Balhae前麗舊將大祚榮
1Dae Joyeong and Balhae
前麗舊將大祚榮, 得據太白山南城, 於周則天元甲申, 開國乃以渤海名.
Dae Joyeong, an old general of former Goguryeo, came to hold the fortress south of Mount Taebaek, and in the first year of Zetian of Zhou — the Zhou of Wu Zetian — the year gapsin, he opened a state and gave it the name Balhae.

今南柵城也. 五代史曰, “渤海本粟靺鞨, 居營州東.”
It is Namchaekseong today. The Wudai shi says, "Balhae was at the first the Songmal Malgal, and they lived east of Yingzhou."
羅之滅麗後, 十七年也.
It was the seventeenth year after Silla destroyed Goguryeo.
2The whole state comes to court before Taejo
至 我太祖八乙酉, 擧國相率朝王京.
When it came to the eighth year of our Taejo, the year eulyu, the whole state led one another and came to court at the royal capital.

3Those who came over first
誰能知變先歸附, 禮部卿與司政卿.
Who was it that knew the change and came over first? It was the Minister of Rites and the Minister of Government (司政卿).

歷年二百四十二, 其間幾君能守成.
