Offices, part one職官上
1How the Silla office names came down
The office names of Silla were handed down and altered with the times, so that their names are not the same, and Tang words and Silla words were mixed together. Those called sijung or nangjung are all Tang office names, and their meaning may be looked into. Those called ibeolchan or ichan are all Silla words, and what was meant by speaking so is not known.
When they were first set up, every office must have had its constant charge and every post its set number of men, so as to mark the high from the low and to meet the greatness or smallness of a man's talent. But the ages are long past, and the writings and records have fallen away, so that they cannot be searched out and told in full.
It is seen that the second king, King Namhae, entrusted the affairs of the state to a great minister and called him daebo, and that the third king, King Yuri, set up the posts in seventeen grades. After this their names grew many and tangled. Now those that can be looked into are chosen and set out in this chapter.
