Those provinces and commanderies that ought to be attached shall be entrusted to Liu Rengui, Pacification Commissioner of the Liaodong Circuit and also Minister of the Right, to divide them fitly at once, and then let them all be attached to the Andong protectorate."

The six counties of Nosanju are these. Nosan-hyeon was of old Gammura. Dangsan-hyeon was of old Gujijisan. Sunji-hyeon was of old Dusi. Jimo-hyeon was of old Jimamaji. Ojam-hyeon was of old Majisa. Achak-hyeon was of old Wonchon.

Gosaju was of old Gosaburi, and it has five counties, which are these. Pyeongwae-hyeon was of old Gosabuchon. Daesan-hyeon was of old Daesisan. Byeokseong-hyeon was of old Byeokgol. Jwachan-hyeon was of old Sangdu. Sunmo-hyeon was of old Dunaji.

Bunchaju was of old Pajiseong, and it has four counties, which are these. Gwidan-hyeon was of old Gusajinhye. Suwon-hyeon was of old Maeseongpyeong. Goseo-hyeon was of old Chujahye. And Gunji-hyeon.

The Gujin junguo zhi of Jia Dan says, "The four prefectures of the state of Balhae, Namhae and Amnok and Buyeo and Chaekseong, are all the old land of Goguryeo. From Cheonjeong-gun of Silla to the prefecture of Chaekseong is thirty-nine post stations in all."
