The sixth was Princess Ōyake. The seventh was Prince Isonokamibe. The eighth was Prince Yamashiro. The ninth was Princess Ōtomo. The tenth was Prince Sakurai. The eleventh was Princess Katano. The twelfth was Prince Tachibana no Moto no Waka. The thirteenth was Princess Toneri.
Next, the younger sister of Kitashihime by the same mother was called Oanenokimi, and she bore four sons and one daughter. The first was Prince Ibaraki. The second was Prince Kazuraki. The third was Princess Hashiudo no Anahobe. The fourth was Prince Hashiudo no Anahobe. The fifth was Prince Hatsusebe.

Calling her here the empress's younger sister makes it plain that she was a daughter of Emperor Hinokuma no Takata. Yet in setting out the names of the consorts, the surname of the mother consort and the name of the princess are not to be seen. It is not known what book this came from. One who looks into it hereafter will know.

9Kasuga no Nukako
次春日日柧臣女曰糠子。生春日山田皇女。與橘麻呂皇子。
Next, the daughter of Kasuga no Hitsume no Omi was called Nukako, and she bore Princess Kasuga no Yamada and Prince Tachibana no Maro.

In one book the first was Prince Ibaraki, the second Princess Hashiudo no Anahobe, the third Prince Hashiudo no Anahobe, whose other name was Prince Sumito, the fourth Prince Kazuraki, and the fifth Prince Hatsusebe. In one book the first was Prince Ibaraki, the second Prince Sumito, the third Princess Hashiudo no Anahobe, the fourth Prince Hashiudo no Anahobe, whose other name was Amakago, and the fifth Prince Hatsusebe. In the Teiō honki (帝王本紀) there are many old graphs, and the man who gathered and chose the text shifted and changed them many times. Later men, reading it as they had learned it, cut and corrected by their own sense. The copies made were already many, and so at last it came to error and confusion. First and last lost their order, and elder and younger brothers were set awry. Now the old and the new have been weighed against each other and brought back to what is true and right. Where it is hard to know at one look, one chosen reading is followed and the differences are set down in full in the notes. The rest all follow this.
10The counsel to raise Imna again
夏四月。安羅次旱岐夷呑奚。大不孫。久取柔利。加羅上首位古殿奚。卒麻旱岐。散半奚旱岐兒。多羅下旱岐夷他。斯二岐旱岐兒。子他旱岐等。與任那日本府吉備臣。往赴百濟倶聽詔書。百濟聖明王謂任那旱岐等言。日本天皇所詔者。全以復建任那。今用何策起建任那。盍各盡忠奉展聖懷。任那旱岐等對曰。前再三廻與新羅議而無答報所圖之旨。更告新羅尚無所報。今宜倶遣使徃奏天皇。夫建任那者。爰在大王之意。祗承教旨。誰敢間言。然任那境接新羅。恐致卓淳等禍。聖明王曰。昔我先祖速古王。貴首王之世。安羅。加羅。卓淳旱岐等。初遣使相通。厚結親好。以爲子弟。冀可恒隆。而今被誑新羅使天皇忿怒而任那憤恨。寡人之過也。我深懲悔。而遣下部中佐平麻鹵。城方甲背昧奴等赴加羅會干任那日本府相盟。以後繋念。
In summer, the fourth month, Itanhae (夷呑奚), Daebulson and Guchwiyuri, of the rank of chahanki (次旱岐) of Alla (安羅); Gojeonhae (古殿奚), the sangsuwi (上首位) of Gara (加羅); the hanki of Jolma; the son of the hanki of Sanbanhae (散半奚); Ita (夷他), the hahanki (下旱岐) of Dara (多羅); the son of the hanki of Saigi (斯二岐); the hanki of Jata (子他) and the rest went with Kibi no Omi of the Japanese office in Imna (任那日本府) to Baekje, and together they heard the decree.
King Seongmyeong (聖明王) of Baekje spoke to the hanki of Imna. "What the emperor of Japan has laid down in his decree is wholly that Imna be raised up again. Now by what plan shall Imna be raised and set up? Should we not each give our full loyalty and carry out the holy will?"
The hanki of Imna answered. "We took counsel with Silla two and three times before, but they gave no answer to what we proposed. We told Silla again, and still there is no answer. Now we should send envoys together and report to the emperor. The raising of Imna rests upon the will of the great king. If we take up your teaching with respect, who would dare put a word between? Yet the border of Imna touches Silla, and we fear it may bring on the ruin of Taksun and the others."
King Seongmyeong said, "In old days, in the time of our ancestors King Sokgo (速古王) and King Gwisu (貴首王), the hanki of Alla and Gara and Taksun first sent envoys and opened their dealings with us, and bound themselves in close and warm friendship, and became as sons and younger brothers. We hoped it would prosper forever.
But now we have been deceived by Silla, so that the emperor is angry and Imna is full of resentment. It is my own fault. I repented of it deeply, and sent Maro (麻鹵), the jungjwapyeong of the lower division, and Maeno (昧奴), the gapbae of the seongbang, and others, to go to Gara and meet the Japanese office in Imna and swear an oath together. From then on I have kept it in mind"

By "the others" are meant Takgitan and Gara. It says that the countries of Taksun and the rest met the ruin of being broken and destroyed.
11Why the three countries fell
相續圖建任那。旦夕無忘。今天皇詔稱。速建任那。由是欲共爾曹謨計。樹立任那國。宜善圖之。又於任那境。徴召新羅。問聽與不。乃倶遣使奏聞天皇。恭承示教。儻如使人未還之際。新羅候隙侵逼任那。我當往救。不足爲憂。然善守備。謹警無忘。別汝所道。恐致卓淳等禍。非新羅自強故所能爲也。其■己呑。居加羅與新羅境際。而被連年攻敗。任那無能救援。由是見亡。其南加羅。■爾狹小。不能卒備。不知所託。由是見亡。其卓淳上下携貳。主欲自附。内應新羅。由是見亡。因斯而觀三國之敗。良有以也。昔新羅請援於高麗。而攻撃任那與百濟。尚不剋之。新羅安獨滅任那乎。今寡人與汝戮力并心。翳頼天皇。任那必起。因贈物各有差。忻忻而還。
"and gone on planning to raise Imna, and morning and evening I have not forgotten it. Now the emperor's decree says, 'Raise Imna quickly.' For this I wish to plan together with you and set up the country of Imna. Plan it well.
Also, at the border of Imna, summon Silla and ask whether they will listen or not. Then send envoys together and report to the emperor, and take up his teaching with respect.
If, before the envoys return, Silla should watch for a gap and press in upon Imna, I will go and save you. That is not worth worrying over. But guard yourselves well, keep careful watch, and do not forget.
As for what you said apart, that you fear it may bring on the ruin of Taksun and the others — this was not what Silla could do by its own strength.
That Takgitan lay between the borders of Gara and Silla, and was attacked and broken year after year, and Imna could not save it. For this it fell.
That Namgara had land narrow and small, could not make ready for what came suddenly, and did not know where to lean. For this it fell.
That Taksun had high and low holding two hearts, and its lord wished to attach himself, and answered Silla from within. For this it fell.
Seen in this way, there was indeed a reason for the breaking of the three countries.
In old days Silla asked Goryeo for help and struck at Imna and Baekje, and still could not win. How should Silla destroy Imna alone?
Now if I join my strength and unite my heart with yours, and we lean upon the emperor, Imna will surely rise."
Then he gave them goods, each according to his rank. They went back rejoicing.
12He rebukes the Japanese office in Alla
秋七月。百濟聞安羅日本府與新羅通計。遣前部奈率鼻利莫古。奈率宣文。中部奈率木州昧淳。紀臣奈率彌麻沙等。使于安羅。召到新羅任那執事謨建任那。別以安羅日本府河内直通計新羅。深責罵之。乃謂任那曰。昔我先祖速古王。貴首王。與故旱岐等。始約和親。式爲兄弟。於是我以汝爲子弟。汝以我爲父兄。共事天皇。倶距強敵。安國全家至于今日。言念先祖與舊旱岐。和親之詞。有如■日。自茲以降。勤修隣好。遂敦與國。恩踰骨肉。善始有終。寡人之所恒願。未審何縁輕用浮辭。數歳之間。慨然失志。古人云。追悔無及。此之謂也。上達雲際。下及泉中。誓神乎今。改咎乎菖。一無隠匿。發露所爲。請誠通靈。深自克責。亦所宜取。盖聞。爲人後者。
In autumn, the seventh month, Baekje heard that the Japanese office in Alla was dealing and planning with Silla, and sent Birimakgo (鼻利莫古), the nasol of the front division, the nasol Seonmun (宣文), Mokjumaesun (木州昧淳), the nasol of the middle division, and Mimasa (彌麻沙), the Ki no Omi nasol, and the rest as envoys to Alla. They called in the stewards of Imna who had gone to Silla, and planned the raising of Imna.
Apart from this they deeply rebuked and reproached Kawachi no Atai of the Japanese office in Alla for dealing and planning with Silla.
Then they said to Imna:
"In old days our ancestors King Sokgo and King Gwisu first swore peace and friendship with the former hanki, and became elder and younger brothers. At this we made you sons and younger brothers, and you made us father and elder brother, and together we served the emperor and together we held off strong enemies, and so kept the country at peace and our houses whole until this day.
When we think of the words of peace and friendship of our ancestors and the old hanki, they are like the bright sun. From then on we have worked hard at good relations with our neighbors, and at last made warm the country we stand with. Our kindness went beyond flesh and bone. To begin well and to hold to the end is what I have always wished.
I do not understand for what reason light and empty words were used, so that in a few years the will was lost and everything came to nothing. The men of old said, 'To chase after repentance is not to overtake it.' This is what they meant.
Reaching up to the edge of the clouds and down into the springs below, swear now to the gods, mend the faults that are past, and bring out what you have done with nothing hidden. Ask that your sincerity reach the spirits, and blame yourselves deeply. This too is what should be taken up.
Now I have heard that one who becomes the heir of another"

By the Ki no Omi nasol is meant, it seems, one born to a Ki no Omi who married a woman of Han, and who stayed in Baekje and became a nasol. His father is not known in full. The rest all follow this.
百濟本記云。加不至費直阿賢移那斯佐魯麻都等。未詳也。
The Baekje bongi says they were Gabulji, Bijik, Ahyeon, Inasa, Jwaro and Mado. It is not known in full.
13Carry on the traces of the former kings
貴能負荷先軌。克昌堂構。以成勲業也。故今追崇先世和親之好。敬順天皇詔勅之詞。拔取新羅所折之國。南加羅。■己呑等。還屬本貫。遷實任那。永作父兄。恒朝日本。此寡人之所食不甘味。寢不安席。悔往戒今之所勞想也。夫新羅甘言希誑。天下之所知也。汝等妄信既堕人權。方今任那境接新羅。宜常設備。豈能弛柝。爰恐陷羅誣欺網穽。喪國亡家。爲人繋虜。寡人念茲。勞想而不能自安矣。竊聞。任那與新羅運策席際。現蜂蛇恠。亦衆所知。且夫妖祥所以戒行。災異所以悟人。當是明天告戒。先靈之徴表者也。禍至追悔。滅後思興。孰云及矣。今汝遵余。聽天皇勅。可立任那。何患不成。若欲長存本土。永御舊民。其謨在茲。可不愼也。聖明王更謂任那日本府曰。天皇詔稱。任那若滅。汝則無資。任那若興。汝則有援。今宜興建任那。使如舊日。以爲汝助。撫養黎民。謹承詔勅悚懼填胸。誓効丹誠。
"holds it dear to take up the traces that went before, to make the frame of the house shine, and so to complete his merit and his work.
Therefore I will now follow and honor the good friendship of the former age, take up with respect the words of the emperor's decree, win back the countries that Silla broke off and took — Namgara and Takgitan and the rest — return them to where they belong, move them over and fill Imna with them, and be father and elder brother forever, so that they come always to court in Japan. This is what makes my food taste sweet no longer and my mat uneasy in sleep, what I repent of in the past and guard against now, and think on with all my labor.
That Silla deceives with sweet words, all under heaven knows. You believed them rashly and have already fallen into another's hand.
Now the border of Imna touches Silla, and you should always keep your guard set. How can the watchman's clapper be slackened? I fear you may fall into the net and the pit of Silla's deceit, lose the country and ruin your houses, and be taken captive by others. When I think of this, think as hard as I may, I cannot be at ease.
I have heard quietly that when Imna and Silla were laying plans at their mat, the strange sign of bees and snakes appeared. This too is known to many.
Moreover, uncanny signs are what warn men of their conduct, and disasters and strange things are what wake men up. This is the bright heaven telling and warning, and the mark that the spirits of those who went before set forth. To repent after ruin has come, and to think of rising after you have fallen — who would say that overtakes anything?
Now if you follow me and heed the emperor's command, Imna can be set up. Why fear that it will not be done? If you wish to hold your own land long and rule your old people forever, the plan for it is here. Can you be anything but careful?"
King Seongmyeong spoke again to the Japanese office in Imna.
"The emperor's decree says, 'If Imna falls, then you have nothing to stand on. If Imna rises, then you have support. Now raise Imna up and set it as it was in the old days, and make it your help, and soothe and nourish the people.'
Taking up the decree with respect, my breast is full of awe. I swear to give my red sincerity"
14He warns the Japanese office
冀隆任那。永事天皇。猶如徃日。先慮未然。然後康樂。今日本府復能依詔。救助任那。是爲天皇所必襄讚。汝身所當賞祿。又日本卿等。久住任那之國。近接新羅之境。新羅情状。亦是所知。毒害任那。謨防日本。其來尚矣。匪唯今年。而不敢動者。近羞百濟。遠恐天皇。誘事朝廷。僞和任那。如斯感激任那日本府者。以未禽任那之間僞示伏從之状。願今候其間隙。■其不備。一擧兵而取之。天皇詔勅勸立南加羅。■己呑非但數十年。而新羅一不聽命。亦卿所知。且夫信敬天皇。爲立任那。豈若是乎。恐卿等輙信甘言。輕被謾語。滅任那國。奉辱天皇。卿其戒之。勿爲他欺。
"and hope that Imna will prosper and serve the emperor forever as it did in days gone by. Only after one has weighed what has not yet come to pass is there peace and joy.
If the Japanese office now follows the decree again and saves and helps Imna, this is what the emperor will surely praise and support, and what will bring reward and stipend to you yourself.
Also, the lords of Japan have lived long in the land of Imna and lie close to the border of Silla, so the state of Silla is known to you as well. That they have plotted to harm Imna and to shut Japan out goes back a long way. It is not this year only. Yet they have not dared to move, because near at hand they are ashamed before Baekje and far off they fear the emperor, and so they have coaxed the court and served it, and made a false peace with Imna.
What so moves the Japanese office in Imna is this: while they have not yet taken Imna captive, they show a false face of submission. I ask that you now watch for a gap, take them where they are unready, and raise your soldiers and take them at one stroke.
It is not merely a few tens of years since the emperor's decree urged that Namgara and Takgitan be set up, and that Silla has not once heeded the command is also known to you, my lords. And if they truly trusted and honored the emperor and wished Imna set up, would it be like this?
I fear that you, my lords, will suddenly believe sweet words and be taken in lightly by lying talk, and so destroy the country of Imna and bring shame upon the emperor. My lords, be on your guard. Do not be deceived by others."
15He reports on Hahan and Imna
秋七月。百濟遣紀臣奈率彌麻沙。中部奈率己連。來奏下韓任那之政。并上表之。
In autumn, the seventh month, Baekje sent Mimasa, the Ki no Omi nasol, and Giryeon (己連), the nasol of the middle division, who came and reported on the government of Hahan (下韓) and Imna, and along with this sent up a memorial.
16Mimasa and the rest go back
四年夏四月。百濟紀臣奈率彌麻沙等罷之。
In the fourth year, in summer, the fourth month, Mimasa, the Ki no Omi nasol of Baekje, and the rest went back.
17Goods of Funan are offered
秋九月。百濟聖明王。遣前部奈率眞牟貴文。護徳己州己婁。與物部施徳麻奇牟等來獻扶南財物與奴二口。
In autumn, the ninth month, King Seongmyeong of Baekje sent Jinmogwimun (眞牟貴文), the nasol of the front division, Gijugiru (己州己婁) of the hodeok rank, and Mononobe no Setoku Makimu and the rest, who came and offered goods of Funan (扶南) and two slaves.
18A dispute over the governors and castle lords of Hahan
冬十一月丁亥朔甲午。遣津守連。沼百濟曰。在任那之下韓。百濟郡令。城主。宜附日本府。并持詔書。宣曰。爾屡抗表。稱當建任那十餘年矣。表奏如此。尚未成之。且夫任那者爲爾國之棟梁。如折棟梁。誰成屋宇。朕念在茲。爾須早建。汝若早建任那。河内直等自當止退。豈足云乎。是日。聖明王聞宣勅已。歴問三佐平内頭及諸臣曰。詔勅如是。當復何如。三佐平等答曰。在下韓之我郡令。城主。不可出之。建國之事宜早聽聖勅。
In winter, the eleventh month, the first day being a jeonghae day, on the gabo day, he sent Tsumori no Muraji and gave a decree to Baekje. "The district governors (郡令) and castle lords (城主) of Baekje who are in Hahan of Imna should be attached to the Japanese office."
He also carried a written decree and made it known. "You have sent up memorials many times, saying you would set up Imna, and it is more than ten years. Your memorials say this, and still it is not done. Moreover Imna is the ridgepole and the beam of your country. If ridgepole and beam break, who will make the roof? My thought is on this, and you must set it up early. If you set up Imna early, Kawachi no Atai and the rest will draw back of themselves. What is there to speak of?"
On this day King Seongmyeong, when he had heard the command made known, asked all round of the three jwapyeong and the naedu and the many ministers. "The decree is like this. What should be done now?"
The three jwapyeong answered, "Our district governors and castle lords who are in Hahan cannot be sent out. As for setting up the country, we should heed the holy decree early."

19The many ministers take counsel
十二月。百濟聖明王。復以前詔普示群臣曰。天皇詔勅如是。當復何如。上佐平沙宅己婁。中佐平木州麻那。下佐平木尹貴。徳率鼻利莫古。徳率東城道天。徳率木州昧淳。徳率國雖多。奈率燕比善那等。同議曰。臣等禀性愚闇。都無智略。詔建任那。早須奉勅。今宜召任那執事。國國旱岐等。倶謀同計。抗表述志。又河内直移那斯。麻都等猶住安羅。任那恐難建之。故亦并表乞移本處也。聖明王曰。群臣所議。甚稱寡人之心。
In the twelfth month King Seongmyeong of Baekje showed the earlier decree again to the many ministers and said, "The emperor's decree is like this. What should be done now?"
Sataek Giru (沙宅己婁), the sangjwapyeong, Mokju Mana (木州麻那), the jungjwapyeong, Mogyungwi (木尹貴), the hajwapyeong, the deoksol Birimakgo, the deoksol Dongseong Docheon (東城道天), the deoksol Mokjumaesun, the deoksol Guksuda (國雖多), and the nasol Yeonbiseonna (燕比善那) and the rest took counsel together and said:
"We are foolish and dark by nature, and have no wisdom or plan at all. He has decreed that Imna be set up, and we should take up the command early. Now we should call the stewards of Imna and the hanki of every country, plan together and lay our counsel side by side, and send up a memorial setting out our will.
Also, Kawachi no Atai Inasa (移那斯) and Mado (麻都) and the rest are still staying in Alla, and we fear Imna will be hard to set up. So along with this we should send up a memorial and beg that they be moved back to the place they came from."
King Seongmyeong said, "What the many ministers have counseled fits my heart very well."
20He calls the stewards
是月。乃遣施徳高分。召任那執事與日本府執事。倶答言。過正旦而往聽焉。
In this month he sent Gobun (高分) of the sideok rank to call the stewards of Imna and the stewards of the Japanese office. They answered together, "We will go and hear when the new year's day has passed."
21He calls them again
五年春正月。百濟國遣使召任那執事與日本府執事。倶答言。祭神時到。祭了而往。
In the fifth year, in spring, the first month, the country of Baekje sent envoys to call the stewards of Imna and the stewards of the Japanese office. They answered together, "The time has come to sacrifice to the gods. We will go when the sacrifice is done."
22They send only men of low rank
是月。百濟復遣使召任那執事與日本府執事。日本府。任那。倶不遣執事。而遣微者。由是百濟不得倶謀建任那國。
In this month Baekje sent envoys again to call the stewards of Imna and the stewards of the Japanese office. The Japanese office and Imna both failed to send their stewards, and sent men of low rank. Because of this Baekje could not plan together the setting up of the country of Imna.
23He reproaches Kawachi no Atai
二月。百濟遣施徳馬武。施徳高分屋。施徳斯那奴次酒等。使于任那。謂日本府與任那旱岐等曰。我遣紀臣奈率彌麻沙。奈率己連。物部連奈率用歌多。朝謁天皇。彌麻沙等還自日本。以詔書宣曰。汝等宜共在彼日本府早建良圖副朕所望。爾其戒之。勿被他誑。又津守連從日本來。宣詔勅而問任那之政。故將欲共日本府任那執事。議定任那之政。奉奏天皇。遺召三廻尚不來到。由是不得共論圖計任那之政。奉奏天皇矣。今欲請留津守連。別以疾使。具申情状遣奏天皇。當以三月十日發遣使於日本。此使便到。天皇必須問汝。汝日本府卿。任那旱岐等。各宜發使共我使人。往聽天皇所宣之詔。別謂河内直。自昔迄今。唯聞汝悪。汝先祖等。倶懷奸僞。
In the second month Baekje sent Mamu (馬武) of the sideok rank, Gobunok (高分屋) of the sideok rank, and Sananochaju (斯那奴次酒) of the sideok rank and the rest as envoys to Imna, and they said to the Japanese office and the hanki of Imna:
"We sent Mimasa, the Ki no Omi nasol, the nasol Giryeon, and Mononobe no Muraji Yokata, the nasol, to attend court and be received by the emperor. Mimasa and the rest came back from Japan and made known a written decree: 'You should join with the Japanese office there and set up a good plan early, and meet what I hope for. Be on your guard, and do not be deceived by others.'
Also Tsumori no Muraji came from Japan, made known the decree, and asked about the government of Imna. So we wished to take counsel with the Japanese office and the stewards of Imna, settle the government of Imna, and report it to the emperor. We sent to call you three times, and still you did not come. Because of this we could not discuss and plan the government of Imna together and report to the emperor.
Now we mean to ask that Tsumori no Muraji stay, and send a swift messenger apart from him to set out the state of things in full and report to the emperor. We will send the envoy to Japan on the tenth day of the third month. When this envoy arrives, the emperor will surely ask you. You, the lord of the Japanese office, and the hanki of Imna, should each send out an envoy to go with our messenger and hear the decree the emperor makes known."
Apart from this he said to Kawachi no Atai, "From of old until now I have heard only of your wickedness. Your forefathers all carried a crooked and false heart"

24The Japanese office answers
誘説。爲哥可君專信其言不憂國難。乖背吾心縱肆暴虐。由是見逐。職汝之由。汝等來住任那。恒行不善。任那日損。職汝之由。汝是雖微。譬猶小火燒焚山野。連延村邑。由汝行惡。當敗任那。遂使海西諸國官家。不得長奉天皇之闕。今遣奏天皇。乞移汝等。還其本處。汝亦往聞。又謂日本府卿。任那旱岐等曰。夫建任那之國。不假天皇之威。誰能建也。故我思欲就天皇。請將士。而助任那之國。將士之粮我當須運。將士之數未限若干。運粮之處亦難自決。願居一處。倶論可不。擇從其善。將奏天皇。故頻遣召。汝猶不來。不得議也。日本府答曰。任那執事不赴召者。是由吾不遣。不得往之。吾遣奏天皇。還使宣曰。朕當以印哥臣。遣於新羅。以津守連。遺於百濟。汝待聞勅際。莫自勞徃新羅。百濟也。宣勅如是。會聞印哥臣使於新羅。乃追遣問天皇所宣詔。
"and coaxed men with words. Wigagimi trusted their words alone, did not grieve over the hardship of the country, went against my heart and turned his back on it, and did cruel and harsh things as he pleased. For this he was driven out, and it was your doing alone.
You came and lived in Imna and always did what was not good, and Imna grew less day by day, and it was your doing alone.
Though you are a small thing, you are like a little fire that burns the hills and the fields and spreads on from village to village. Through your evil doing Imna will surely be broken. In the end you have kept the government houses of the many countries west of the sea from serving the emperor's palace forever.
Now I will report to the emperor and beg that you be moved back to the place you came from. You too are to go and hear it."
He also said to the lord of the Japanese office and the hanki of Imna:
"Who could set up the country of Imna without borrowing the emperor's power? So I wish to go to the emperor and ask for generals and soldiers, and help the country of Imna. The food for the generals and soldiers I must carry myself. The number of the generals and soldiers is not yet fixed, and the place to carry the food to is hard for me to settle alone. I would have us sit in one place, discuss together what is right and what is not, choose and follow the best, and report to the emperor. So I have called you again and again, and still you have not come, and there was no taking counsel."
The Japanese office answered:
"That the stewards of Imna did not go when called is because I did not send them. They could not go. When I reported to the emperor, the messenger who came back made known, 'I shall send Iki no Omi to Silla and Tsumori no Muraji to Baekje. Wait until you hear my command, and do not put yourself to the trouble of going to Silla or Baekje.'
The command was made known in this way, and then I heard that Iki no Omi had gone as envoy to Silla, so I sent after him and asked about the decree the emperor had made known."

25Tsumori no Muraji passes through
曰。日本臣與任那執事。應就新羅。聽天皇勅。而不宣就百濟聽命也。後津守連遂來。過此。謂之曰。今余被遣於百濟者。將出在下韓之百濟郡令。城主。唯聞此説。不聞任那與日本府。會於百濟。聽天皇勅。故不徃焉。非任那意。於是任那旱岐等曰。由使來召、便欲徃參。日本府卿不肯發遣。故不徃焉。大王爲建任那。觸情曉示。覩茲忻喜難可具申。
"The answer was, 'The ministers of Japan and the stewards of Imna should go to Silla and hear the emperor's command.' It did not say to go to Baekje and hear the command.
Afterward Tsumori no Muraji came at last, and as he passed by here he said, 'I have now been sent to Baekje to have the district governors and castle lords of Baekje who are in Hahan sent out.'
I heard this word only. I did not hear that Imna and the Japanese office were to gather in Baekje and hear the emperor's command. So I did not go. It was not the will of Imna."
At this the hanki of Imna said, "When the messenger came and called us, we wished to go at once and take part, but the lord of the Japanese office would not send us. So we did not go. The great king has put out his whole heart to teach and show us, that he may set up Imna. Seeing this, our joy is hard to set out in full."
26He reports, asking that the two men be moved
三月。百濟遺奈率阿■得文。許勢奈率哥麻。物部奈率哥非等。上表曰。奈率彌麻沙。奈率己連等至臣蕃。奉詔書曰。爾等宜共在彼日本府同謀善計。早建任那。爾其戒之。勿被他誑。又津守連等至臣蕃。奉勅書。問建任那。恭承來勅。不敢停時。爲欲共謀。乃遣使召日本府與任那。倶對言。新年既至。願過而徃。久而不就。復遣使召。倶對言。祭時既至。願過而往。久而不就。復遣使召。而由遣微者。不得同計。夫任那之不赴召者。非其意焉。是阿賢移那斯。佐魯麻都。奸佞之所作也。夫任那者以安羅爲兄。唯從其意。安羅人者。以日本府爲天。唯從其意。今的臣。吉備臣。河内直等。咸從移那斯。麻都指■而已。移那斯。麻都。雖是小家微者。專擅日本府之政。又制任那。障而勿遣。由是不得同計奏答天皇。
In the third month Baekje sent the nasol Atakdeukmun (阿■得文), Gama (哥麻), the Kose nasol, and Gabi (哥非), the Mononobe nasol, and the rest, who sent up a memorial:
"The nasol Mimasa and the nasol Giryeon and the rest reached your servant's country and brought the written decree, which said, 'You should plan a good counsel together with the Japanese office there and set up Imna early. Be on your guard, and do not be deceived by others.'
Also Tsumori no Muraji and the rest reached your servant's country, brought the written command, and asked about the setting up of Imna. Taking up with respect the command that came down, we did not dare let the time slip. Wishing to plan together, we sent messengers and called the Japanese office and Imna.
They answered together, 'The new year has already come. We ask to go when it has passed.' They did not come for a long time, so we sent messengers and called them again. They answered together, 'The time of the sacrifice has already come. We ask to go when it has passed.' They did not come for a long time, so we sent messengers and called them again, but because they sent men of low rank we could not plan together.
That Imna did not come when called is not its own will. This is the work of the crookedness and flattery of Ahyeon Inasa and Jwaro Mado.
Imna makes Alla its elder brother and follows its will alone, and the men of Alla make the Japanese office their heaven and follow its will alone. Now Ikuha no Omi, Kibi no Omi, Kawachi no Atai and the rest all do only as Inasa and Mado point.
Though Inasa and Mado are lowly men of a small house, they take the government of the Japanese office wholly into their own hands, and they also block Imna and do not let it go. Because of this we cannot plan together and send an answer to the emperor."

27The tilling of Silla
故留己麻奴跪。別遣疾使迅如飛烏。奉奏天皇。假使二人。在於安羅。多行奸佞。任那難建。海西諸國。必不獲事。伏請移此二人。還其本處。勅唹日本府與任那。而圖建任那。故臣遣奈率彌麻沙。奈率己連等。副己麻奴跪上表以聞。於是詔曰。的臣等。往來新羅非朕心也。襄者。印支彌與阿鹵旱岐在時。爲新羅所逼。而不得耕種。百済路迥。不能救急。由的臣等往來新羅。方得耕種。朕所曾聞。若已建任那。移那斯。麻都。自然却退。豈足云乎。伏承此詔。喜懼兼懷。而新羅誑朝。知匪天勅。新羅春取■淳。仍擯出我久禮山戍。而遂有之。近安羅處。安羅耕種。近久禮山處。新羅耕種。各自耕之不相侵奪。而移那斯。麻都。過耕他界。六月逃去。於印支彌後來許勢臣時。新羅無復侵逼他境。
"So I have kept Komanuko here and sent a swift messenger apart from him, quick as a flying bird, to report to the emperor.
If these two men stay in Alla and do much that is crooked and flattering, Imna will be hard to set up, and the many countries west of the sea will surely fail to serve. I bow and ask that these two men be moved back to the place they came from.
Send down a decree to the Japanese office and to Imna, and have them plan the setting up of Imna. So your servant sends the nasol Mimasa and the nasol Giryeon and the rest, and joins them to Komanuko, to send up this memorial and report."
Then a decree was given:
"That Ikuha no Omi and the rest went back and forth to Silla was not my heart. In days gone by, when Ikimi and Aro hanki were there, they were pressed hard by Silla and could not till and sow. Baekje was far along the road and could not save them in their need. It was through Ikuha no Omi and the rest going back and forth to Silla that they could till and sow at last. This is what I have heard before. If Imna is once set up, Inasa and Mado will draw back of themselves. What is there to speak of?"
"I bow and take up this decree, and joy and fear come into my heart together. Yet I know that Silla's deceiving of the court is not the command of heaven.
In spring Silla took Taksun, then drove out our garrison at Gurye mountain and held it at last. The land near Alla was tilled by Alla, and the land near Gurye mountain was tilled by Silla, each tilling its own, and neither broke in upon the other and took it away. But Inasa and Mado crossed another's border to till, and in the sixth month they fled.
In the time of Kose no Omi, who came after Ikimi, Silla no longer broke in upon and pressed another's border."

28Mado wears the cap of Silla
安羅不言爲新羅逼不得耕種。臣甞聞。新羅毎春秋。多聚兵甲。欲襲安羅與荷山。或聞。當襲加羅。頃得書信。便遣將士。擁守任那。無懈怠也。頻發鋭兵。應時往救。是以任那随序耕種。新羅不敢侵逼。而奏百濟路迥。不能救急。由的臣等往來新羅。方得耕種。是上欺天朝。轉成奸佞也。曉然若是。尚欺天朝。自餘虚妄。必多有之。的臣等猶住安羅。任那之國恐難建立。宜早退却。臣深懼之。佐魯麻都雖是韓腹。位居大連。廁日本執事之間。入榮班貴盛之之例。而今反著新羅奈麻禮冠。即身心歸附。於他易照。熟觀所作。都無怖畏。故前奏惡行。具録聞訖。今猶著他服。日赴新羅域。公私往還。都無所憚。夫喙國之滅。匪由他也。喙國之凾跛旱岐。貳心加羅國。而内應新羅。加羅自外合戰。由是滅焉。若使凾跛旱岐不爲内應。喙國雖小。未必亡也。至於卓淳。亦復然之。假使卓淳國主不爲内應新羅招冦。
"Alla did not say that it was pressed hard by Silla and could not till and sow.
Your servant heard before that every spring and autumn Silla gathers many soldiers and much armor and means to fall upon Alla and Hasan (荷山), and I heard also that it means to fall upon Gara. Of late we got word by letter and at once sent generals and soldiers to guard Imna, and were not slack in it. Again and again we sent out swift troops and went to the rescue in good time. For this reason Imna tilled and sowed with the seasons, and Silla did not dare break in and press upon them.
So the report that 'Baekje was far along the road and could not save them in their need, and it was through Ikuha no Omi and the rest going back and forth to Silla that they could till and sow at last' is a deceiving of the heavenly court above, and turns into crookedness and flattery. When it is as plain as this and they still deceive the heavenly court, there must be much else that is empty and false.
If Ikuha no Omi and the rest stay on in Alla, I fear the country of Imna will be hard to set up. Have them draw back early. Your servant fears this deeply.
Jwaro Mado, though born of a woman of Han (韓), holds the place of ōmuraji, stands among the stewards of Japan, and has entered the ranks of honor and high standing. Yet now he wears instead the namarye (奈麻禮) cap of Silla, and so it is easily seen that his body and heart have gone over and attached themselves to another.
Watching closely what he does, there is no fear in him at all. So before this I reported his evil doings and set them down in full for you to hear. Even now he wears another's clothing and goes daily into the land of Silla, and comes and goes on public and private business with nothing at all that he shrinks from.
The fall of Takguk (喙國) was from no other cause. Hampa hanki (凾跛旱岐) of Takguk held two hearts toward the country of Gara and answered Silla from within, and Gara fought along with them from without. For this it fell. If Hampa hanki had not answered from within, Takguk, small though it was, would surely not have perished.
With Taksun it was the same. If the lord of Taksun had not answered Silla from within and called in the robbers,"
29It is the man who answers from within who ruins a country
豈至滅乎。歴觀諸國敗亡之禍。皆由内應貳心人者。今麻都等腹心新羅。遂着其服。徃還旦夕。陰搆■心。乃恐、任那由茲永滅。任那若滅。臣國孤危。思欲朝之。豈復得耶。伏願天皇玄鑒遠察。速移本處。以安任那。
"how should it have come to ruin?
Looking all round at the ruin and fall of the many countries, all of it came from men who answered from within and held two hearts.
Now Mado and the rest hold Silla in their heart, and have come at last to wear its clothing, and go back and forth morning and evening, secretly weaving the heart of a robber. I fear Imna will be destroyed forever through this. If Imna is destroyed, your servant's country stands alone and in danger. Though we wished to come to court, how could we do it again?
I bow and pray that the emperor look deep and look far, and move them back quickly to the place they came from, and so give Imna peace."
30The envoys go back

The Baekje bongi says that in winter, in the tenth month, the nasol Deukmun and the nasol Gama and the rest came back from Japan and said, "There was no command in answer on the matter of Kawachi no Atai Inasa and Mado and the rest that we reported."
31Three plans — the first
十一月。百濟遣使召日本府臣。任那執事曰。遺朝天皇。奈率得文。許勢奈率哥麻。物部奈率哥非等還自日本。今日本府臣及任那國執事。宜來聽勅同議任那。日本吉備臣。安羅下旱岐大不孫。久取柔利。加羅上首位古殿奚。卒麻君。斯二岐君。散半奚君兒。多羅二首位訖乾智。子他旱岐。久嵯旱岐。仍赴百濟。於是百濟王聖明略以詔書示曰。吾遣奈率彌麻佐。奈率己連。奈率用哥多等。朝於日本。詔曰。早建任那。又津守連奉勅問成任那。故遣召之。當復何如能建任那。請各陳謀。吉備臣。任那旱岐等曰。夫建任那國。唯在大王。欲冀遵王。倶奏聽勅。聖明王謂之曰。任那之國。與吾百濟。自古以來約爲子弟。今日本府印岐彌既討新羅。更將伐我。又樂聽新羅虚誕謾語也。夫遣印支彌於任那者。本非侵害其國。往古來今新羅无導。食言違信。而滅卓淳股肱之國。
In the eleventh month Baekje sent messengers to call the ministers of the Japanese office and the stewards of Imna, and said, "The nasol Deukmun, Gama the Kose nasol, and Gabi the Mononobe nasol, who were sent to attend the emperor's court, have come back from Japan. Now the ministers of the Japanese office and the stewards of the country of Imna should come, hear the command, and take counsel together on Imna."
Kibi no Omi of Japan; Daebulson and Guchwiyuri, the hahanki of Alla; Gojeonhae, the sangsuwi of Gara; the lord of Jolma; the lord of Saigi; the son of the lord of Sanbanhae; Heulgeonji (訖乾智), the isuwi of Dara; the hanki of Jata; and the hanki of Gucha (久嵯) then went to Baekje.
Then Seongmyeong, king of Baekje, showed them the gist of the written decree and said, "I sent the nasol Mimasa, the nasol Giryeon and the nasol Yokata and the rest to attend the court in Japan, and the decree said, 'Set up Imna early.' Tsumori no Muraji also took up the command and asked about the making of Imna. That is why I called you. What should be done now to set Imna up? I ask that each of you set out his plan."
Kibi no Omi and the hanki of Imna said, "The setting up of the country of Imna rests upon the great king alone. We would follow the king, report together, and hear the command."
King Seongmyeong said to them:
"The country of Imna and our Baekje have from of old been bound by an oath to be as sons and younger brothers. Now Ikimi of the Japanese office has already struck Silla, and would strike us next. He also likes to listen to the empty and deceiving words of Silla.
Ikimi was sent to Imna in the first place not to break in upon that country and harm it. From of old until now Silla has been without the way, has eaten its own words and broken faith, and destroyed Taksun, a country that was as our arms and legs."

32Three plans — the second and the third
欲快返悔。故遣召到倶承恩詔。欲冀興繼任那之國。猶如舊日永爲兄弟。竊聞。新羅。安羅兩國之境有大江水。要害之地也。吾欲據此脩繕六城。謹請天皇三千兵士。毎城充以五百。并我兵士勿使作田。而逼悩者。久禮山之五城、庶自投兵降首。卓淳之國。亦復當興。所請兵士吾給衣粮。欲奏天皇。其策一也。猶於南韓。置郡令。城主者。豈欲違背天皇遮斷貢調之路。唯庶尅濟多難殲撲強敵。凡厥凶黨。誰不謀附。北敵強大。我國微弱。若不置南韓郡領。城主修理防護。不可以禦此強敵。亦不可以制新羅。故猶置之攻逼新羅撫存任那。若不爾者。恐見滅亡不得朝聘。欲奏天皇。其策二也。又吉備臣。河内直。移那斯。麻都。猶在那國者。天皇雖詔建成任那。不可得也。請移此四人。各遣還其本邑。奏於天皇。其策三也。宜與日本臣。任那旱岐等。倶奉遣使。同奏天皇。乞聽恩詔。於是吉備臣。旱岐等曰。
"Wishing to have done with my regret quickly, I called you here, that we might take up the gracious decree together, raise up and carry on the country of Imna, and be elder and younger brothers forever as in the old days.
I have heard quietly that on the border of the two countries Silla and Alla there is a great river, a place of hold and defense. I wish to hold it and repair six castles there. I would respectfully ask the emperor for three thousand soldiers, five hundred to fill each castle, and with our own soldiers keep them from working their fields, and press and trouble them. Then the five castles of Gurye mountain will likely throw down their weapons of themselves and bow their heads and surrender. And the country of Taksun should rise again. The clothing and food of the soldiers I ask for I will supply myself. This I wish to report to the emperor. That is the first plan.
As for still setting district governors and castle lords in Namhan (南韓) — how should that be to turn our back on the emperor and cut off the road of tribute? It is only that we hope to win through many hardships and beat down a strong enemy. Of all that wicked crowd, who would not plan to join them? The enemy to the north is strong and great, and our country is small and weak. If we do not set district governors and castle lords in Namhan and keep up our defenses and guard them, we cannot hold off this strong enemy, and we cannot hold Silla down either. So we still set them there, to strike and press Silla and to soothe and preserve Imna. If we do not, I fear we shall be destroyed and be unable to come to court and pay our visits. This I wish to report to the emperor. That is the second plan.
Also, while Kibi no Omi, Kawachi no Atai, Inasa and Mado are still in that country, though the emperor decree that Imna be made, it cannot be got. I ask that these four men be moved and each sent back to his own home village, and I wish to report this to the emperor. That is the third plan.
Let us send envoys together with the ministers of Japan and the hanki of Imna, report together to the emperor, and beg to hear his gracious decree."
At this Kibi no Omi and the hanki said:
33A meeting that comes once in a thousand years
大王所述三策。亦協愚情而已。今願歸以敬諮日本大臣。安羅王。加羅王。倶遣使同奏天皇。此誠千載一會之期。可不深思而熟計歟。
"The three plans the great king has set out fit our foolish minds as well. Now we would go back and ask with respect of the great minister of Japan, the king of Alla and the king of Gara, and send envoys together and report to the emperor together. This is truly a meeting that comes once in a thousand years. How can we not think deeply on it and weigh it well?"

34The Mishihase on the island of Sado
十二月。越國言。於佐渡嶋北御名部之碕岸有肅愼人。乘一船舶而淹留。春夏捕魚充食。彼嶋之人言非人也。亦言鬼魅。不敢近之。嶋東禹武邑人採拾椎子。爲欲熟喫。著灰裏炮。其皮甲化成二人。飛騰火上一尺餘許。經時相闘。邑人深以爲異。取置於庭。亦如前飛相闘不已。有人占云。是邑人必爲魃鬼所迷惑。不久如言被其抄掠。於是肅愼人移就瀬波河浦。浦神嚴忌。人敢近。渇飮其水。死者且半。骨積於巖岫。俗呼肅愼隈也。
In the twelfth month the province of Koshi reported:
"On the shore of the cape of Minabe, north of the island of Sado, there were Mishihase (肅愼) men who had come in a single ship and stayed a long while. In spring and summer they caught fish for their food. The men of that island said they were not men, and said they were goblins, and did not dare go near them.
A man of the village of Umu, east of the island, gathered acorns and, wishing to cook and eat them, put them in the ashes and roasted them. Their husks turned into two men, who flew up a foot or so above the fire and fought each other for a while. The villager thought it very strange and took them and set them in his yard. Again they flew as before and did not stop fighting each other.
Someone divined and said, 'The men of this village will surely be bewitched by goblins.' Before long, as the words had said, they were plundered.
Then the Mishihase men moved to the shore of the river Senami. The god of that shore was greatly to be shunned, and men did not dare go near it. They were thirsty and drank the water there, and half of them died. Their bones piled up in a cave in the rock, and the people call it the Mishihase bend."
35Hadehi is sent to Baekje
六年春三月。遣膳臣巴提便使于百濟。
In the sixth year, in spring, the third month, Kashiwade no Omi Hadehi was sent as envoy to Baekje.
36Baekje sends up a memorial
夏五月。百濟遣奈率其悛。奈率用哥多。施徳次酒等上表。
In summer, the fifth month, Baekje sent the nasol Gijun (其悛), the nasol Yokata, and Chaju of the sideok rank and the rest, who sent up a memorial.
37Goods of Wu are given
秋九月。百濟遣中部護徳菩提等使于任那。贈呉財於日本府臣及諸旱岐各有差。
In autumn, the ninth month, Baekje sent Bori (菩提) of the hodeok rank of the middle division and the rest as envoys to Imna, and gave goods of Wu to the ministers of the Japanese office and to the many hanki, each according to his rank.
38A sixteen-foot Buddha image is made
是月。百濟造丈六佛像。製願文曰。盖聞。造丈六佛功徳甚大。今敬造。以此功徳。願天皇獲勝善之徳。天皇所用彌移居國倶蒙福祐。又願普天之下一切衆生皆蒙解脱。故造之矣。
In this month Baekje made a sixteen-foot Buddha image (丈六) and wrote a prayer for it, saying:
"I have heard that the merit of making a sixteen-foot Buddha image is very great. Now it is made with reverence. By this merit may the emperor gain surpassing and good virtue, and may the lands of the miyake that the emperor rules all receive blessing and help. And may all living beings under the wide heaven all gain release. For this it is made."
39Hadehi kills a tiger
冬十一月。膳臣巴提便還自百濟言。臣被遣使。妻子相逐去。行至百濟濱。日晩停宿。小兒忽亡不知所之。其夜大雪。天曉始求有虎連跡。臣乃帶刀■甲。尋至巖岫。拔刀曰。敬受絲綸、劬勞陸海、櫛風沐雨、藉草班荊者。爲愛其子令紹父業也。惟汝威神。愛子一也。今夜兒亡。追蹤覓至。不畏亡命。欲報故來。既而其虎進前開口欲噬。巴提便忽申左手。執其虎舌。右手刺殺。剥取皮還。
In winter, the eleventh month, Kashiwade no Omi Hadehi came back from Baekje and said:
"When your servant was sent as envoy, my wife and children went along with me. We went on and came to the shore of Baekje, and as the day grew late we stopped for the night. My little boy was suddenly gone and I did not know where. That night deep snow fell. When the sky grew light I began to search, and there were the tracks of a tiger going on ahead.
So your servant put on his sword and his armor, and searching came to a cave in the rock, and drew his sword and said, 'That a man takes the lord's command with reverence, toils on land and sea, combs his hair in the wind and bathes in the rain, spreads grass and lays out thorn branches to sleep — it is because he loves his child and would have him carry on his father's work. You too are a god of might, and loving a child is one and the same. Tonight my child is gone, and I followed the traces and came here. I do not fear to lose my life. I have come to repay you.'
Then the tiger came forward and opened its mouth to bite. Hadehi suddenly put out his left hand and seized the tiger's tongue, and with his right hand stabbed it dead. He stripped off the skin, took it, and came back."

The Baekje bongi says that in the twelfth month, on the gabo day, the Segun (細群) and the Chugun (麁群) of the country of Goryeo fought at the palace gate. They beat drums and fought. The Segun were beaten, and for three days they did not lay down their arms. The sons and grandsons of the Segun were all seized and put to the sword. On the musul day King Kokuko no Oka no Uhe of Goryeo died.
41The envoys of Baekje go back
七年春正月甲辰朔丙午。百濟使人中部奈率己連等罷歸。仍賜以良馬七十匹。船一十隻。
In the seventh year, in spring, the first month, the first day being a gapjin day, on the byeongo day, the envoys of Baekje, the nasol Giryeon of the middle division and the rest, went back. With them were given seventy good horses and ten ships.
42Tribute is offered
夏六月壬申朔癸未。百濟遣中部奈率掠葉禮等獻調。
In summer, the sixth month, the first day being an imsin day, on the gyemi day, Baekje sent Yakyeomnye (掠葉禮), the nasol of the middle division, and the rest, who offered tribute.
43A fine horse
秋七月。倭國今來郡言。於五年春。川原民直宮登樓騁望。乃見良駒。睨影高鳴。輕超母脊。就而買取。襲養兼年。及壯鴻驚龍■。別輩越群。服御随心。馳驟合度。超渡大内丘之壑十八丈焉。川原民直宮。桧隈邑人也。
In autumn, the seventh month, Imaki district in Yamato province reported:
"In the spring of the fifth year Kawahara no Tami no Atai Miya climbed a tower and looked far off, and saw a fine colt. It eyed its own shadow and neighed loudly, and leapt lightly over its mother's back. He went and bought it, and reared it for several years. When it was grown it was like a startled wild goose and a soaring dragon, and stood out above the herd. It followed the mind of the man who rode it, and its running kept to the measure. It leapt across a gorge of the hill of Ōuchi eighteen jang wide."
Kawahara no Tami no Atai Miya was a man of the village of Hinokuma.

44Goryeo is in great disorder

The Baekje bongi says that in the first month, on the byeongo day, Goryeo set up the son of the middle consort as king, and he was eight years old. The king of Goryeo had three consorts. The chief consort had no son. The middle consort bore the heir, and her mother's house was the Chugun. The lesser consort bore a son, and her mother's house was the Segun. When the king of Goryeo fell gravely ill, the Segun and the Chugun each wished to set up the son of their own consort. So those of the Segun who died were more than two thousand.
45He asks for troops to rescue him
八年夏四月。百濟遣前部徳率眞慕宣文。奈率哥麻等。乞救軍。仍貢下部東城子言代徳率■休麻那。
In the eighth year, in summer, the fourth month, Baekje sent Jinmoseonmun (眞慕宣文), the deoksol of the front division, and the nasol Gama and the rest, and begged for troops to rescue them. With them they offered Dongseongjaeon (東城子言) of the lower division to take the place of the deoksol Munhyumana (■休麻那).
46He promises to send the rescue
春正月癸巳朔乙未。百濟使人前部徳率眞慕宣文等請罷。因詔曰。所乞救軍必當遣救。宜速報王。
In spring, the first month, the first day being a gyesa day, on the eulmi day, the envoys of Baekje, Jinmoseonmun the deoksol of the front division and the rest, asked to go back. A decree was then given. "The rescuing troops you begged for will surely be sent to your aid. Report it to your king quickly."
47The fighting at the castle of Majin
九年夏四月壬戌朔甲子。百濟遣中部柾率掠葉禮等奏曰。徳率宣文等奉勅至臣蕃曰。所乞救兵應時遣送。祗承恩詔。喜慶無限。然馬津城之役虜謂之曰。由安羅國與日本府招來勸罰罸。以事准況。寔當相似。然三廻欲審其言遣召。而並不來。故深勞念。伏願。可畏天皇先爲勘當。躄停所乞救兵。待臣遣報。詔曰。式聞呈奏。爰覿所憂。日本府與安羅不救隣難。亦朕所疾也。又復密使于高麗者。不可信也。朕命即自遣之。不命何容可得。願王開襟緩帶。恬然自安。勿深疑懼。宜共任那依前勅。戮力倶防北敵。各守所封。朕當遣送若干人。充實安羅逃亡空地。
In the ninth year, in summer, the fourth month, the first day being an imsul day, on the gapja day, Baekje sent Yakyeomnye, the nasol of the middle division, and the rest, who reported:
"The deoksol Seonmun and the rest took up the command and came to your servant's country, saying, 'The rescuing troops you begged for will be sent in good time.' Taking up the gracious decree with respect, our joy and gladness are without end.
But in the fighting at the castle of Majin (馬津城) one who was taken captive said, 'It was the country of Alla and the Japanese office that called them in and urged them to strike.' Weighing it against the facts, it does indeed look to be so.
Yet three times we called them, wishing to look into that saying, and none of them came. So we think hard on it. We bow and pray that the dread emperor look into it first, and hold back for a while the rescuing troops we begged for, and wait for your servant to report."
A decree was given:
"I have heard the report you sent up, and have seen what you are troubled by. That the Japanese office and Alla did not save a neighbor in its hardship is hateful to me as well. And that they secretly sent envoys to Goryeo cannot be believed. If I command it, they go at once of themselves; since I did not command it, how could it be so?
Let the king open his collar and loosen his belt, be at ease in himself, and not doubt or fear deeply. Join with Imna according to the earlier command, gather your strength and hold off the northern enemy together, and each guard what is given to him. I will send some number of men to fill the land of Alla that is empty where men have fled."

In the sixth month, the first day being a sinyu day, on the imsul day, he sent an envoy and gave a decree to Baekje. "How is it since the deoksol Seonmun went back? What is the news? I hear that your country has been harmed by the robbers of Goryeo. Join with Imna, urge each other on, and plan together as before and hold them off."
49The envoys go back
閏七月庚申朔辛未。百濟使人掠葉禮等罷歸。
In the intercalary seventh month, the first day being a gyeongsin day, on the sinmi day, the envoys of Baekje, Yakyeomnye and the rest, went back.
50Help in building a castle
冬十月。遣三百七十人於百濟助築城於得爾辛。
In winter, the tenth month, three hundred and seventy men were sent to Baekje to help in building a castle at Deugisin (得爾辛).
51The rescuing troops are held back
夏六月乙酉朔辛卯。將徳久貴。固徳馬次文等請罷歸。因詔曰。延那斯。麻都。陰私遣使高麗者。朕當遣問虚實。所乞軍者依願停之。
In summer, the sixth month, the first day being an eulyu day, on the sinmyo day, Gugwi (久貴) of the jangdeok rank and Machamun (馬次文) of the godeok rank and the rest asked to go back. A decree was then given. "As for Yeonnasa (延那斯) and Mado secretly sending envoys of their own to Goryeo, I will send men and ask whether it is false or true. The soldiers you begged for are held back, as you wished."
52Thirty sets of arrows are given
十一春二月辛巳朔庚寅。遣使詔于百濟曰。朕依將徳久貴。固徳馬進文等所上表意一一教示如視掌中。思欲具情。冀將盡抱。大市頭歸後。如常無異。今但欲審報辭。故遣使之。又復朕聞。奈率馬武是王之股肱臣也。納上傳下。甚協王心而爲王佐。若欲國家無事。長作官家永奉天皇。宜以馬武爲大使。遣朝而已。重詔曰。朕聞。北敵強暴。故賜矢卅具。庶防一處。
In the eleventh year, in spring, the second month, the first day being a sinsa day, on the gyeongin day, he sent an envoy and gave a decree to Baekje:
"Following the meaning of the memorial sent up by Gugwi of the jangdeok rank and Majinmun of the godeok rank and the rest, I will teach and show you each thing one by one, as clearly as looking into the palm of the hand. I wish to know your mind in full, and I hope you will set out all that you hold.
Since Ōichi no Obito came back, things are as they always were, with nothing different. Now I send an envoy only because I wish to look into your answering words.
And I hear that the nasol Mamu (馬武) is a minister who is as the king's own arms and legs, taking up what comes from above and passing on what goes below, fitting the king's heart very well and being the king's helper. If you wish your country to be without trouble, and to be a government house forever and serve the emperor forever, make Mamu your chief envoy and send him to court. That is all."
He gave a further decree. "I hear that the northern enemy is strong and fierce. So I give you thirty sets of arrows. I hope they may hold even one place."

53Slaves of Goryeo are offered
夏四月庚辰朔。在百濟日本王人方欲還之。百濟王聖明謂王人曰。任那之事奉勅堅守。延那斯。麻都之事。問與不問唯從勅之。因獻高麗奴六口別贈王人奴一口。
In summer, the fourth month, on the gyeongjin day that was the first of the month, the king's envoy (王人) of Japan who was in Baekje was about to go back.
Seongmyeong, king of Baekje, said to the king's envoy, "In the matter of Imna we will take up the command and hold fast. In the matter of Yeonnasa and Mado, whether we are asked or not asked, we will follow the command alone."
Then he offered six slaves of Goryeo, and gave one slave to the king's envoy apart from these.

On the eulmi day Baekje sent Pigugeun (皮久斤), the nasol of the middle division, and Jakganna (灼干那) of the sideok rank of the lower division and the rest, who offered ten captives of Goryeo.
55Barley seed is given
十二年春三月。以麥種一千斛賜百濟王。
In the twelfth year, in spring, the third month, a thousand seom of barley seed were given to the king of Baekje.
56Baekje takes Hanseong and Pyeongyang
是歳。百濟聖明王親率衆及二國兵往伐高麗。獲漠城之地。又進軍討平壌。凡六郡之地。遂復故地。
In this year King Seongmyeong of Baekje himself led his people and the soldiers of the two countries, went and struck Goryeo, and took the land of Hanseong (漢城). He also moved his soldiers forward and struck Pyeongyang (平壤), and the land of six districts in all was won back at last as their old land.

58Three countries ask for rescuing troops
五月戊辰朔乙亥。百濟。加羅。安羅。遣中部徳率木州今敦。河内部阿斯比多等。奏曰。高麗與新羅。通和并勢。謀滅臣國與任那。故謹求請救兵。先攻不意。軍之多少隨天皇勅。詔曰。今百濟王。安羅王。加羅王。與日本府臣等。倶遣使奏状聞訖。亦宜共任那。并心一力。猶尚若茲。必蒙上天擁護之福。亦頼可畏天皇之靈也。
In the fifth month, the first day being a mujin day, on the eulhae day, Baekje, Gara and Alla sent Mokjugeumdon (木州今敦), the deoksol of the middle division, and Asabida (阿斯比多) of the Hanae division and the rest, who reported:
"Goryeo and Silla have made peace with each other and joined their strength, and plan to destroy your servant's country and Imna. So we respectfully seek and ask for rescuing troops. We would strike first where they do not expect it. As for how many soldiers, we will follow the emperor's command."
A decree was given. "I have heard in full what the king of Baekje, the king of Alla and the king of Gara, together with the ministers of the Japanese office, have sent envoys to report. Join with Imna as well, bring your hearts together and make your strength one. If you do this, you will surely receive the blessing of heaven's sheltering, and you will have the help of the spirit of the dread emperor besides."
59The law of the Buddha is handed over
冬十月。百濟聖明王遣西部姫氏達率怒■斯致契等。獻釋迦佛金銅像一躯。幡盖若干・經論若干卷。別表讃流通禮拜功徳云。是法於諸法中最爲殊勝。難解難入。周公。孔子尚不能知。此法能生無量無邊福徳果報。乃至成辨無上菩提。譬如人懷隨意寶。逐所須用。盡依情。此妙法寶亦復然。祈願依情無所乏。且夫遠自天竺。爰■三韓。依教奉持。無不尊敬。由是百濟王臣明謹遣陪臣怒■斯致契。奉傳帝國。流通畿内。果佛所記我法東流。是日。天皇聞已歡喜踊躍。詔使者云。朕從昔來未曾得聞如是微妙之法。然朕不自决。乃歴問群臣曰。西蕃獻佛相貌端嚴。全未曾看。可禮以不。蘇我大臣稻目宿禰奏曰。西蕃諸國一皆禮之。豐秋日本豈獨背也。物部大連尾輿。中臣連鎌子同奏曰。我國家之王天下者。恒以天地社稷百八十神。春夏秋冬祭拜爲事。方今改拜蕃神。恐致國神之怒。
In winter, the tenth month, King Seongmyeong of Baekje sent Norisachigye (怒■斯致契), the dalsol of the Hui clan (姫氏) of the western division, and the rest, who offered one gilt bronze image of Shakyamuni Buddha, a number of banners and canopies (幡盖), and several volumes of sutras and treatises (經論).
Apart from this he sent up a memorial praising the merit of spreading the law abroad and of worship, saying:
"This law is the most excellent among all the laws. It is hard to understand and hard to enter, and even the Duke of Zhou and Confucius could not know it. This law can bring forth blessing and reward beyond measure and beyond bound, and at last brings a man to complete the highest awakening.
It is like a man holding a jewel that grants his will, so that whatever he seeks to use it for follows his will entirely. The jewel of this wonderful law is the same, and what is prayed and wished for comes about at will, with nothing lacking.
From far off in Tianzhu even to the Three Han there is no one who does not take it up and hold to it as it teaches, and honor and revere it. For this reason Myeong (明), king of Baekje, your servant, respectfully sends his attendant minister Norisachigye to carry it and hand it over to the imperial country (帝國), and to have it spread abroad in the home provinces. This carries out what the Buddha set down, that 'my law shall flow eastward.'"
On this day the emperor heard it and leapt for joy, and gave a decree to the envoy. "From of old until now I have never yet heard a law so fine and subtle as this. Yet I will not decide it myself."
Then he asked all round of the many ministers. "The form of the Buddha offered by the country of the west is upright and solemn, and I have never seen the like at all. Should he be worshiped or not?"
Soga no Ōomi Iname no Sukune reported, "The many countries of the west all worship him alike. How should Toyoakitsu Japan turn its back on him alone?"
Mononobe no Ōmuraji Okoshi and Nakatomi no Muraji Kamako reported together, "Those who have been king over all under heaven in our country have always made it their work to sacrifice and bow to heaven and earth and to the hundred and eighty gods of the land and grain, in spring and summer and autumn and winter. If now we change and bow to a foreign god, we fear it will bring on the anger of the gods of the country."

60The image is thrown into the water
天皇曰。宜付情願人稻目宿禰。試令禮拜。大臣跪受而忻悦安置小墾田家。懃脩出世業爲因。淨捨向原家爲寺。於後國行疫氣。民致夭殘。久而愈多。不能治療。物部大連尾輿。中臣連鎌子同奏曰。昔日不須臣計致斯病死。今不遠而復。必當有慶。宜早投弃。懃求後福。天皇曰。依奏。有司乃以佛像流弃難波堀江。復縱火於伽藍。燒燼更無餘。於是天無風雲忽炎大殿。
The emperor said, "Give it to Iname no Sukune, the man who wishes it in his heart, and let him worship it as a trial."
The great minister knelt and received it, and in his joy set it up in his house at Oharida. He worked hard at the practice that leads out of the world and made it his cause, and he gave up his house at Mukahara and made it a temple.
Afterward a breath of plague went through the country, and the people came to die young, and as time went on there were more and more of them, and it could not be cured.
Mononobe no Ōmuraji Okoshi and Nakatomi no Muraji Kamako reported together, "Because your servants' counsel was not used before, it has come to these deaths from sickness. If you turn back now before you have gone far, there will surely be good fortune. Throw it away early and seek blessing for the days to come with all your heart."
The emperor said, "Do as you report."
The officials in charge then let the image of the Buddha float away in the canal of Horie at Naniwa, and set fire to the temple besides, and burned it until nothing at all was left. At this, with no wind or cloud in the sky, the great hall suddenly took fire.
61Baekje gives up Hanseong and Pyeongyang
是歳。百濟棄漢城與平壤。新羅因此入居漢城。今新羅之牛頭方。尼彌方也。
In this year Baekje gave up Hanseong and Pyeongyang. Silla thereupon went into Hanseong and lived there. This is Udubang (牛頭方) and Imibang (尼彌方) of Silla today.

62He begs for soldiers again

In the fourteenth year, in spring, the first month, the first day being a gapja day, on the eulhae day, Baekje sent Gwayachaju (科野次酒), the deoksol of the upper division, and Yesaedon (禮塞敦) of the gansol rank and the rest, and begged for soldiers.
63The envoys go back
正月戊寅。百濟使人中部徳率木■今敦。河内部阿斯比多等罷歸。
In the first month, on the muin day, the envoys of Baekje, Mokhyeopgeumdon, the deoksol of the middle division, and Asabida of the Hanae division and the rest, went back.
64The camphor-wood image of the temple of Yoshino
夏五月戊辰朔。河内國言。泉郡茅渟海中有梵音。震響若雷聲。光彩晃曜如日色。天皇心異之。遣溝邊直入海求訪。是月。溝邊直入海果見樟木浮海玲瓏。遂取而獻。天皇命畫工造佛像二躯。今吉野寺放光樟像也。
In summer, the fifth month, on the mujin day that was the first of the month, the province of Kawachi reported. "In the sea of Chinu in Izumi district there is a Brahma voice (梵音), and it sounds out like thunder, and a light shines bright like the color of the sun."
The emperor thought it strange in his heart, and sent Mizobe no Atai to go into the sea and search for it.
In this month Mizobe no Atai went into the sea and indeed saw a camphor tree floating on the water and shining clear. He took it at last and offered it up. The emperor ordered his painters to make two images of the Buddha. These are the camphor-wood images of the temple of Yoshino that give out light today.

65Doctors of medicine and of the calendar are sent
六月。遣内臣使於百濟。仍賜良馬二疋。同船二隻。弓五十張。箭五十具。勅云。所請軍者。隨王所須。別勅醫博士。易博士。暦博士等。宜依番上下。今上件色人正當相代年月。宜付還使相代。又卜書。暦本種種藥物可付送。
In the sixth month Uchi no Omi was sent as envoy to Baekje. With him were given two good horses, two ships of the same kind, fifty bows and fifty sets of arrows.
The command said, "The soldiers you asked for will be as the king wishes to use them."
Apart from this the command said, "The doctors of medicine (醫博士), the doctors of divination (易博士) and the doctors of the calendar (暦博士) should be sent up and down in their turn. The men of these kinds set down above have now come to the year and the month for their change, so send them with the returning envoy and change them over. Books of divination and books of the calendar and medicines of every kind may also be sent along."

66Fune no Fubito

In autumn, the seventh month, the first day being a sinyu day, on the gapja day, he went to the palace of Kusumagari.
Soga no Ōomi Iname no Sukune took up the command and sent Wangjini (王辰爾) to count and set down the tax laid on the ships. Wangjini was then made head of the ships, and for this a surname was given him, Fune no Fubito. He is the ancestor of the Fune no Muraji today.
67Silla and Goryeo plan together
八月辛卯朔丁酉。百濟遺上部奈率科野新羅。下部固徳■休帶山等上表曰。去年臣等同議、遣内臣徳率次酒。任那大夫等。奏海表諸彌移居之事。伏待恩詔如春草之仰甘雨也。今年忽聞。新羅與狛國通謀云。百濟與任那頻詣日本。意謂是乞軍兵伐我國歟。事若實者。國之敗亡可企踵而待。庶先日本兵未發之間。伐取安羅絶日本路。其謀若是。臣等聞茲深懷危即遣疾使輕舟。馳表以聞。伏願。天慈速遣前軍後軍。相續來救。逮于秋節以固海表彌移居也。若遲晩者噬臍無及矣。所遣軍衆來到臣國。衣糧之費。臣當充給。來到任那亦復如是。若不堪給。臣必助充令無乏少。別的臣敬受天勅。來撫臣蕃。夙夜乾乾勤修庶務。由是海表諸蕃皆稱其善。謂當萬歳肅清海表。不幸云亡。深用追痛。今任那之事誰可修治。伏願天慈速遣其代。以鎭任那。又復海表諸國、甚乏弓馬。自古迄今。受之天皇。以禦強敵。伏願天慈多■弓馬。
In the eighth month, the first day being a sinmyo day, on the jeongyu day, Baekje sent Gwayasilla (科野新羅), the nasol of the upper division, and Munhyudaesan (■休帶山) of the godeok rank of the lower division and the rest, who sent up a memorial:
"Last year your servants took counsel together and sent the Uchi no Omi, the deoksol Chaju, and the great men of Imna, to report on the matter of the many miyake beyond the sea. We bowed and waited for your gracious decree as the spring grass looks up for sweet rain.
This year we suddenly heard that Silla and Goryeo had planned together and said, 'Baekje and Imna go often to Japan. Their mind is perhaps to borrow soldiers and strike our countries. If this is true, we may stand on tiptoe and wait for the breaking and ruin of our countries. Let us take Alla before the soldiers of Japan have set out, and cut the road to Japan.'
Such is their plan, and your servants, hearing it, held deep danger in their hearts, and at once put a swift messenger in a light boat and hurried this memorial to you to report.
We bow and pray that in your heavenly kindness you quickly send a front force and a rear force, one after the other, to come and save us, and make firm the many miyake beyond the sea before the autumn season. If it is late, we may bite our navels and not reach them.
When the soldiers you send reach your servant's country, your servant will meet the cost of their clothing and food. It will be the same when they reach Imna. If we cannot meet it all, your servant will surely help fill it out so that there is no lack.
Apart from this, Ikuha no Omi took up the emperor's command with respect and came to soothe your servant's country, and from early dawn until night he worked hard and set many matters in order. For this the many countries beyond the sea all spoke of his goodness, and said that he would keep the lands beyond the sea clean for ten thousand years. Unhappily he has died, and we grieve deeply for him. Who now will set the affairs of Imna in order? We bow and pray that in your heavenly kindness you quickly send one in his place, and so settle Imna.
Also, the many countries beyond the sea are very short of bows and horses. From of old until now we have received them from the emperor and held off strong enemies. We bow and pray that in your heavenly kindness you give us bows and horses in plenty."
68Yeochang fights Goryeo
冬十月庚寅朔己酉。百濟王子餘昌悉發國中兵。向高麗國。築百合野塞眠食軍士。是夕觀覽。鉅野墳腴。平原濔■。人跡罕見。犬聲蔑聞。俄而脩忽之際。聞鼓吹之聲。餘昌乃大驚打鼓相應。通夜固守。凌晨起見。曠野之中覆如青山。旌旗充滿。會明有着頚鎧者一騎挿鐃者二騎。珥豹尾者二騎并五騎。連轡到來問曰。小兒等言。於吾野中客人有在。何得不迎禮也。今欲早知。與吾可以禮問答者姓名年位。餘昌對曰。姓是同姓。位是杆率。年廿九矣。百濟反問。亦如前法而對答焉。遂乃立標而合戰。於是。百濟以鉾。刺堕高麗勇士於馬斬首。仍刺擧頭於鉾末。還入示衆。高麗軍將憤怒益甚。是時百濟歡叫之聲可裂天地。復其偏將打鼓疾闘。追却高麗王於東聖山之上。
In winter, the tenth month, the first day being a gyeongin day, on the giyu day, Yeochang (餘昌), the prince of Baekje, sent out all the soldiers within the country and went toward the country of Goryeo. He built a stockade at Baekhabya (百合野) and let the soldiers sleep and eat.
That evening he looked about, and the great fields were rich and the plain stretched far, and traces of men were few and the sound of dogs was not heard.
Then all at once the sound of drums and pipes was heard. Yeochang was greatly startled at this, and beat his drums in answer, and held fast through the night.
When he rose and looked at dawn, the middle of the wide field was covered as with a green mountain, and banners filled it.
As the day broke, one horseman wearing a neck guard, two horsemen carrying gongs, and two horsemen with leopard tails at their ears, five horsemen in all, came up with their reins abreast and asked, "The young ones said, 'There are guests in the middle of our field.' Why do you not come out and greet us with courtesy? We would know at once the surname and name, the years and the rank, of the one who is to ask and answer with us in courtesy."
Yeochang answered, "My surname is the same surname. My rank is gansol. My years are twenty-nine."
Baekje asked in return, and they answered in the same way as before.
At last they set up a marker and joined battle. Then Baekje ran a brave man of Goryeo through with a spear, threw him down from his horse, and cut off his head. They then stuck the head on the tip of the spear, held it up, came back, and showed it to the host. The anger of the general of Goryeo grew fiercer still.
At this the shout of joy from Baekje could have split heaven and earth. Then a lesser general of theirs beat his drum and fought hard, and drove the king of Goryeo back onto the height of Dongseongsan (東聖山).

69A crown prince is set up

70A thousand soldiers are sent
丙申。百濟遣中部木州施徳文次。前部施徳曰佐分屋等於筑紫。諮内臣佐伯連等曰。徳率次酒。杆率塞敦等以去年閏月四日到來云。臣等以今年正月到。如此■而未審。來不也。又軍數幾何。願聞若干預治營壁。別諮。方奉聞可畏天皇之詔。來詣筑紫看送賜軍。聞之歡喜無能比者。此年之役甚危於前。願遣賜軍使逮正月。於是内臣奉勅而答報曰。即令遣助軍數一千。馬一百疋。船四十隻。
On the byeongsin day Baekje sent Muncha (文次) of the sideok rank of Mokju of the middle division, and Waljwabunok (曰佐分屋) of the sideok rank of the front division and the rest, to Tsukushi, and they asked of Uchi no Omi and Saeki no Muraji and the rest:
"The deoksol Chaju and the gansol Saedon and the rest came on the fourth day of the intercalary month last year and said, 'We will arrive in the first month of this year.' They said this, but we have not yet learned whether they are coming or not. And how many soldiers are there? We would hear how many, so as to make ready our camps and walls beforehand."
Apart from this they asked, "We have now taken up and heard the decree of the dread emperor, and have come to Tsukushi to see the soldiers you are sending. Our joy at hearing it is beyond compare. This year's fighting is far more dangerous than before. We pray that the soldiers you send may arrive within the first month."
At this Uchi no Omi took up the command and answered them, saying, "A thousand soldiers will be sent at once to help you, with a hundred horses and forty ships."

71The doctors are changed over

In the second month Baekje sent Samgwi (三貴), general and gansol of the lower division, and Mulbuo (物部烏), the nasol of the upper division, and the rest, and begged for rescuing troops.
With them they offered the deoksol Dongseongjamakgo (東城子莫古) to take the place of the nasol Dongseongjaeon of the earlier turn, and Wangryugwi (王柳貴), a doctor of the Five Classics (五經博士), to take the place of Majeongan (馬丁安) of the godeok rank, and nine monks, Damhye (曇慧) and the rest, to take the place of the seven monks Dosim (道深) and the rest.
Apart from this they took up the command and offered Wangdoryang (王道良) of the sideok rank, a doctor of divination (易博士); Wangboson (王保孫) of the godeok rank, a doctor of the calendar (暦博士); the nasol Wangyureungta (王有悛陀), a doctor of medicine (醫博士); Banryangpung (潘量豊) of the sideok rank and Jeongyuta (丁有陀) of the godeok rank, gatherers of herbs (採藥師); and Samgeun (三斤) of the sideok rank, Gimacha (己麻次) of the gyedeok rank, Jinno (進奴) of the gyedeok rank, and Jinta (進陀) of the daedeok rank, musicians (樂人). All were changed over as had been asked.
72The envoys go back
三月丁亥朔。百濟使人中部木州施徳文次等罷歸。
In the third month, on the jeonghae day that was the first of the month, the envoys of Baekje, Muncha of the sideok rank of Mokju of the middle division and the rest, went back.
73Uchi no Omi goes to Baekje
夏五月丙戌朔戊子。内臣率舟師詣于百濟。
In summer, the fifth month, the first day being a byeongsul day, on the muja day, Uchi no Omi led ships and soldiers and went to Baekje.
74They strike the castle of Hamsan
冬十二月。百濟遣下部杆率■斯干奴上表曰。百濟王臣明及在安羅諸倭臣等。任那諸國旱岐等奏。以斯羅無道。不畏天皇與狛同心欲殘滅海北彌移居。臣等共議遣有至臣等仰乞軍士。征伐斯羅。而天皇遣有至臣帥軍以六月至來。臣等深用歡喜。以十二月九日遣攻斯羅。臣先遣東方領物部莫哥武連。領其方軍士攻函山城。有至臣所將來民竹斯物部莫奇委沙奇能射火箭。蒙天皇威靈。以月九日西時焚城拔之。故遣單使馳船奏聞。別奏。若但斯羅者。有至臣所將軍士亦可足矣。今狛與斯羅。同心戮力。難可成功。伏願速遣竹斯嶋上諸軍士。來助臣國。又助任那。則事可成。又奏。臣別遣軍士萬人助任那。并以奏聞。今事方急。單船遣奏。但奉好錦二疋。■■一領。斧三百口。及所獲城民男二。女五。輕薄追用悚懼。餘昌謀伐新羅。耆老諌曰。天未與。懼禍及。餘昌曰。老矣何怯也。我事大國。
In winter, the twelfth month, Baekje sent Munsaganno (■斯干奴), the gansol of the lower division, who sent up a memorial:
"Myeong, king of Baekje and your servant, together with the many ministers of Wa who are in Alla and the hanki of the many countries of Imna, report.
Sara (斯羅) is without the way, does not fear the emperor, is of one heart with Goryeo, and would break down and destroy the many miyake north of the sea. Your servants took counsel together and sent Arishi no Omi and the rest to look up to you and beg for soldiers, and asked that Sara be struck.
The emperor sent Arishi no Omi, who led soldiers and arrived in the sixth month. Your servants rejoiced deeply. On the ninth day of the twelfth month we sent them out and struck Sara.
Your servant first sent Mononobe no Makamu no Muraji, the yeong (領) of the eastern quarter, to lead the soldiers of that quarter and strike the castle of Hamsan (函山城). Mononobe no Makaisaka no Kimi of Tsukushi, one of the people Arishi no Omi brought with him, shot fire arrows. Receiving the might and the spirit of the emperor, at the hour of the west (西時) on the ninth day we burned the castle and took it. So we send a single messenger and hurry a ship to report.
Apart from this we report. If it were Sara alone, the soldiers Arishi no Omi leads would be enough. Now that Goryeo and Sara are of one heart and have joined their strength, it is hard to bring it off. We bow and pray that you quickly send the many soldiers on the island of Tsukushi to come and help your servant's country, and to help Imna as well. Then the thing can be done.
We report also. Your servant will send ten thousand soldiers of his own to help Imna. We report this along with the rest. The matter is now urgent, so we send a single ship to report. We offer only two bolts of fine brocade, one patterned mat, three hundred axes, and of the people taken in the castle two men and five women. They are light and thin, and we are ashamed to send them."
Yeochang planned to strike Silla, and the old men remonstrated. "Heaven is not yet with us. We fear ruin will come."
Yeochang said, "You are old. Why are you afraid? We serve a great country.
75King Seongmyeong dies
有何懼也。遂入新羅國築久陀牟羅塞。其父明王憂慮。餘昌長苦行陣久廢眠食。父慈多闕。子孝希成。乃自徃迎慰勞。新羅聞明王親來。悉發國中兵斷道撃破。是時新羅謂佐知村飼馬奴苦都曰。苦都賎奴也。明王名主也。今使賎奴殺名主。冀傅後世莫忘於口。已而苦都乃獲明王。再拜曰。請斬王首。明王對曰。王頭不合受奴手。苦都曰。我國法違背所盟。雖曰國王當受奴手。明王仰天大憩涕泣。許諾曰。寡人毎念。常痛入骨髄。願計不可苟活。乃延首受斬。苦都斬首而殺。堀坎而埋。餘昌遂見圍繞。欲出不得。士卒遑駭不知所圖。有能射人筑紫國造。進而彎弓占擬。射落新羅騎卒最勇壯者。發箭之利通所乘鞍前後橋。及其被甲領會也。
What is there to fear?"
At last he went into the country of Silla and built the stockade of Gutamora (久陀牟羅).
His father King Myeong was troubled. Yeochang had long suffered in the camp and had long gone without sleep and food. Saying that a father's love often falls short and a son's duty is seldom fulfilled, he went himself to meet him and comfort him.
Silla heard that King Myeong was coming in person, sent out all the soldiers within the country, cut the road, and broke them.
At this Silla said to Godo (苦都), a slave who kept horses in the village of Jwaji (佐知村), "Godo is a lowly slave, and King Myeong is a famous lord. Now let a lowly slave kill a famous lord, so that it may be handed down to later ages and never leave men's mouths."
Then Godo took King Myeong, bowed twice, and said, "I ask to cut off the king's head."
King Myeong answered, "It is not fitting that a king's head be taken by the hand of a slave."
Godo said, "By the law of our country, one who breaks what he has sworn, even though he be king of a country, must take it at the hand of a slave."
King Myeong looked up to heaven, sighed greatly, wept, and allowed it, saying, "Whenever I think of it, the pain has always gone into my marrow. Weighing it, I cannot live on in disgrace." Then he stretched out his neck and took the stroke.
Godo cut off his head and killed him, and dug a pit and buried him.
Yeochang was surrounded at last, and though he wished to get out he could not. The soldiers were startled and afraid and did not know what to plan.
There was a man who could shoot well, called Tsukushi no Kuni no Miyatsuko. He came forward, drew his bow and took aim, and shot down the bravest and strongest of the horsemen of Silla. The arrow flew so sharply that it went through the front and the back bow of the saddle he rode on, and reached the neck of the armor he wore.

In one text Silla kept the skull of King Myeong and sent the rest of the bones to Baekje with due rites. Today the king of Silla has buried the bones of King Myeong under the steps of the north hall (北廳), and this hall is named Dodang (都堂).

復續發箭如雨。彌■不懈。射却圍軍。由是餘昌及諸將等得從間道逃歸。餘昌讃國造射却圍軍。尊而名曰鞍橋君。於是新羅將等具知百済疲盡。遂欲謀滅無餘。有一將云。不可。日本天皇以任那事。屡責吾國。况復謀滅百濟官家。必招後患。故止之。
Then he shot arrow after arrow like rain, and grew no slacker, and shot back the soldiers who surrounded them. By this Yeochang and the many generals were able to escape by a side road and get away.
Yeochang praised the Kuni no Miyatsuko for shooting back the surrounding soldiers, and honored him with the name Kuraji no Kimi.
At this the generals of Silla knew well that Baekje was worn out and spent, and wished at last to destroy it and leave nothing.
One general said, "It cannot be done. The emperor of Japan has reproached our country many times over the matter of Imna. How much more if we plan to destroy the government house of Baekje besides — it will surely bring trouble afterward." So they stopped.

77Prince Hye comes
十六年春二月。百濟王子餘昌遣王子惠奏曰。聖明王爲賊見殺。天皇聞而傷恨。廼遣使者迎津慰問。於是許勢臣問王子惠曰。爲當欲留此間。爲當欲向本郷。惠答曰。依憑天皇之徳。冀報考王之讎。若垂哀憐多賜兵革。雪垢復讎。臣之願也。臣之去留敢不唯命是從。俄而蘇我臣問訊曰。聖王妙達天道地理。名流四表八方。意謂。永保安寧。統領海西蕃國。千年萬歳奉事天皇。豈圖一旦眇然昇遐。與水無歸即安玄室。何痛之酷。何悲之哀。凡在含情誰不傷悼。當復何咎致茲禍也。今復何術用鎭國家。惠報答之曰。臣禀性愚蒙不知大計。何况禍福所倚。國家存亡者乎。蘇我卿曰。昔在天皇大泊瀬之世。汝國爲高麗所逼。危甚累卵。於是天皇命神祇伯。敬受策於神祇。祝者廼託神語報曰。屈請建邦之神。徃救將亡之主。必當國家謐靖。人物乂安。由是請神徃救。所以社稷安寧。原夫建邦神者。天地株判之代。草木言語之時。自天降來造立國家之神也。頃聞。汝國輟而不祀。方今悛悔前過。脩理神宮奉祭神靈國可昌盛。汝當莫忘。
In the sixteenth year, in spring, the second month, Yeochang, the prince of Baekje, sent Prince Hye (惠), who reported, "King Seongmyeong has been killed by robbers."
The emperor heard it and grieved and mourned. He sent a messenger to meet him at the landing and comfort him.
Then Kose no Omi asked Prince Hye, "Do you wish to stay here, or do you wish to go toward your own home country?"
Hye answered, "Leaning upon the emperor's virtue, I hope to repay the enemy of my late father the king. If you would let pity fall upon me and give me weapons in plenty, so that I may wash away the shame and repay the enemy, that is your servant's wish. As for my going or staying, I dare do nothing but follow the command."
Then Soga no Omi asked after him and said:
"King Seong reached wonderfully into the way of heaven and the order of the earth, and his name flowed to the four quarters and the eight directions. We thought in our minds that he would keep his peace forever, lead the vassal countries west of the sea, and serve the emperor for a thousand and ten thousand years. How could we have reckoned that in one morning he would pass far away, going with the water and never returning, to rest in the dark chamber? How cruel is this pain, how bitter is this sorrow. Of all who have feeling in them, who would not be stricken with grief? What fault could it be that brought on this ruin? And by what plan may the country be settled now?"
Hye answered, "Your servant is foolish and dark by nature, and does not know great plans. How much less what blessing and ruin rest upon, and whether a country stands or falls."
The lord Soga said:
"In old days, in the time of the emperor Ōhatsuse, your country was pressed hard by Goryeo, and was in more danger than eggs piled one on another. Then the emperor commanded the officer in charge of the gods to receive a plan from the gods with reverence. The man who made the prayers was then filled with the words of the god, and answered, 'Bend and ask the god of the founding of the land (建邦) to go and save the lord who is about to perish, and the country will surely be quiet and still, and men and things at peace.' For this they asked the god to go and save him, and the land and its altars were at peace.
The god of the founding of the land is the god who came down from heaven and set up the country in the age when heaven and earth were parting, and in the time when grass and trees spoke.
Of late I hear that your country has left off and does not sacrifice to him. If you now repent of the fault that is past, put the shrine in order, and offer sacrifice to the spirit of the god, the country may flourish. Do not forget this."

78The miyake of Shirai

In autumn, the seventh month, the first day being a gimyo day, on the imo day, Soga no Ōomi Iname no Sukune and Hozumi no Iwayumi no Omi and the rest were sent as envoys to the five districts of Kibi, and the miyake of Shirai (白猪屯倉) was set up.
79Yeochang wishes to leave the world
八月。百濟餘昌謂諸臣等曰。少子今願奉爲考王出家脩道。諸臣百姓報言。今君王欲得出家修道者。且奉教也。嗟夫前慮不定。後有大患。誰之過歟。夫百濟國者。高麗。新羅之所爭欲滅。自始開國迄于是歳。今此國宗將授何國。要須道理分明應教。縱使能用耆老之言。豈至於此。請悛前過無勞出俗。如欲果願。須度國民。餘昌對曰。諾。即就圖於臣下。臣下遂用相議。爲度百人。多造幡盖種種攻徳云云。
In the eighth month Yeochang of Baekje said to the many ministers, "I, who am young, now wish to leave the world and follow the way for the sake of my late father the king."
The many ministers and the people answered:
"Now that our lord wishes to leave the world and follow the way, we too will take up his teaching. Alas, when what was weighed beforehand was not settled, great trouble came after. Whose fault is it?
The country of Baekje is what Goryeo and Silla strive with each other to destroy. It has come from the first opening of the country down to this year. To what country do you now mean to hand over the ridgepole of this land? You must make the reason plain and teach it to us. If only the words of the old men had been used, how should it have come to this? We ask that you repent of the fault that is past and not trouble yourself to leave the world. If you would carry out your vow, then have the people of the country ordained."
Yeochang answered, "Very well."
He then went to his ministers and planned it. The ministers took counsel together at last and had a hundred men ordained, and made many banners and canopies and all kinds of works of merit, and so on.
80Prince Hye goes back
十七年春正月。百濟王子惠請罷。仍賜兵仗。良馬甚多。亦頻賞祿。衆所欽歎。於是遣阿倍臣。佐伯連。播磨直。率筑紫國舟師。衛送達國。別遣筑紫火君率勇士一千衛送彌■。因令守津路要害之地焉。
In the seventeenth year, in spring, the first month, Prince Hye of Baekje asked to go back. He was given weapons and fine horses in great number, and rewards and stipends were granted him again and again, so that many looked on and marveled.
Then Abe no Omi, Saeki no Muraji and Harima no Atai were sent to lead the ships and soldiers of the country of Tsukushi and escort him as far as his country. Apart from these, Tsukushi no Hi no Kimi was sent to lead a thousand brave soldiers and escort him as far as Mite, and then to guard the places of hold and defense along the road of the landings.

82The miyake of the Karahito

In winter, the tenth month, Soga no Ōomi Iname no Sukune and the rest were sent to Takechi district in Yamato province, and the miyake of Ōmusa of the Karahito (韓人) and the miyake of Omusa of the men of Goryeo were set up, and in Kii province the miyake of Amabe was set up.

In one text the Karahito from place after place were made the tabe of the miyake of Ōmusa, and the men of Goryeo were made the tabe of the miyake of Omusa. That is, because the Karahito and the men of Goryeo were made the tabe, the miyake were named after them.
83King Wideok ascends the throne
十八年春三月庚子朔。百濟王子餘昌嗣立。是爲威徳王。
In the eighteenth year, in spring, the third month, on the gyeongja day that was the first of the month, Yeochang, the prince of Baekje, took up the succession and ascended the throne. He is King Wideok (威徳王).
84An envoy of Silla speaks
廿一年秋九月。新羅遣彌至己知奈末獻調賦。饗賜邁常。奈末喜歡而罷曰。調賦使者國家之所貴重。而私議之所輕賎。行李者百姓之所懸命。而選用之所卑下。王政之弊。未必不由此也。請差良家子爲使者。不可以卑賎爲使。
In the twenty-first year, in autumn, the ninth month, Silla sent Mijigiji (彌至己知), of the rank of namal, who offered tribute and levy. The feast given him was better than what was usual.
The namal was glad, and as he left he said, "The envoy who brings tribute and levy is one whom the country holds honored and weighty, yet in private talk he is held light and low. An envoy is one on whom the lives of the people hang, yet in choosing and using men he is held low. It cannot be said that the harm done to a king's government does not surely come from this. I ask that sons of good houses be chosen for envoys, and that low and mean men not be made envoys."
85An envoy of Silla bears a grudge
廿二年。新羅遣久禮叱及伐干貢調賦。司賓饗遇禮數減常。及伐干忿恨而罷。
In the twenty-second year Silla sent Guryejil (久禮叱), of the rank of geupbeolgan, who offered tribute and levy. The office of guests cut down the forms of courtesy in receiving him below what was usual. The geupbeolgan was angry and bore a grudge, and left.
86Silla builds a castle
是歳。復遣奴■。大舎獻前調賦。於難波大郡序諸蕃。掌客額田部連。葛城直等使列于百濟之下而引導。大舍怒還不入館舍。乘船歸至穴門。於是。脩治穴門舘。大舍問曰。爲誰客造。工匠河内馬飼首押勝欺紿曰。遣問西方無禮使者之所停宿處也。大舍還國告其所言。故新羅築城於阿羅波斯山。以備日本。
In this year Silla sent Noje (奴■), the daesa (大舎), again, who offered the tribute and levy of the year before. At the Ōkori of Naniwa, when the order of the many countries was being set, Nukatabe no Muraji and Kazuraki no Atai and the rest, who had charge of the guests, ranged him below Baekje and led him in.
The daesa was angry and went back, and did not enter the guest house, but boarded a ship and came to Anato.
At that time the guest house of Anato was being repaired and rebuilt. The daesa asked, "For what guest is it being built?"
Kawachi no Umakai no Obito Oshikatsu, the workman, deceived him and said, "It is the lodging place for the man who is being sent to question the discourteous envoy of the west."
The daesa went back to his country and told them what had been said. So Silla built a castle on Arapasasan (阿羅波斯山) to make ready against Japan.
87Silla destroys Imna
廿三年春正月。新羅打滅任那官家。
In the twenty-third year, in spring, the first month, Silla struck and destroyed the government house of Imna.

In one text Imna fell in the twenty-first year. Taken all together it is called Imna, and named apart it is the country of Gara, the country of Alla, the country of Saigi, the country of Dara, the country of Jolma, the country of Gocha, the country of Jata, the country of Sanbanha, the country of Geolson and the country of Imrye, ten countries in all.
88A decree to strike Silla
夏六月。詔曰。新羅西羌小醜。逆天無状。違我恩義。破我官家毒害我黎民。誅殘我郡縣。我氣長足姫尊靈聖聰明。周行天下。劬勞群庶。饗育萬民。哀新羅所窮見歸。全新羅王將戮之首授新羅要害之地。崇新羅非次之榮。我氣長足姫尊於新羅何薄。我百姓於新羅何怨。而新羅長戟強弩。凌蹙任那。距牙鈎爪殘虐含靈。刳肝■趾不厭其快。曝骨焚屍不謂其酷。任那族姓百姓以還。窮刀極爼。既屠且膾。豈有率土之賓。謂爲王臣。乍食人之禾飲人之水孰忍聞此而不悼心。况乎太子。大臣處趺萼之親。泣血御冤之寄。當蕃屏之任。摩頂至踵之恩。世受前朝之徳。身當後代之位。而不能瀝膽抽膓。共誅奸逆雪天地之痛酷。報君父之仇讎。則死有恨臣之子道不成。
In summer, the sixth month, a decree was given:
"Silla is a small and ugly thing among the western barbarians, and it goes against heaven and has no shape of decency. It has broken our kindness and our right, shattered our government house, poisoned and harmed our people, and cut down and ruined our districts and counties.
Our Okinagatarashihime no Mikoto was holy in spirit and bright in mind, and she went all through the land under heaven, toiled for the many people, and fed and reared the ten thousand folk. She pitied Silla when it came back to her in its need, kept whole the head of the king of Silla that should have been struck off, gave Silla land that was a place of hold and defense, and raised Silla to an honor beyond its rank.
What did our Okinagatarashihime no Mikoto do to Silla that was mean, and what did our people do to Silla that they should resent it? Yet Silla with long spears and strong crossbows has trampled Imna, and has bared its teeth and hooked its claws and cruelly harmed things that have souls. It cut out livers and cut off feet and was not sated with the pleasure of it; it dried bones in the sun and burned corpses and did not call it cruel.
As for the kindred and the people of Imna, they took the knife and the block to the end, and both slaughtered them and cut them up. How can they be called guests of all the land, and said to have become subjects of the king? Who could eat another's grain and drink another's water, and hear this and not grieve in his heart?
How much more the crown prince and the great ministers, who stand in kinship close as the calyx to the flower, whose charge it is to weep blood over the wrong, who hold the office of a hedge and a shield, who have received favor from the crown of the head to the heel, who have received the virtue of the former court for generations and whose persons hold the places of the age to come. If they cannot pour out their gall and draw out their bowels, and join in cutting down the crooked and the rebellious, and wash away the pain and cruelty done to heaven and earth, and repay the enemy of their lord and father, then even in death they will bear the regret of having failed in the way of a son and a subject."
89The matter of the saddle cloth
是月。或有譖馬飼首歌依曰。歌依之妻逢臣讃岐鞍薦有異。熟而熟視。皇后御鞍也。即收廷尉。鞫問極切。馬飼首歌依乃揚言誓曰。虚也。非實。若是實者必被天災。遂因苦問。伏地而死。死未經時。急災於殿。廷尉收縛其子守石與中瀬氷將投火中。咒曰。非吾手投。以祝手投。咒訖欲投火。守石之母祈請曰。投兒火裏。天災果臻。請付祝人使作神奴。乃依母請許沒神奴。
In this month someone slandered Umakai no Obito Kayori and said, "The saddle cloth of Kayori's wife, Ō no Omi Sanuki, is out of the common."
When it was looked at closely it was the empress's saddle. He was taken at once into prison, and the questioning was very sharp.
Umakai no Obito Kayori then raised his voice and swore, "It is empty. It is not true. If it is true, I will surely meet with a disaster from heaven."
In the end, through the hard questioning, he fell to the ground and died. Not long after he died, fire suddenly broke out in the palace.
The prison officers seized and bound his sons Morishi and Nakatsusehi and were about to throw them into the fire, and they cursed, saying, "It is not by my hand that they are thrown, but by the hand of the man who makes the prayers."
When the curse was done and they were about to throw them into the fire, the mother of Morishi prayed and asked, "If you throw the children into the fire, a disaster from heaven will indeed come. I ask that they be given to the man who makes the prayers, and made slaves of the god."
So at the mother's asking it was allowed that they be taken as slaves of the god.

In autumn, the seventh month, on the gisa day that was the first of the month, Silla sent an envoy who offered tribute and levy. That envoy knew that Silla had destroyed Imna, and was ashamed to have turned his back on the kindness of that country, and did not dare ask to go back. In the end he stayed and did not return to his own land, and was ranked the same as the people of the country. He is the ancestor of the men of Silla in the village of Uno in Sarara district, Kawachi province, today.
91They go to question Silla
是月。遣大將軍紀男麻呂宿禰。將兵出■■。副將河邊臣瓊缶出居曾山。而欲問新羅攻任那之状。遂到任那。以薦集部首登弭。遣於百濟。約束軍計。登弭仍宿妻家。落印書。弓箭於路。新羅具知軍計。卒起大兵。尋屬敗亡。乞降歸附。紀男麻呂宿禰取勝旋師入百濟營。令軍中曰。夫勝不忘敗。安必慮危。古之善教也。今處彊畔。豺狼交接。而可輕忽不思變難哉。况復平安之世刀劔不離於身。盖君子之武備不可以已。宜深警戒務崇斯令。士卒皆委心而服事焉。河邊臣瓊缶獨進轉闘。所向皆拔。新羅更擧白旗投兵隆首。河邊臣瓊缶元不曉兵。對擧白旗空爾獨進。新羅闘将曰。將軍河邊臣今欲降矣。乃進軍逆戰。盡鋭■攻破之。前鋒所傷甚衆。倭國造手彦自知難救。棄軍遁逃。新羅闘將手持鈎戟。追至城洫。運戟撃之。手彦因騎駿馬超渡城洫。僅以身兔。闘將臨城洫而歎曰。久須尼自利。
In this month Ki no Omaro no Sukune, the great general, was sent to lead soldiers and go out from □□, and Kawabe no Omi Nihe, the second general, to go out from Geojeungsan (居曾山), meaning to ask why Silla had struck Imna.
When they reached Imna at last, Komotsumebe no Obito Tomi was sent to Baekje to agree upon the plan of the campaign. Tomi then slept at his wife's house, and dropped the sealed papers and his bow and arrows on the road.
Silla learned the whole plan of the campaign and suddenly raised a great army. Then it fell into defeat and ruin, and begged to surrender and came over.
Ki no Omaro no Sukune won, turned his soldiers back, entered the camp of Baekje, and gave an order to the host:
"To win and not forget defeat, and to be at ease and yet reckon on danger, is the good teaching of old. Now we are on the border, where jackals and wolves touch upon us. Can we take it lightly and not think of change and hardship? Still more, even in a time of peace the sword is not taken from the body. Surely the arming of a gentleman is a thing that cannot be left off. Be deeply on your guard, and work at holding this order high."
The soldiers all gave their hearts to him and served him in obedience.
Kawabe no Omi Nihe went forward alone, fought from place to place, and took every place he turned to. Silla raised a white flag again, threw down its weapons and surrendered.
Kawabe no Omi Nihe, who did not understand soldiering at all, raised a white flag in answer and went forward alone for nothing.
The fighting general of Silla said, "General Kawabe no Omi now wishes to surrender." Then he moved his soldiers forward to meet him in battle, and used up all his swift troops in a hard attack and broke them. Those wounded among the vanguard were very many.
Yamato no Kuni no Miyatsuko Tehiko knew he could not save himself, and left his soldiers and fled. The fighting general of Silla took a hooked halberd in his hand and pursued him as far as the moat of the castle, and swung the halberd and struck at him. Tehiko thereupon rode a swift horse and leapt across the moat of the castle, and barely got away with his life.
The fighting general stood at the moat of the castle and sighed, "Kusunijiri (久須尼自利)."
92Ikina and Ōhako
於是。河邊臣遂引兵退急營於野。於是士卒盡相欺蔑。莫有遵承。闘將自就營中悉生虜河邊臣瓊缶等及其隨婦。于時父子夫婦不能相恤。闘將問河邊臣曰。汝命與婦孰與尤愛。答曰。何愛一女以取禍乎。如何不過命也。遂許爲妾。闘將遂於露地奸其婦女。婦女後還。河邊臣欲就談之。婦人甚以慚恨而不隨曰。昔君輕賣妾身。今何面目以相遇。遂不肯言。是婦人者坂本臣女。曰甘美媛。同時所虜調吉士伊企儺。爲人勇烈。終不降服。新羅闘將拔刀欲斬。逼而脱褌。追令以尻臀向日本大號叫曰日本將囓我■■。即號叫曰。新羅王啗我■■。雖被苦逼。尚如前叫■。由是見殺。其子舅子亦抱其父而死。伊企儺辭旨難奪皆如此。由此特爲諸將帥所痛惜。昔妻大葉子亦並見禽。愴然而歌曰。柯羅倶爾能。基能陪爾陀致底。於譜磨故幡。比例甫■須母。耶魔等陛武岐底。或有和曰。柯羅倶爾能。基能陪爾陀陀志。於譜磨故幡。比禮甫羅須彌喩。那爾婆陛武岐底。
At this Kawabe no Omi at last led his soldiers back and hastily made camp in the open field. Then the soldiers all deceived and despised one another, and there was no one who followed and obeyed.
The fighting general came into the camp himself and took alive Kawabe no Omi Nihe and the rest, and the wife who had come with him. At that time father and son, husband and wife could not care for one another.
The fighting general asked Kawabe no Omi, "Which do you love more, your life or your wife?"
He answered, "Why should I love one woman and bring ruin on myself? How could she be better than my life?"
In the end he allowed her to be taken as a concubine. The fighting general then violated his wife in the open ground.
When the woman came back afterward, Kawabe no Omi went to speak with her. The woman was deeply ashamed and full of resentment, and would not go with him, and said, "Once you sold my body lightly. With what face do you meet me now?" In the end she would not speak.
This woman was the daughter of Sakamoto no Omi, and was called Umashihime.
Tsuki no Kishi Ikina, who was taken captive at the same time, was brave and fierce by nature, and in the end did not submit.
The fighting general of Silla drew his sword and would have struck him, and pressed him and stripped off his loincloth, and drove him to turn his buttocks toward Japan and cry out loudly, "Let the generals of Japan bite my buttocks."
He cried out at once, "Let the king of Silla eat my buttocks."
Though he was pressed hard and painfully, he still cried out as before. For this he was killed. His son Ojiko also held his father in his arms and died.
That the words and the will of Ikina were hard to take from him was all like this. For this the many generals grieved for him and held his loss especially dear.
His wife Ōhako was taken captive along with him. She was stricken with sorrow and sang:
"Karakunino Kinohenitachite Ohobakowa Hirefurasumo Yamatohemukite (柯羅倶爾能、基能陪爾陀致底、於譜磨故幡、比例甫■須母、耶魔等陛武岐底)"
Someone sang in answer:
"Karakunino Kinohenitatashi Ohobakowa Hirefurasumiyu Naniwahemukite (柯羅倶爾能、基能陪爾陀陀志、於譜磨故幡、比禮甫羅須彌喩、那爾婆陛武岐底)"

八月。天皇遣大將軍大伴連狹手彦。領兵數萬伐于高麗。狹手彦乃用百濟計。打破高麗。其王踰墻而逃。狹手彦遂乘勝以入宮。盡得珍寶■賂。七織帳。鐵屋還來。以七織帳奉獻於天皇。以甲二領。金餝刀二口。銅鏤鍾三口。五色幡二竿。美女媛并其從女吾田子。送於蘇我稻目宿禰大臣。於是。大臣遂納二女以爲妻居輕曲殿。
In the eighth month the emperor sent Ōtomo no Muraji Sadehiko, the great general, to lead some tens of thousands of soldiers and strike Goryeo.
Sadehiko then used the plan of Baekje and struck and broke Goryeo. Their king went over the wall and fled. Sadehiko then rode his victory into the palace, and took all the rare treasures and goods, a seven-layered woven curtain and an iron house, and came back.
He offered the seven-layered woven curtain to the emperor, and sent two suits of armor, two swords adorned with gold, three bells engraved in bronze, two banners of five colors, and the beautiful woman Hime together with her serving woman Atako, to Soga no Iname no Sukune no Ōomi.
At this the great minister took the two women in as wives at last, and had them live in the Magaridono at Karu.

An old text says that the iron house was on a high tower west of Goryeo, and that the woven curtain hung in the inner bedchamber of the king of Goryeo.

The iron house is in the temple of Chōan. It is not known in what country this temple is. In one text, in the eleventh year Ōtomo no Sadehiko no Muraji together with the country of Baekje drove out Yanghyang (陽香), the king of Goryeo, at Hitsurutsu.
94An envoy of Silla does not go back
冬十一月。新羅遣使獻并貢調賦。使人悉知國家憤新羅滅任那。不敢請羅。恐致刑戮不歸本土。例同百姓。今攝津國三嶋郡埴廬新羅人之先祖也。
In winter, the eleventh month, Silla sent an envoy who offered tribute and levy together. The envoy knew well that the country was angry that Silla had destroyed Imna, and did not dare ask to go back. Fearing he would be punished, he did not return to his own land, and was ranked the same as the people. He is the ancestor of the men of Silla at Hani-io in Mishima district, Settsu province, today.
95Men of Goryeo come over
廿六年夏五月。高麗人頭霧■耶陛等投化於筑紫。置山背國。今畝原。奈羅。山村高麗人之先祖也。
In the twenty-sixth year, in summer, the fifth month, men of Goryeo, Dumuriyapye (頭霧■耶陛) and the rest, came over and submitted at Tsukushi. They were placed in Yamashiro province. They are the ancestors of the men of Goryeo at Unehara, Nara and Yamamura today.
96Flood and famine
廿八年。郡國大水。飢。或人相食。轉傍郡穀以相救。
In the twenty-eighth year there were great floods in the districts and provinces, and famine, and some men ate one another. Grain was moved from the neighboring districts and they saved one another with it.
97Look into the registers of the tabe
卅年春正月辛卯朔。詔曰。量置田部其來尚矣。年甫十餘脱籍兔課者衆。宜遣膽津檢定白猪田部丁籍。
In the thirtieth year, in spring, the first month, on the sinmyo day that was the first of the month, a decree was given. "The setting up and reckoning of the tabe goes back a long way. There are many who are barely ten years and more in age and who slip out of the registers and escape their service. Send Itsu to look into and settle the registers of the able-bodied men of the tabe of Shirai."

98Shirai no Fubito

In summer, the fourth month, Itsu looked into the able-bodied men of the tabe of Shirai and settled the registers according to the decree. Indeed he brought the farming households into order.
The emperor thought well of Itsu's merit in settling the registers, and gave him the surname Shirai no Fubito, and then gave him the office of tazukahi and made him second to Mizuko.

100Envoys of Goryeo drift ashore
夏四月甲申朔乙酉。幸泊瀬柴籬宮。越人江渟臣裾代詣京奏曰。高麗使人辛苦風浪迷失浦津。任水漂流。忽到着岸。郡司隠匿。故臣顯奏。詔曰。朕承帝業若干年。高麗迷路始到越岸。雖苦漂溺。尚全性命。豈非徽猷廣被。至徳魏魏。仁化傍通。洪恩蕩蕩者哉。有司宜於山背國相樂郡。起舘淨治。厚相資養。
In summer, the fourth month, the first day being a gapsin day, on the eulyu day, he went to the palace of Shibakaki at Hatsuse.
Enu no Omi Susoshiro, a man of Koshi, came to the capital and reported. "Envoys of Goryeo suffered in wind and waves, lost the landing, gave themselves to the water and drifted, and suddenly came ashore. The officers of the district hid it. So your servant brings it out and reports it."
A decree was given. "I have carried on the work of the sovereigns for some years now, and Goryeo has lost its way and come for the first time to the shore of Koshi. Though they suffered drifting and drowning, they still kept their lives whole. Is this not because a fair way reaches widely, the highest virtue stands high and high, a kindly teaching goes through everywhere, and a great favor is broad and broad? The officials in charge are to build a guest house in Sagaraka district, Yamashiro province, keep it clean and in order, and support and nourish them generously."
101The envoys of Goryeo are met
是月。乘輿至自泊瀬柴籬宮。遣東漢氏直糠兒。葛城直難波迎召高麗使人。
In this month the sovereign's carriage came back from the palace of Shibakaki at Hatsuse. Yamato no Aya no Uji no Atai Nukago and Kazuraki no Atai Naniwa were sent to meet and summon the envoys of Goryeo.
102The deceit of Michi no Kimi comes to light
五月。遣膳臣傾子於越饗高麗使。大使審知膳臣是皇華使。乃謂道君曰。汝非天皇果如我疑。汝既伏拜膳臣。倍復足知百姓。而前詐余取調入己。宜速還之。莫煩餝語。膳臣聞之使人探索其調。具爲與之。還京復命。
In the fifth month Kashiwade no Omi Katabuko was sent to Koshi to receive the envoys of Goryeo.
The chief envoy looked into it and knew that Kashiwade no Omi was the shining envoy of the sovereign, and then said to Michi no Kimi, "That you are not the emperor is indeed as I suspected. Since you have bowed down before Kashiwade no Omi, it is all the plainer that you are one of the people. Yet before this you deceived me, took the tribute and made it your own. Give it back quickly, and do not weary me with dressed-up words."
Kashiwade no Omi heard this and had men search out the tribute, and gave it over in full. He came back to the capital and reported that his charge was done.

In autumn, the seventh month, on the imja day that was the first of the month, the envoys of Goryeo came to Ōmi.
104The envoys of Goryeo are brought in
是月。遣許勢臣猿與吉士赤鳩發自難波津。控引船於狹狹波山。而裝飾船乃徃迎於近江北山。遂引入山背高威舘。則遣東漢坂上直子麻呂。錦部首大石以爲守護。更饗高麗使者於相樂舘。
In this month Kose no Omi Saru and Kishi no Akahato were sent out from the landing of Naniwa, and they drew the ships up to Sasanami mountain, decked the ships out, and then went to meet them at the northern mountain of Ōmi. At last they led them into the guest house of Takami in Yamashiro.
Then Yamato no Aya no Sakanoue no Atai Komaro and Nishigori no Obito Ōishi were sent to guard them. The envoys of Goryeo were received again at the guest house of Sagaraka.
105He asks why Imna fell
卅二年春三月戊申朔壬子。遣坂田耳子郎君。使於新羅。問任那滅由。
In the thirty-second year, in spring, the third month, the first day being a musin day, on the imja day, Sakata no Mimiko no Iratsuko no Kimi was sent as envoy to Silla to ask the reason why Imna had fallen.
106They wait for a good day
是月。高麗獻物并表未得呈奏。經歴數旬。占待良日。
In this month the things offered by Goryeo and the memorial with them had not yet been presented and reported. Several periods of ten days (旬) went by while they divined and waited for a good day.
107He charges the crown prince with Imna
夏四月戊寅朔壬辰。天皇寢疾不豫。皇太子向外不在。騨馬召到。引入臥内。執其手詔曰。朕疾甚。以後事屬汝。汝須打新羅。封建任那。更造夫婦。惟如舊曰。死無恨之。
In summer, the fourth month, the first day being a muin day, on the imjin day, the emperor took to his bed in sickness and was unwell. The crown prince had gone outside and was not there. He was called by post horse, and when he came he was led into the room where the emperor lay, and the emperor took his hand and gave a decree.
"My sickness is heavy. I put the affairs that come after into your hands. You must strike Silla, set Imna up and invest it, and make them husband and wife again, just as in the old days. Then I shall die without regret."
108The emperor dies
是月。天皇遂崩于内寝。時年若干。
In this month the emperor died at last in his inner bedchamber. How old he was then is not known.
109The mourning chamber is set up
五月。殯于河内古市。
In the fifth month he was laid in the mourning chamber at Furuichi in Kawachi.
110The mourning envoys of Silla
秋八月丙子朔。新羅遣弔使未叱子失消等奉哀於殯。
In autumn, the eighth month, on the byeongja day that was the first of the month, Silla sent mourning envoys, Mijiljasilso (未叱子失消) and the rest, who offered their grief at the mourning chamber.
